[arrl-odv:29231] WT Docket 19-348

I have attached FCC WT Docket 19-348 for anybody that needs it for reference. This was published on December 16th, and for us involves the impending removal of the 3.3-3.5 GHz secondary allocation for amateur use. Amateur use is really not mentioned until Paragraph 13, where it is questioned whether or not what we do can be moved to another ham band. It mentions our use of 3.40-3.41 GHz for satellite use, but that's about all they know we do up there. Several people have asked me if we can get at least some of the spectrum saved to preserve AREDN, and I don't really know if that is possible at this point. I know David is on top of this, the rest of us need to be also. By the way, according to Commissioner O-Rielly's comments in the document, it appears the auction date for this band will be in June to late 2020. Mike, The spectrum for auction that Commissioner O’Rielly is referring to is above 3.5 GHz, not this. But his comments do reflect the current mood at all political levels and across party lines that more spectrum is needed and as fast as possible to “beat the Chinese” in deploying 5G “mobile Internet everywhere”, and that 3 - 8 GHz is the preferred place to be for 5G. Some over at the Pentagon are pulling their hair out over this, because even the White House is singing this tune . . . . Obviously we will be working on this. In the meantime, I want to note that this proceeding has not been published in the Federal Register yet, so comment deadlines have not been established. It is likely that the first deadline will be sometime in February. Thanks, David. I noticed that it was adjacent spectrum once I read it more carefully. But you are right, these are dangerous times for our most useful microwave spectrum at the moment. Once you get much above 8 GHz the "rain barrier" becomes more prevalent, so propagation is much more weather dependent. That makes it less reliable, and hence, valuable to the carriers. Here is another sentence from C ommissioner O’Reilly: "I thank the Chairman for starting the process of repurposing these bands for next-generation wireless services. In particular, I appreciate his willingness to add language to the draft stating that clearing spectrum is the Commission’s priority and that repurposing the 3.45 to 3.55 band should be a matter of greatest importance .” That last one sentence says a lot as to where this is going, and what may lie ahead for us.
