Jay, I think we won't know enough to answer your questions until we meet with him. The EC will have this issue squarely before it at its upcoming meeting and we will be featuring the enforcement problems in our FCC process reform comments that we are working on now. Those comments, it seems to me, should be the predicate for our meeting with LeBlanc. But for his timely appointment, I was prepared to recommend to Kay that we visit the Commissioners about enforcement after we file those process reform comments. But now, clearly we have to go to LeBlanc first and see where that meeting takes us.
