Grant grew up in just east of us here in the Cincinnati area. Grant's version is: "If I gotta tell you to behave a second time, its off to the firing squad." IN-Newsletter Vol. 25, No. 49 December 10, 2002 Upcoming Meetings January 16th in Newington, CT at 8:30am A & F Committee January 17-18, 2003 in Windsor, CT Board Meeting Development The 2003 Spectrum Defense Fund is falling behind. Every contribution counts now as we work toward our $500,000 goal this year. We are hearing that some folks are really feeling the pinch of the current market situation, which may impact large gifts, but, if every active ham would contribute $8 a year we could fund our advocacy efforts in total. Now the hard work begins to remind our audience how important their contributions are to ARRL's work on behalf of Amateur Radio. This is especially true in 2003 which is the culmination of years of preparation for WRC-03. With all the good work that President Haynie and others have done in Washington, and our increasing visibility, I hope every ham will make a contribution before December 31. All Directors and staff are encouraged to promote the Defense Fund at club gatherings during December, January and February to ensure that we reach our goal. The Diamond Club continues to increase at a steady pace. This week the total contributors have reached 357 representing more than $53,000 in vital operating dollars. ARRL has received permission from Joe Walsh, KB6ACU, to publicize his $25,000 contribution to the Education and Technology Fund. Major Donors reports will go out to all Directors to encourage personal thank yours to those contributors who have given $500 or more in October and November. In January a report of December major donors will go out for the same purpose. United Technologies will not make its grant announcements until 2003. As we inch closer to the goal of 250 certified hams under the CT grant, we sent 11 pages of testimonials to UTC from hams who have successfully completed the ARECC under the UTC CT grant. A final report to UTC will be prepared and submitted as soon as the 250 goal has been reached. Production/Editorial The January/February 2003 issue of QEX has been released to the printer. Lab Ed Hare recently attended a meeting of the IEEE C63 "RFI" committee in Baltimore. He had been asked by the committee to do presentation on the possible impact of Power Line Communications (PLC) on Amateur Radio. He also went to a very high bit-rate digital subscriber line (VDSL) standards committee meeting in Atlanta. Both technologies present a potential to radiate signals that could raise the noise floor to nearby HF receivers by tens of dB. After his IEEE presentation, Hare was named to chair IEEE's the ad-hoc working group on PLC. The IEEE-meeting presentation is available for the Official Family at <http://www.arrl.org/~ehare/rfi/plc/C63NovPLC.doc>. VDSL presents somewhat less of a challenge, but for overhead telephone wiring, it is important that the industry include protection for amateur radio. ARRL's presence at the meeting is intended to keep the industry on track at keeping this protection as part of their standard. The League will continue to work with both groups and build on the successes Amateur Radio has had recently with the HomePlug <http://www.homeplug.org/> group and Home Phoneline Network Alliance <http://www.homepna.org/> in adding spectral notches to their specifications to prevent HF interference. Not for public release, Ed has put his trip report up on a working area on the ARRL web site at: <http://www.arrl.org/~ehare/rfi/plc/C63Nov2002TripReport.doc> Logbook of the World (LOTW) LOTW nears public testing as most of the key server components and the client programs are working. The LOTW server software can respond to requests for digital certificates and includes a complete administration interface program to allow the LOTW administrators to control the issuance of digital certificates. The server can also process incoming files of signed QSO data and detect matches with existing records to form "QSL" records. On the client side, utility programs to manage the digital certificates and to format and submit signed QSO records are operational and have been built for both the Windows and Linux platforms. The only task remaining to be completed to enable initial public testing is the user Web interface, so that testers can see the results of their submissions of data to LOTW. Within the next few days, the Web interface will be sufficient to begin in-house testing by end users. Opening testing to outside users should follow within the next two weeks. Sales & Marketing Sales The advertising staff continues to dig out new prospects, work that is apparently going to be very important to make up for revenue losses we expect from a few regulars temporarily cutting back in advertising expenditures. Davis Instruments has decided not to advertise in 2003. Ranger has also put their advertising on hold indefinitely. We will remain in close contact these companies and any others taking similar action. We have noted that some of our advertisers who have fiscal year-ends in the first quarter of 2003 have already tapped their advertising budgets dry. We did a quick review of our budget for 2003 and feel while the budgeted revenues are still possible, we must take good care of the clients we already have and continue to professionally introduce advertising opportunities to them to insure they get maximum benefit for the money they spend with ARRL. The time Dennis is spending meeting in person with the advertisers to become familiar with their products, processes and goals is key to being able to prepare well thought out recommendations by our ARRL professionals. A new advertiser, G.O.A.T will be appearing for the first time in February QST. This company manufactures an antenna trolley. This week, we mailed three Advertising Media Kits to potential advertisers including a previous advertiser. AN Wireless is a brand new advertiser in NCJ Magazine. We expect AN Wireless to continue with the same ad space for some time. Interestingly -- talk about a Catch-22 situation for us -- they previously advertised twice in QST but decided to discontinue that level of advertising because they could not keep up with the volume of orders they received. We certainly hope AN Wireless can ramp up production and then return to QST in the future as the company grows. Deb shared a lengthy telephone conversation with Phil Parton, KenwoodUSA's new Sales Manager. Dennis will meet with Phil soon to discuss some new product rollout advertising opportunities in 2003. Deb and Dennis have spent time in-person and on the phone with advertisers to receive input on the new Business Guide Directory that appeared in December QST. The information collected will assist us determine if we will offer a similar Guide in the future. A conversation with Robby Sperr of GigaParts highlighted the fact that his QST ad (in December QST) increased product visibility considerably. GigaParts has had to add additional phone lines to handle the volume! Deb Jahnke completed a Siebel October sales report to balance with Comptroller's end of the month financials for publication sales. Based on these figures she was able to recreate royalty reports and pay October royalties. November royalty payments will follow shortly. Marketing We have contacted the Experian Corporation to explore their mail/address clean-up service. This service may increase the deliverability rate of membership promotions to lapsed and never members. Bob met with representatives handling the Great Plains Dynamics business software to receive some training in custom report writing. We are hopeful that we can do more of our marketing work ourselves without having to bother other departments sometime in the future using the new software. We completed the second version of the ARRL Publication Catalog, printed for availability in early January. HRO, our largest publication dealer, told Dennis during his recent onsite CA visit with them, that they thought this current catalog was the best we have produced. Details for ARRL's newest publication, Experimental Methods in RF Design, have been included in the upcoming catalog. The book begins shipping in late-January/early-February. A news release for the book is being prepared. It will be disseminated after ARRL publication dealers receive a new product announcement, planned very soon. Bob Inderbitzen contributed sales copy for the covers. He worked with Sue Fagan as she prepared the striking design and layout. 2003 editions of the following products are on their way to us from Germany: Super Frequency List CD-ROM--2003, ARRL Order No. 8841; Shortwave Frequency Guide--2003, ARRL Order No. 8856 A web banner touting ARRL membership now appears on the QTH.COM web site, a very active site that has seen nearly 1.6 million hits over its busy life. The site hosts free ham radio classified ads. In exchange, a small Ham Ad for QTH.COM will run in QST for a couple of months. We will be looking into other similar swap opportunities with appropriate websites. QST, and process VUCC certificates and mail out VUCC and WAS awards. Contest Branch During the weeks of November 18 and November 25 several batches of certificates for 2001-2002 contests were mailed. Paper logs for 2002 Sweepstakes were received, sorted and manual data entry began. The results for the IARU HF World Championships were received from the Log Checking team and merged into the master database. Preliminary tables were sent to the author. During the week of December 2, the IARU results article was received from the author, edited, and the QST version sent to production. Work began on the Web version of the IARU article. Line scores to be merged with the QST version of the August UHF article were prepared and sent to production. Work on incoming 2002 November SS CW and Phone paper logs continued. We also initialized the database for 2002 SS Pins and Cups. QSL Branch QSL service status: Current. Cards mailed year to date as of 12/08/2002 - 1,815,115. Cards mailed on 12/06/2002 - 77,000. Heather Dzamba spent 4 hours conducting tours around HQ. W1AW W1AW received as a donation a dust cover for the Yaesu FT-1000MP Mark V. It is called a "RigWrapper," and is made specifically for the Yaesu MP series of rigs. The donation was made by the company, DistaView out of Bowling Green, OH. To date, there are 128 submissions for the 2002 W1AW FMT. The postmark date for entries was December 6. A flurry of submissions is expected to meet the deadline. Joe Carcia updated the web code practice files and processed texts for the December W1AW Qualifying Runs. He also worked the Friday late afternoon/night shift for Scott Gee. Scott Gee worked the early afternoon shift on Monday for a vacationing Joe Carcia. He also processed slow and fast code practice runs for the month of December. He also handled some evening phone sales calls in the 5 PM to 8 PM time slot. W1AW telephone sales year to date (2002): $10,697. Field and Educational Services Rosalie took part in the ARISS-International meetings in Washington DC, December 5-7. She was nominated again for possible election as ARISS-International secretary-treasurer. Field and Educational Support Team Mary Lau checked charter and membership data for a new Category 2 Maryland DX and repeater club. Category 2 ARRL club affiliation is for clubs that have national or regional membership. She also reviewed affiliation for a new Category 1 (local club) Eastern New York club with a 100% ARRL membership. Linda Mullally registered 3 Teachers and 8 Instructors. She updated 68 clubs with 3 reactivations. She also completed the Monthly F&ES Revenue Report as well as the F&ES Inventory Report. Margie Bourgoin reports that she sent 6 new clubs out to the EC for final vote. She reports that this year seems to have brought about an increase in overall Club affiliations. Jean Wolfgang is now receiving and acknowledging nominations for awards handled in the F&ES department. JOTA surveys continue to trickle in. Jean shares these results with Ray Moyer at BSA Headquarters. Gail Iannone sent 6 convention applications to the Executive Committee for their approval and notified the sponsoring committees that they were all approved. She also sent 11 hamfest approval letters and 3 convention approval letters to the sponsoring committees confirming the Division Director's approval for the events to be ARRL-sanctioned. Field Organization/Public Service Team The fourth annual SKYWARN Recognition Day was set for Saturday, December 7. Steve Ewald has kept in touch with the National Weather Service's Scott Mentzer who has been the main organizer for the NWS/ARRL sponsored on-the-air event. As of late Thursday (Dec. 5), there were 108 NWS offices registered to participate. Announcements of the event were in QST and the ARRL Web site over the last several couple of months. HQ staff is seeking and receiving reports from North Carolina regarding Amateur Radio response to the ice storm there on December 4-5. Chuck Skolaut continues to receive and handle interference reports. More interference activity showed up on 10 meters, and he forwarded one case to an FCC monitoring station for assistance. An "Over-the-Horizon"-radar type interference was reported on 15 meters. In Ohio, one interference report from was traced to a wireless vehicle alarm system. Section Manager e-mail relays were handled for MS, OH, LA, MN and GA. Leona Adams received and handled a Section Manager-nominating petition from Jay E. Ostrem, W7CW, of Gillete, Wyoming. Friday afternoon, Dec. 6, was the deadline for HQ to receive these petitions for terms beginning April 1, 2003. SM eligibility forms have also been arriving from incumbent SMs in Mississippi, Iowa, and Orange Sections. Regulatory Information John Hennessee has completed Chapter 4 of the FCC Rule Book -- the last chapter. He also found that there is a new reciprocal operating agreement between the US and Kenya. He assisted amateurs with local government zoning problems in Newton Falls, OH (KC8RSY) and Carrboro, NC (KZ1X) and he assisted amateurs with covenant restrictions in Austin, TX (WA6UFQ) and Green Bay, WI (KB9LWI). CNCS & UTC Grants Dan Miller reports that 229 students have now graduated the UTC-funded classes in CT. Only 21 more graduates are needed to meet our goal of 250! Also, CNCS-sponsored classes which began in September have already graduated 316 students. Dan leaves this afternoon for the 2002 Florida State Convention in Tampa. A 4-hour ARECC seminar follows a general information forum to talk about CCE and the Emergency Communications Program session Saturday afternoon . CCE Courses Howard Robins reports that The RFI course is undergoing major overhaul, which will make it a better course, and at the same time, provide the basis for a new edition of the RFI Book. However, CTDLC has several projects scheduled and wants our changes as soon as possible. We have set a target date of 12/20/02 to get all changes to CTDLC. The student/class progress tracking process is evolving. The Big Project Jerry Hill has a survey underway to determine the number of student participants in the Big Project to date. Also, new Pilot Schools were notified of their selection.
