Joel has expressed many of my concerns very well. We must be very specific and very realistic about what is in it for the ARRL to have a National Convention ... at Dayton or anywhere. When we had the National at Dayton before, several people came to the booth and asked me, "So, how is this Dayton any different from other Daytons?" The answer I could give them, "There are more ARRL-related forums than in other years," didn't impress them much. It didn't impress me much, either, come to think of it. The allure of getting to go to Dayton at no personal expense should not distract us from asking hard questions about what the League will gain in concrete, measurable benefits from having a National. It's true that travel expenses for Directors and Officers come from their existing budgets. However, if you spend Division budget money going to a National, that's money you don't have available to spend on membership contact within your Division. This presents a choice to Directors: go to a National where you may not be interacting with many of your members, or skip the National and do your customary in-Division travel, or do it all and over-spend your budget. Any of these choices has down-sides for the organization. If we have so much money allocated to Governance that Divisions can absorb a Director's trip to a National without cutting back on other activity that year, then that raises interesting questions, doesn't it? There's something else I want to bring into the discussion of Nationals: I believe the Board needs to develop guidelines for the Director's Workbook suggesting what Directors and Officers should do at Nationals that we attend. Otherwise, it seems to me like we are getting to go to Dayton -- or wherever -- on the membership's nickel to shop, shmoose with our friends, and enjoy ourselves without being expected to do any particular work on behalf of the League. Walking around all day with a red badge on and stopping by the booth for 15 or 20 minutes doesn't fill the bill for me. Now I am not saying we should have to fill out some kind of dumb-ass time cards saying how many hours we did this and how many times we did that. I am suggesting, however, that as a body the volunteer members of the Board should come to an agreement about what work we expect ourselves to do for the League in return for the privilege of attending a National Convention at the membership's expense. Then we put it in the Director's Workbook and leave it to the honor and conscience of individuals to live up to the guidelines we've set for ourselves. 73 - Kay N3KN

We had high hopes, but will proceed to seek grant funding from other sources. The 2004 Defense Fund has topped the $209,000 mark with contributions averaging $51,880 from more than 4000 donors. The targeted Education & Technology Fund campaign is reaching 55,000 homes this week. Discussions are underway to evaluate an increase in our financial request for year three of the CNCS Emergency Communications grant. A concept paper has been prepared that will be forwarded to our program officer who is willing to work with us on a new EmComm initiative. Our request for an extension of the current grant for two years was denied as a matter of CNCS policy. Media Relations Jennifer prepared and distributed this year's Field Day release via PR Newswire. Additional help has been offered to individuals with Field Day PR requests, including one member who needed a press release for his a TV station in Palm Beach, Florida. "Media Hits" were submitted for the August issue of QST. The June issue of Contact! will be posted to the PR Pages shortly. Production/Editorial The August issue of QST will be released to the printer June 24. The 2nd edition of the ARRL Instructor's Manual has been released to the printer, and we've ordered a new pressing of the 2000 Periodicals CD. Rick Lindquist reports The ARRL Letter, Vol 23, No 25, circulated to 66,781 members on June 18. Rick prepared (ie, wrote and/or edited) articles about: ARRL BPL interference complaint to FCC on behalf of WØSR; ARRL, FCC substantially agree on "omnibus" Part 97 changes; NA1SS Field Day operation possible; Pending 40-meter changes benefit spectrum efficiency, FCC says; ARES/RACES team assists with Reagan funeral cortege; Broadband over Power Line video available and several Web news briefs. With voiceover assistance from Jennifer Hagy, Rick voiced, edited and produced ARRL Audio News for June 18. Lab and station testing for the September Product Review column are under way, with the writeup in process. Joel Hallas has written and submitted an article for QST entitled "Achieving Near Perfection with the Imperfect Rhombic." Vintage/AM enthusiasts Joel Hallas and Stu Cohen were among the greeters this past Friday for the crew that installed the vintage/AM station at W1AW. Sales and Marketing The 2004/2005 edition of TravelPlus for Repeaters(tm) CD-ROM is off on a running start, largely due to the direct marketing attention its been given. The first two months of sales have exceeded those of the same period last year by a couple hundred units. An email solicitation was sent to 47,000 subscribers of the "Publication Announcements and Special Offers" list on Tuesday. The message included a last-chance offer for Field Day T-shirts and pins, and a free T-shirt promotion for orders of combination book packages. The promotion contributed to sales of several thousands dollars of the Handbook, Antenna Book and Operating Manual. An email solicitation for NCJ and QEX subscriptions was sent on Wednesday. Within a week, online subscription transactions totaled 200 for QEX and 14 for NCJ. Steve Capodicasa over at the Warehouse happily reports that all is going well with using FedEx instead of UPS for our product deliveries. We are realizing the projected cost savings. ARRL is very pleased with the professional level of service that our members are receiving while at the same time cutting cost by about $500 a week. Although on personal travel and not "official" ARRL business, Dennis Motschenbacher traveled to HamCom in Dallas, TX last week, visiting advertisers and publications dealers. Dennis was an invited guest of the Lone Star DX Society and presented a special program titled "6 meters for HF DXer's" at a well attended session. Logbook of the World QSO records entered into the system 45,301,007 QSL records have resulted 1,491,113 Logs Processed 54,960 Active Certificates 10,190 Users registered in the system 7,172 Current Applications 104 Ready Applications 53 Applications Awaiting Mail 51 Contest Branch A problem with the June VHF robot meant that it was not ready to accept entries over the weekend. As soon as this was corrected, we manually processed through approximately 170 emailed entries in the contest email box. After doing that, we then manually forward the robot messages to the original log submitters. Things at HQ worked properly, so logs were not in jeopardy of going missing. Late in the week the Aptos server in California that houses the robot blew its power supply, but messages were being held for when it was returned to service. The 2004 November Sweepstakes certificates were printed and mailing begun. An unusually large number of Field Day queries are coming in (as compared to previous years). These are taking a significant amount of staff time to handle. A couple of small corrections were made to the upcoming DX CW databases and several items were sent to the author for research as he does the write-up for that piece. The January VHF Sweepstakes article was received from Production, reviewed and forwarded to the author for his changes. QSL Bureau Processing time is approximately 4 days from receipt. This week 93 pounds of cards were received from members. Approximately 100 pounds of cards are waiting to be processed. Cards mailed as of 06/20/04: 523,775. No cards were mailed this week. Field & Educational Services Astronaut Leroy Chiao is now KE5BRW; he's part of the next Expedition. NASA has cancelled ARISS QSOs to schedule a spacewalk (3 walks will be done this Expedition), only to cancel the spacewalk, but not in time to reschedule the schools. The ARISS Team supported a NASA Explorer School workshop at Johnson Space Center. Rosalie took part in an ARISS-international telecon and a PSC telecon and supported an F&ES monthly meeting. Mark Spencer and Rosalie handled final details of getting packages on ARRL Hiram Percy Maxim Award nominees to the PSC. Rosalie networked with an American Disaster Reserve representative; the response was their newsletter highlighting a volunteer who'd gotten a ham license. Gail Iannone sent 1 hamfest approval letter to sponsoring committees confirming the Division Director's approval of the events as ARRL-sanctioned, processed 2 label requests for upcoming events, and sent 15 letters confirming the EC's approval for conventions. She submitted QST column announcements for 36 hamfests and 9 conventions. She coordinated travel for Chuck Skolaut to be the HQ rep at the ARRL Kansas State Convention on August 15 in Salina. Linda Mullally learned about the template for 50-year affiliated club certificates, and will handle these requests from now on. Her email address is now listed on our club Web pages for clubs interested in getting information on becoming affiliated, updating their affiliation record or SSC record, and for a number of other club-related items. Amateur Radio Education & Technology Program Mark Spencer did final preparations for going to HamCom in Dallas to give four talks, one talk was on "Space in the Classroom at Low or No Cost;" a side benefit of this project is that we now have very reliable ATP WX capability at W1AW. The latest round of school grant equipment is being shipped. Mark verified the circuit board and ordered them for his next kit. Mark will visit Parallax, our partner in our upcoming teacher's institute, to finalize arrangements for robotics portion of the institute. EmComm Grants Dan Miller caught up on work after being away for a lengthy time on vacation and business travel. He prepared for his seminar at the ARRL Northwest Division Convention in Seaside, Oregon. CCE Jean Wolfgang sent email to recent graduates of the Technician online course encouraging them to locate local VE sessions and clubs using the ARRL search sites. She asked them to notify us when they got licensed. Jean added details to a Web FAQ on Hybrid classes to help with members' questions. She handled logistics for getting graduation materials, and did database work for 61 graduates of the emcomm courses. Jean hopes to increase technical course registrations by having added extra information about these to our Web pages. She and Rosalie discussed other ways to increase registration and to make registration easier for some courses. After running Access queries of the last six months of technical course registrations, she learned that 50% of the Technician online course students are ARRL members and almost 100% of the other technical course students are members. Regulatory Information John Hennessee reports an increased number of regulatory questions on Field Day operation. He processed a new Volunteer Counsel application. He assisted amateurs with local government zoning problems in Salt Lake City, UT (K7AJ), and Hancock County, IN (W9DEW). John has now become the tertiary contact for the FCC Comm Center in the event of an emergency communications declaration. Field Organization/Public Service Team Chuck Skolaut received taped documentation from an OO (and forwarded it to the FCC) as a direct response to an FCC monitoring request on 20 meters. More information was collected concerning interference between an uncoordinated and a coordinated repeater in Northern New Jersey. Chuck also heard that interference to Sonoma County's (CA) airport by a 2-meter repeater is under investigation and being handled by the locals. We are keeping tabs on unidentified CW transmissions on 14.070 MHz and Russian beacon stations on 7.039 MHz. Leona Adams reports that Minnesota SM election candidate statements are at the printer, and election ballots are ready and scheduled to be mailed by July 1. Northern New York SM Tom Dick, KF2GC, has been nominated for another term of office beginning in January 2005. SMs are making good use of their monthly Field Appointment Reports that Leona sends to them, resulting in many updates made to existing appointments. Steve Ewald's Field Organization/Public Service Team will take over administration for the ARRL International Humanitarian Award. Steve updated contact information for the FCC Comm Center, and worked on the Public Service column for QST. With assistance from Dan Miller, Steve sent invitations to ARRL Section Leaders who haven't yet signed up for ARRL Emcomm Courses, reminding them of summertime opportunities to get involved. SMs have been promoting Field Day preparations through their Monthly Section News Summaries, Section Web pages and section wide e-mail messages. Club/Mentor Program Norm Fusaro handled customer service work, what with Field Day approaching -- helping many clubs with exhibit materials and other issues. He interviewed a mentor and the student, then wrote an article for our enhanced Elmer Web page. Norm also wrote a piece for the Club Companion Web page, including a beginners' operating guide that clubs can download and use for the Field Day GOTA station. He's received positive response to his "Welcoming New Hams" PowerPoint presentation. The New Amateur Page averaged 22 hits per day, and still results in good feedback. Jim, I have no problem with having a National at Dayton. However, I do have some questions, that could become concerns if not addressed. 1. Last year when Dayton and HamCom were both interested in the National, there was comment that Hamvention owed the League some money and we were having difficulty collecting it. Before I could support a National in Dayton, I would want to make sure they do NOT owe us any money, and that they agree to pay their bills owed to us with the same intensity they require others (including us) to pay what is owed to them. If they are unable to agree to this, we have no business doing business with them. Will they agree to this?? 2. The last time we had a National at Dayton, I was left with the impression from them that "We are Dayton, we are GOD, if you little boys from the League want to play your game here, OK, but it is our show and you guys don't bother us." There was also considerable disagreement up front on forum scheduling. I agree it is their show, and I don't want to change that. But if it is also going to be an ARRL National Convention, they need to give as much as they take. Will we review "lessons learned" from our first National convention experience at Dayton, discuss it with them, and resolve these issues now??? 3. If anyone expects an large increased attendance and increased sales just because it is an ARRL National Convention, everyone is mistaken. I believe history will show that is not the overall case. If Hamvention (or ARRL) is expecting an economic "shot in the arm" as a result of this, we will all be disappointed so I do not want us to go into this expecting we're going so see a large increase in our Dayton generated revenue. That's all I have. ECONOMIC IMPACT: Increased costs to the annual budget by having the Hamvention as our National Convention are expected to be minimal. Costs incurred to Division budgets through travel expenses are to be drawn from the Division budgets which are set on an annual basis. There is SM Letterhead in Word 97 format on the SM Page (to which you should have access). While it says "Section Manager" in the header, it's very easy to delete that line or substitute another title. IN-Newsletter Vol. 27, No.24 June 16, 2004 Upcoming Meetings July 15th in Newington, CT at 8:30am Programs & Services Committee July 15th in Newington, CT at 8:30am A & F Committee July 16-17, 2004 in Windsor, CT Board Meeting Development The 2004 spring Spectrum Defense Campaign has raised nearly $207,000 in gross revenue from 3,996 donors. The 2004 Education & Technology Campaign was delayed in production and all 55,000 pieces are expected to mail by June 18. Reports are being prepared for the United Technologies Corporation Grant and will be submitted on time by the June 20 due date. Our program officer from UTC, Shawn Watson, will visit HQ on June 23. A new concept paper to be submitted as an add-on to the year three renewal application for the CNCS grant is in preparation. We will work with our program officer, Romero Cherry, to flesh out an idea of training served agencies and Citizen Corps and OEM groups on the capabilities of Amateur Radio in emergencies. This concept will not replace or jeopardize our current training grant. We have been encouraged to present this new concept based on our success with the training grant. Media Relations Jennifer did a BPL interview for Electric Utility Week, a utility industry newsletter published by Platt's, a source of varied energy industry information and services. Our take on the BPL issue was well represented, and the reporter asked to be kept in the loop on the ham radio/BPL story as it continues to unfold in communities across the country. Jennifer assisted a member who wanted to respond to a pro-BPL story in Syracuse's Post-Standard. He sent a copy of his letter to Jennifer and Ed Hare for review. The Public Relations Committee held its monthly conference call. The group is making progress with several ongoing projects, and they are currently reviewing the two nominations we received for the 2004 McGan Award. Chair Sherri Brower, W4STB, will be preparing the PRC report for the Board meeting shortly, along with a report for the Programs & Services Committee, on the status of PSC directives to the PRC for the first half of 2004. Jen did a Field Day interview for the Leader Times (Kittanning, PA). The reporter is a ham, and agreed to be added to our news distribution list. To date, more than 50 Annual Report requests have come in, and hardcopies will be mailed out shortly. Production/Editorial Bob Schetgen has returned to work (mornings for now) after having been on sick leave since April. Welcome back, Bob! The 2004 ARRL Handbook CD reprint has been released to the printer, as has a reprint of the Amateur Radio Emergency Communications Course Level III. We checked printer's proofs for the July/August issue of NCJ and QEX. Rick Lindquist reports The ARRL Letter, Vol 23, No 24, circulated to 66,653 members Friday, June 11. Rick prepared news stories on NTIA's comments in the BPL proceeding, ARRL takes issue with public funding of BPL project, Amateur Radio represented at ITU Ultra-Wideband Task Group session, SO-50 satellite now available without appointment, AO ECHO on way to launch site, Ham-Com 2004, Maritime Mobile Service Net rescue role, Reagan honored by ISS crew, N6R FD operation dedicated to Reagan, Virginian first US ham to get QPPp WAS and several Web news briefs. With voiceover assistance from Jennifer Hagy and soundbite assistance from Dave Sumner, Rick voiced, edited and produced ARRL Audio News for June 11. Sales & Marketing As the Emergency Communications Course books (levels I, II, and III) have become increasingly popular, so have requests from individuals seeking the books from ARRL dealers. The manuals summarize the instruction presented in the Amateur Radio Emergency Communications Courses. Effective immediately, wholesale pricing is extended to ARRL dealers interested in stocking the books. Exchanges with author Jim Cain, K1TN have helped produce some reviews of his work, "YASME--The Danny Weil and Colvin Radio Expeditions." The book was commissioned by The YASME Foundation and published by ARRL in May 2003. ARRL receives all of the proceeds from purchases of this book. The reviews will likely be used in an upcoming issue of QST and/or the ARRLWeb. A "popup" now appears on the ARRLWeb main page, helping draw additional attention to ARRL Field Day resources and related merchandise. The popup should load with the main page only one time if you are using a browser with "cookies" enabled. On-site popups help promote something to do with the site the visitor is on, and are often considered less-annoying than off-site popups touting unrelated information. While used infrequently, we have found popups to be very effective among our compliment of Internet marketing tools. Diane worked with the Sales & Marketing team to pull-off another custom-created ad for one of our advertisers. It received a quick thumbs-up, helping fill another page in the upcoming New Ham Express resource. Several database problems were addressed in preparation for printing and shipping 2003 November Sweepstakes certificates during the week of June 14. Line scores for the 2003 160 Meter and 10 Meter articles were proofed, added to the PDFs of the QST writeup and released to the web. We also coordinated with the authors of the major logging software programs to ensure that their programs will include the new categories for the upcoming IARU HF World Championships in July. QSL Bureau QSL Service Status: Processing time is approximately 4 days from receipt. This week 72 pounds of cards were received from members. There was no postal delivery on Friday. Approximately 96 pounds of cards are waiting to be processed. Cards mailed as of 06/13/04: 523,775. No cards were mailed this week. W1AW Joe hosted visitors on Saturday that came to operate W1AW as part of the two-day Newington Amateur Radio League flea-market event. He updated the web code practice files. Joe also uploaded W1AW/90 logs to LoTW, processed two Qualifying Run endorsements and replaced Harris equipment that had come back from repair. Scott worked on fast and slow code practice files for the month of June and also handled some evening phone sales calls in the daily 5 PM to 8 PM time slots. Field & Educational Services Rosalie took part in a telecon with NASA Hq. She prepared information for next week's PSC telecon. The ARISS Team licensed astronaut Leroy Chiao (Expedition 10), who is awaiting his call. Current ISS crewmember Mike Fincke is interested in operating during Field Day; this always makes our members happy. Linda Mullally compiled the PSHR and BPL statistics for QST. She completed a count of all department paper goods for the monthly inventory, and checked video inventory. She compiled the F&ES monthly revenue at $1236. She showed Gail and Norm the processes of the Siebel database related to clubs. She updated 35 club records with 2 reactivations. She registered 3 Volunteer Instructors. She checked membership rosters for 2 clubs, and handled 2 SSC renewals, 2 label requests and 2 club vanity email requests. She sent 19 Exhibit kits and 5 scouting kits as well as 474 assorted brochures. Gail Iannone sent 6 hamfest and 3 convention approval letters to sponsoring committees confirming the Division Director's approval of the events as ARRL-sanctioned, processed 2 label requests for upcoming events, and coordinated travel for Bill Moore to be the HQ rep at the Pacific Northwest DX Convention on July 16-18 in South Everett, WA; Mark Spencer to be the HQ rep at the West Virginia State Convention on August 28-29 in Weston; and Ed Hare to present a BPL Seminar at Hamfest Minnesota on October 23 in St. Paul. She sent 14 convention applications to the EC for their approval via e-mail. With the help of Linda, she is learning the process of entering information on newly affiliated clubs into Siebel. Emcomm Dan Miller and SM John Thomason of Oklahoma collaborated with disaster workers from all over the U.S. and many foreign countries at the NVOAD Conference in Louisville, KY. Dan and John made contact with many non-ham officials and brought additional Amateur Radio awareness to them. Following that, Dan's seminar at EmComm West in Reno, NV, was well received. Total grads in Year 2 for UTC Level ll courses are 84, and for Level lll courses, 73. Total grads in Year 2 for CNCS Level l courses are 59, for Level ll courses are 51, and for Level lll courses, 80. Dan gave a seminar at the Newington Amateur Radio League Hamfest and is preparing for next week's seminar in Seaside, Oregon. Club/Mentor Program Norm Fusaro met with Jon Bloom and discussed a revamp of the club Web pages; Norm will begin his plan for this. He's just seeded the club Web pages with another story -- he's soliciting these from callers and from reviewing club newsletters -- along with a renewed request for Elmer stories. Club editors love hearing from him and aid in developing stories. Norm compiled a PowerPoint presentation for the Web on pointers for welcoming new hams at club meetings. Hams are calling to discuss ideas on clubs and mentoring; they are eager about our support. CCE Jean Wolfgang filled requests for two emcomm field test kits and ensured the examiners have the current Level 2 test templates. She processed 54 graduates from online courses including 7 students from technical courses. Jean also supplied our Marketing staff with statistics regarding the Technician License course. She prepared items for the mailing of stipends to 82 mentors. Amateur Radio Education & Technology Program Mark Spencer reports the equipment for the second round of school grants has been ordered. One more school was added to the program through the activity board kit grants. (Total now above 90.) Mark administered two exams to blind youth using Brailed tests available from our VEC. Mark is scheduled to give 4 talks on education topics at HamCom. He and Linda readied materials for an upcoming Space Center Houston educator's conference. Field Organization/Public Service Team Chuck Skokaut received a monitoring request from the FCC concerning interference on a 20-meter frequency and forwarded it to relevant Section Leaders for assistance. He forwarded to the FCC two reports of unlicensed 10-meter operation. An ARRL Monitoring Station provided HQ detailed documentation of code groups that have been heard on 30 meters. Chuck also prepared for his trip to the Iowa State Convention on June 11-12. Steve Ewald worked with Linda and Norm to get volunteers (led by NYC DEC Mike Lisenco, N2YBB) and ship supplies for displaying Amateur Radio at a Citizen Corp Flag Day event on Ellis Island, June 12-14. Georgia SEC Mike Boatright kept in touch with HQ as a statewide activation was conducted during the G8 Summit. Mike said, "In his remarks at the concluding news conference, the President of the United States specifically thanked everyone involved--local, state and federal--for their participation and excellent support of the conference. There were only minor law enforcement issues, and above all, the safety and security of the visiting dignitaries and residents of Coastal Georgia was ensured. Our efforts were most definitely noticed by state officials. There was a constant stream of people through the GEMA [Georgia Emergency Management] to see our amateur radio setup." Leona Adams sent monthly Field Organization Appointment Reports to SMs. She handled preparations for the Minnesota SM election between Chuck Gysi, N2DUP, and Skip Jackson, KS0J. Regulatory Information John Hennessee continues to receive regulatory Field Day questions and to make various Web improvements to the Regulatory pages. He also assisted a staffer with the National Geographic Society on questions about an experimental Part 5 license to be used next month in California on 433.92 MHz. He assisted amateurs with local government zoning questions in Jefferson County, CO (W0DM) and Old Bridge, NJ (KO2W). Volunteer Examiner Department With the new General Class (Element 3) question pool taking effect July 1st, Bart and Perry have been doing final testing of the "ExamWin" VE software update for posting to the ARRLWeb for VE and instructor downloads. Web download is the only available method of obtaining the update this season (no vendor duplication or postage for mailing has been budgeted this year). Bart and Perry are completing final review of the new General exam printed test booklet mechanicals, they are ready for duplication and are off to the printer this week. Maria and Ann have been preparing for the General test booklets mailing to our Field Stocked VE teams, as well as providing routine testing supplies and VE accreditation processing. Nonie continues to be busy adding test session registrations for the upcoming Summer and Fall season.
