Yes, it was contained in the Connecticut Counsel Report, item 7.b.ii, Doc #9, but it will default to the EC because they have tasked themselves to review Articles/Bylaws (May 20 EC meeting, item 10), which has always been a more challenging task than one would think (having been down that road a few times myself). Interestingly, after reading Ed's comments, I thought of that scenario about poking a bear, especially after the VD motion in January was to have cleared things up and hopefully was sufficient to have achieved our expectations. But once you start working on the Articles, and considering the difficult CT statutes, you could create more issues. It's like when you pull on a ball of twine. When will it end? The committee shall report at the July 2019 meeting of the Board of Directors, and shall, if it determines such to be advisable, present at least 60 days before that Board meeting any proposed amendments to the Articles and Bylaws to effect this policy.” All I saw was the connecticut counsel report which wasn’t even discussed. I just wanted to say a huge THANK YOU to the rest of my fellow Board members for what I perceive to be a very productive and professional set of meetings. Despite some rather lengthy and vigorous debates, in the end we all worked together as a team for the mutual benefit of the ARRL and its members. I left the last meeting yesterday afternoon completely exhausted, (as I'm sure did many others), however it was in a good way. I wish everybody a safe trip home. 73; Mike W7VO

This is Version 3, it adds a UHF/microwave thought. In addition, it suggests adoption of the compromise band plan that both sides agreed to in passing but, for failure of a complete deal, was never adopted. As of [FH:] Friday morning, I favor: . Drop the 300 baud limit, . Adopt 500 Hz for digital as the max bandwidth outside of the ACDS band, . Adopt 2.4 KHz within the ACDS band, . Limit ACDS stations to the ACDS band, . [FH:] Above 900 MHz, no bandwidth limitations for digital communications. . Require Listen Before Transmit, . Retain the Rolf, AB1PH, rule: By its language in the Rolph Order, RM-11699[1], the FCC concluded that Rolph provided no demonstration that either existing Amateur Radio or available dedicated public safety communications channels were incapable of dealing with emergency communications requirements. But then the Commission stated that "amateur stations must be capable of understanding the communications of other amateur stations." Rolph Order at para. 6. It concluded that "allow[ing] encryption to obscure the meaning of messages transmitted during emergency services operations and related training exercise would not improve or enhance the operation of amateur service station or otherwise be in the public interest."
