*Introduction* At the spring A&F Committee meeting, League management brought up their concern that the ARRL Development Department manager was spending more time on ARRL Foundation affairs than they, the management, were comfortable with. A committee of one was appointed to act as liaison with the Foundation. This is a report on possible ARRL Board and ARRL Foundation Board actions that might result in less complex and costly operation. This is not a part of the Board reports, but is also sent to the ARRL Board for possible consideration of the actual need for a Foundation, as discussed at the end. *ARRL Foundation, Inc.* The ARRL Foundation is a separate non-profit organization from the closely related ARRL. The foundation was formed in 1973, primarily to raise money for amateur satellite programs. A separate 501 c(3) foundation was created because there was a belief that potential donors might harbor animosity toward the League from incentive licensing and also that the business sense of the then Board might not be trusted. It awarded approximately 92 scholarships valued at a total of about $110,000 in 2019, and awarded another grant of $1,500. It manages an endowment of slightly less than $5 Million. It performed these services at a cost of approximately $29,000, or 26% of the award value. It bills each individual scholarship 1% of the scholarship amount , even though the maintenance cost of a scholarship is essentially unaffected by its value. It bills the endowment 1% of the endowment value, a substantially higher amount of money, higher than proportional cost of the labor that is involved in upkeep of the endowment. *Foundation for Amateur Radio - A Similar Scholarship Organization* The Foundation for Amateur Radio is an organization, unrelated to the ARRL, that this year awarded 56 scholarships, including 23 from QCWA, valued at approximately $98,000. It performed this service free of charge to the sponsors and recipients, or at a cost of 0% of the award value. The entire operation is run with unpaid volunteers who do not have any of their expenses reimbursed. *ARRL Foundation - Major Cost Components * The ARRL Foundation pays the ARRL $15,000 per year for administrative services. The ARRL Foundation pays an accounting firm $10-15,000 per year for a full independent audit. The ARRL Foundation pays for government tax and financial reports, independent of those for the League. The ARRL Foundation pays the League Treasurer nothing for management and investment of the endowment. *Cost Reduction Possibilities for Foundation Board Consideration* 1) Give scholarship and grant award management to a volunteer, rather than the League's Development Manager. FAR, the comparable organization referenced above is an example of a successful implementation of this possibility. Note that it may be appropriate to reimburse some volunteer expenses, such as travel to Newington, to retrieve records. A suitable candidate has actually been identified. 2) Reduce the frequency of the full audits. They are not required by law. The Foundation financial business is small and straightforward. Focused oversight during in-between audit years by a combination of Foundation Directors and staff management should be more than adequate. *Serious Questions for ARRL Board* 1) Is operation of the scholarship program in its present form, with its high overhead costs, in the best interests of the scholarships, donors, or the League itself? The ARRL Foundation was formed to raise money for Amateur satellite programs. Years went by before the Foundation worked with any scholarships. Today, essentially the entire ARRL Foundation effort is involved with scholarships. The ARRL, itself, could subsume the scholarship program, and dissolve the ARRL Foundation, reducing the overhead involved. 2) Do we need the ARRL Foundation? Should we fold its activities back into the League itself, and replace the Foundation Board with a Foundation Committee with essentially the same responsibilities? 73, Dick Norton, N6AA A&F - ARRL Foundation Interface Subcommittee

The ARRL VJIC will connect ARRL Public Information Officers (PIOs) and ARRL Public Information Coordinators (PICs) during this possible widespread disaster. Partner PIOs are welcome to participate with our ARRL VJIC efforts. Also, ARRL Field Organizational personnel are also encouraged to participate, especially if a PIO/PIC is not available. The ARRL VJIC will be hosted on the PRC Video Conference system, that allows both video and telephone connections. The ARRL VJIC will be monitored by the PRC today, Friday and over the weekend. Specific goals of this activation are: * Assistance to PIOs and PICs in the impacted area, including “Reach Back” assistance and support * Sharing of storm related situational awareness between partners * Collection of Amateur Radio related activities that are of interest to the ARRL and our partners, including the Red Cross and FEMA * Practicing the Joint Information System PIOs and PICs can log onto the system using the GoTo Meeting software (Instructions Below). The Joint Information System is the structure for ensuring that PIO functions are coordinated and integrated. Joint Information System The Joint Information System (JIS): * Provides the mechanism to organize, integrate, and coordinate information to ensure timely, accurate, accessible, and consistent messaging across multiple jurisdictions and/or disciplines with nongovernmental organizations and the private sector. * Includes the plans, protocols, procedures, and structures used to provide public information. Federal, State, tribal, territorial, regional, or local Public Information Officers and established Joint Information Centers (JICs) are critical supporting elements of the JIS. Joint Information Center The Joint Information Center (JIC) is: * A central location that facilitates operation of the Joint Information System. * A location where personnel with public information responsibilities perform critical emergency information functions, crisis communications, and public affairs functions. JICs may be established at various levels of government or at incident sites, or can be components of Multiagency Coordination (MAC) Systems (e.g., MAC Groups or EOCs). A single JIC location is preferable, but the system is flexible and adaptable enough to accommodate virtual or multiple JIC locations, as required. Voices of Experience Melinda Kletzok: Depending on the incident a whole bunch of people can get involved. If it’s a flood you are going to be working with social service agencies, with the police, with fire, with the hospitals, with the gamut, so that’s why it’s so important to have an actual system because you get so many agencies involved depending on what your incident is. Christopher Kramer: The public doesn’t want to see agencies argue and fight, they want to see a solid response effort that’s going to allow them to get back to their lives as quickly as possible and get back to their daily routines. Jim Bunstock: I think it boils down to communication. It’s just like any other relationship: without good communication there is no singleness of purpose. You are working at cross purposes. How the Joint Information System Operates In an emergency, the JIS provides the mechanism for integrating public information activities to ensure coordinated and consistent message development, verification, and dissemination. The JIS can be: * As simple as two PIOs talking on the phone about an incident that involves both of their agencies. * A PIO at the Emergency Operations Center (EOC) talking to a PIO at the site of the incident. * PIOs from several departments working together at a single location. * Many PIOs from many agencies working from several locations—all working together to ensure clear and accurate information is being delivered to the public. Joint Information System (JIS): Speaking With One Voice [X] Coordinated and Consistent Messages Through the JIS, PIOs are able to create coordinated and consistent messages by collaborating to: * Identify key information that needs to be communicated to the public. * Craft messages that convey key information, and are clear and easily understood. * Prioritize messages to ensure timely delivery of information without overwhelming the audience. * Verify accuracy of information through appropriate channels, including Incident Command and relevant agencies and program areas. * Disseminate messages using the most effective means available. Principle of Autonomy The JIS also supports the third principle under the NIMS public information element. Organizations participating in incident management retain their autonomy. The departments, agencies, organizations, or jurisdictions that contribute to the JIS do not lose their individual identities or responsibility for their own programs or policies. Getting It Right Simply stated, the public information mission during an incident is to get the right information to the right people at the right time so they can make the right decisions. The JIS helps PIOs accomplish this mission by facilitating coordination. PIOs also follow specific strategies to avoid conflicting messages, such as: * Focusing on one or two key messages. * Using pre-scripted messages, as appropriate. * Using talking points. * Designating spokesperson(s) for media interviews. * Speaking about one’s own program—not others’ programs. -- Howard E. Colleagues, I feel strongly that ARRL should be inquiring of vendors to the Amateur Radio Community as to what they see is in our future, and "around the bend." The purpose of the meetings proposed by the attached motion is NOT to displace any meetings that the ARRL advertising manager may have with advertisers in Dayton, but rather to inform the Board of what vendors are thinking about. I believe we may have something to learn from vendors (our manufacturers and retailers). Dear Officers, Directors and Vice Directors, Thanks to Riley's hard work and dedication, we will be posting this shortly ... Window Closing on July 15 for Volunteer Monitor Program Applications As of the close of business on Monday, July 15, applications for the new Volunteer Monitor Program no longer will be accepted. Some 250 applications have been submitted to fill approximately 150 Volunteer Monitor (VM) positions in the program, which is succeeding the Official Observer (OO) program. Retired FCC special counsel and former Atlantic Division Vice Director Riley Hollingsworth, K4ZDH, is overseeing ARRL’s role in the development and implementation of the program, and he has been interviewing every applicant. Those not selected as VMs will be placed in a reserve pool. Current OOs were invited to apply for appointments. Approved by the ARRL Board of Directors at its July 2018 meeting, the new Volunteer Monitor Program represents a formal agreement between the FCC and ARRL in which volunteers trained and vetted by ARRL will monitor the airwaves and collect evidence that can be used to correct misconduct as well as to recognize exemplary on-air operation. ARRL will refer incidents of flagrant violations to the FCC for action, in accordance with FCC guidelines, and the FCC will give priority to enforcement cases developed by the Volunteer Monitor Program. The FCC proposed the program following the closures of several FCC regional office and a reduction in field staff. ARRL and the FCC have signed a Memorandum of Understanding (MOU) that establishes the Volunteer Monitor Program as a replacement for the Official Observers. The first Volunteer Monitors could be in place and ready to begin their duties by this fall. -- Howard E.
