Perhaps I am confused (wouldn't be the first time), but it appears to me that RM-11392 was filed by N5RFX rather than KQ6XA. And in fact, KQ6XA has been posting on the Winlink reflector that amateurs should file comments against RM-11392 but use those comments as a vehicle to push for abolishing the 300-baud limit on data transmissions. Allen completed the highest level of PIO training at the national DHS / FEMA site in Maryland and made many personal contacts there. Among them was the media manager who will be placing the Hello, Katrina and PSA videos on their TV stations where they will be seen by future students and leaders. He also secured his promise to actively work out protocols allowing Allen (or his designate which might be from the PR committee) access to any FEMA Joint Information Center if ARES is involved in an event in the future. This access could have major positive consequences if done rightly. Allen acquired reams of excellent materials which can be used in CONTACT! over the next year. The PRC monthly phone meet included Katie Breen and plans are being developed to encourage groups and clubs to have a "package deal" including licensing classes, testing, a reception party at a club meeting and initial Elmering in 2008. This will not only increase licensing, but also the percentage of active hams. John Kanzius will be on 60 Minutes and will be promoting Amateur Radio as the background knowledge to his inventions. We will announce the airing date when known. Regulatory Information Reported by Dan Henderson, N1ND No news on the PAVE PAWS front during the week. The DLAC reflector has been tested and is ready to go once the DLAC contact information is received from the various directors. A member was helped finding the specifics on Part 15 devices as it pertains to his importing of items that may be operating on the 70cm band. A request from a non-member seeking ARRL legal assistance in an upcoming FCC license revocation matter was answered. In conjunction with that, we have had several inquiries in the past few months regarding can convicted felons hold an amateur radio license. The correct answer is that nothing in Part 97 prohibits them from doing so. However, the FCC does have precedent for not issuing or revocation of licenses from individuals based on character issues, including felony convictions. When the receive reports of such the FCC makes a determination on pursuing the action on a case-by-case basis, based on the facts surrounding the situation. At the request of EmCom Manager Dennis Dura, I initiated a brief conference call which included Dennis, Steve Ewald, and General Counsel Chris Imlay regarding the situation involving the Southern Idaho Amateur Radio Emergency Services. (MVP Manager NN!N was not available for this call). Issues have been raised by the Idaho SM and Dennis related to fundraising of this group and their apparent non-participation in the state ARES structure. Counsel shares some of the concerns and will be contacting the groups leadership for specific information. At the request of the ARRLs VEC QPC member, I spent as much time as possible verifying/auditing FCC rules citations for the upcoming Extra Class Question Pool. It is due for release shortly. Finally, several routine queries were received (changing trustees of club calls, problems with early renewals of licenses, and the usual travel queries) as well as continued training items with the Contest Branch. Joel Hallas has submitted the final chapter of his new book, Basic Antennas, a sequel to his 2005 book, Basic Radio. The manuscript is undergoing final editing by Dean Straw before it moves into production. Khrystyne Keane wrote and distributed The ARRL Letter, Vol 26, No 50, for December 21, 2007. It went out to 65,626 subscribers. Sales and Marketing Reported by Bob Inderbitzen, NQ1R Membership Update Were enjoying returns from the recent membership mailings (60,000 pieces). In just these first couple of weeks, these mailings have returned over 500 membership applications. Product Sales Update A follow-up of the 4-page new books solicitation was mailed on December 18. The winter 2008 edition Publications Catalog has arrived at the warehouse, and a mailing is in-the-works. A TravelPlus CD-ROM solicitation was mailed on December 14. This special upgrade offer was sent to 5,000 previous customers who have not yet purchased the 2007/2008 edition. An email solicitation was sent on Friday, Dec. 14--featuring a handful of popular books and new editions. The Warehouse crew fulfilled 1,100 packages for publication and product orders, shipped 800 free book membership premiums (now caught-up), and QST mailing supplements for December (1) and January (4) issues. MFJ has delivered enough of the 40-meter Cub transceiver kits to catch-up with the backorders wed accumulated throughout the past 2 months. Were happy these orders could be fulfilled in time for the end-of-year holiday. Following the recent email survey about the Repeater Directory, were collaborating with Steve Ford and Jon Bloom to help introduce a few improvements and enhancements into the next edition. The Development Department sponsored copies of the previous edition ARRL Handbook (overstocked 2007 editions) to be sent to participants in the ARRL Education & Technology Program. Membership & Volunteer Programs Field Organization/Public Service Team Reported by Steve Ewald, WV1X Chuck Skolaut researched information on a number of Automated Maritime Telecommunications System (AMTS) stations for an interested party. Official Observers in New England are trying to track down interference on 75 and 160 meters while others are alert to some jamming to a DX station on 20 meters. In reference to an earlier report that fishermen were heard using a frequency near 5371.5 kHz (Channel 4 on the 60 meters), this problem has apparently been resolved after documentation about the intruding signals was provided to the FCC. Chuck also handled inquiries about trader nets and the various types of listings, linking repeaters, use of Echolink, identification, and operating in foreign countries. Leona Adams and Steve Ewald continued to prepare for the San Diego Section Manager election. Ballots and candidate statements were at the local printer at the end of the week (December 21). The Section Manager and Section Emergency Coordinator of Northern Florida gathered after-action reports and forwarded them to HQ. Duval County (Florida) ARES was activated on December 19 to provide communication support for citizen evacuation of an area after a laboratory in Jacksonville exploded. ARES worked closely with the Jacksonville Fire and Rescue Department and the Red Cross during this event. I can just see the posts on QRZ.com and other places regarding RM-11392: ----- "Dave Sumner, K1ZZ and his ARRL Board sycophants are at it again. They've gotten a former member to present this petition which would go a long way toward getting the FCC to adopt Regulation by Bandwidth in spite of the overwhelming mandate given by League members and other US amateurs to the ARRL's own plan. Read this as being a member who dropped her membership for the sole purpose of deluding hams into thinking she is no longer being manipulated by ARRL. There's really no need to bring undue attention to this matter and stir up a controversy that doesn't exit, but if a member asks you about RM-11392 here is a bit of info you can use in responding. I understand the Winlink guys are opposed to it so it will probably create a life on its own. This petition seeks to establish a limited regulation by bandwidth in what is now the RTTY sub-band area in order to eliminate wide band data modes, namely Pactor 3, from being allowed there. Our current board policy supports the concept of regulation by bandwidth, but one that will accommodate all modes and users. Our current position is not to seek a regulatory filing until some time in the future (not yet defined) a consensus can be reach within the amateur community. While we have no plans to comment one way or the other, this petition does not meet the current board policy as stated above. There is also a concern about semi-automatic mailbox operation and interference to existing QSO's. That is a control issue is not directly related to regulation by bandwidth and is best kept separate. The approach we have taken is to treat the semi-automatic control issue as technical rather than regulatory. Specifically, we encourage the further development of listen-before-transmit protocols and their implementation at any automatically controlled digital station, whether operated in the narrow subbands for automatic control specified in 97.221(b) or in other parts of the bands where semi-automatic operation is permitted. Dave and/or Chris are, of course, free to provide any additional input they feel pertinent. Again, there is no need to raise any undue attention to this filing but if you're asked hopefully the above will provide some info for a response if you care to use any of it. 73 Joel W5ZN

First I've heard about it as well and if the EC knew anything about it Coy sure wouldn't be asking since he's on the EC. We're all on the same team here.....because something isn't on our web site could mean HQ, for whatever reason, isn't aware of it either so anytime a Director or Vice Director comes across something like this sound out, just like Coy did. Since we're all working toward the same goal it's much better to inquire than accuse. The only way we can have the best AR news source is if we all pitch in.....it's not just HQ staffs job, it's a job that falls upon all of us as well in our elected positions. In looking at the petition, though, it is my opinion it falls into the category of petitions that we don't normally file comments on. If the FCC chooses to take any further action on it we can comment then.
