Dave Patton has the PSC is reviewing the matter as we speak. Bernie is a little premature in announcing the "addition" to the DXCC List. That hasn't happened yet. In the Weekly DX newsletter last night he just stated it had met the criteria for a new DXCC entity and didn't say it had been added. This is not a surprise, although exactly when it was going to be added to the "Dependencies and Areas of Special Sovereignty" public list from the Department of State was not known until it happened late yesterday. Anyway, everyone seems to agree that it does meet the criteria and yes, an official announcement will come from us when it IS accepted. In today's "Daily DX" electronic newsletter, editor W3UR announces addition of St. Barthelemy (FJ) to the DXCC list as an entity separate from St. Martin (FS) because of certain political changes affecting St. Barts. If there's going to be an announcement of a new DXCC entity, wouldn't that come from the DXCC desk? I can't find anything on our web site indicating addition of this entity to the list and there is no reference to an announcement from the DXCC desk in the Daily DX. Allowing a power increase from 50 watts to 100 watts ERP, provided that amateurs utilize Voice-Operated Transmit (VOX) while in the single sideband emission mode, to permit the amateur operator to hear an attempt by another station, which may be a Federal user, to utilize the channel. What SHOULD (and I emphasize should) happen next is NTIA will draft a letter to the FCC recommending the change. There is a chance that such a letter will be drafted before the next IRAC meeting on January 8. In the meantime, agencies with any additional concerns have been requested to chime in, and so far there haven't been any. Do not publicize this yet, repeat do NOT publicize this yet as we're still in a wait and see situation here and something could still happen to derail it, but I wanted to keep the board up to date on this matter as progress is being made. There will be plenty of time to publicize it AFTER (if) it becomes effective. That hasn't happened yet and will only happen after the FCC officially permits it. [arrl-odv:16247] A quick trip to Sarajevo

Attentive readers of the IN-Newsletter may have noted that I am leaving tomorrow for Sarajevo. IARU Region 1 EC member Niksa, 9A5W has asked me to accompany him to a promotional meeting hosted by the Minister of Communications of Bosnia & Herzegovina to introduce the new E7 prefix (which replaces T9). The Minister was willing to schedule the meeting according to my availability. It will be held on Tuesday, December 18. I have been involved in the effort to bring the radio amateurs of Bosnia & Herzegovina back together since 2002. Because T9 originally was allocated to one side in the civil war, the new prefix should help -- there are encouraging signs of acceptance from all sides. My presence is intended to underscore the support of the international amateur radio community for greater cooperation among the country's amateurs. I am actually flying to Zagreb and will have dinner with 9A5K, the newly elected president of HRS, the Croatian amateur society, on Sunday. HRS is the host society for next November's IARU Region 1 Conference in Cavtat, near Dubrovnik. Their bid for the conference was organized by the previous president, 9A6A, who 9A5K defeated in his bid for re-election, so it's especially important that his relations with the IARU begin on the right foot. Niksa's professional driver will drive the two of us from there to Sarajevo on Monday and back to Zagreb on Tuesday after the meeting. (Niksa is the director of the company that manages all of the broadcast transmitter sites in Croatia.) I leave Hartford via Amsterdam on Saturday afternoon, December 15 and return Wednesday afternoon, December 19, assuming the weather on both sides of the Atlantic will cooperate. I do not expect to have much email access while I'm away but will sign on as the opportunity arises. 73, Dave K1ZZ
