[arrl-odv:22487] New FCC Acting Enforcement Bureau Chief

That attached news release may offer some basis for optimism. Dave

Sure sounds like potentially good news to me. Can any of our CA colleagues provide any details? 73, Greg, K0GW On Wed, Mar 5, 2014 at 7:38 AM, Sumner, Dave, K1ZZ <dsumner@arrl.org> wrote:

Mr. LeBlanc is well credentialed. Do we have any information as to whether FCC policy, resources and priorites will allow oe encourage Mr. LeBlanc to use his talent and experience in leading a more energetic enforcement effort? 73, Jay, KØQB -----Original Message----- From: arrl-odv-bounces@reflector.arrl.org [mailto:arrl-odv-bounces@reflector.arrl.org] On Behalf Of Sumner, Dave, K1ZZ Sent: Wednesday, March 05, 2014 7:39 AM To: arrl-odv Subject: [arrl-odv:22487] New FCC Acting Enforcement Bureau Chief That attached news release may offer some basis for optimism. Jay, I think we won't know enough to answer your questions until we meet with him. The EC will have this issue squarely before it at its upcoming meeting and we will be featuring the enforcement problems in our FCC process reform comments that we are working on now. Those comments, it seems to me, should be the predicate for our meeting with LeBlanc. But for his timely appointment, I was prepared to recommend to Kay that we visit the Commissioners about enforcement after we file those process reform comments. But now, clearly we have to go to LeBlanc first and see where that meeting takes us. 73, Chris W3KD Christopher D. Imlay Booth, Freret, Imlay & Tepper. If the first sentence in the second paragraph of the announcement is for real and not just a platitude, then the tilt is toward optimism. On the other hand, if enforcement just means making sure people keep their clothes on and don't use naughty words on network TV, then it's same old same old. As soon as the new chief is officially appointed, we'll meet with him and make our case. We won't get off on the wrong foot by going around him to the Commissioners before giving him a chance to do his job. 73 - Kay N3KN

Jay, I have no intel on Travis LeBlanc beyond what one can learn by googling. He has impressive academic credentials but I have not found much that sheds light on his experience as an enforcer or with radio (or any other "hardware" aspect of telecom). His recent focus has been on privacy protection and data breaches. Also, I must admit to a bias against people who make dramatic job changes every two years or so. I found this particular piece to be illuminating in terms of philosophy: https://www.law.columbia.edu/media_inquiries/news_events/2012/october2012/tr... How that might translate to Amateur Radio enforcement is an interesting question. By the way, in case you were wondering what's happening to Michele Ellison: http://thehill.com/blogs/hillicon-valley/personnel-notes/199881-fcc-launches...
