Good Morning ODV- Last night we were informed that S. 1534, the Amateur Radio Parity Act, has been moved off of today’s markup calendar by the Senate Commerce Committee Chairman’s staff. We agree with that decision. The explanation for this is simply this; in the last 36 hours, Senator Nelson gave notice that he would offer an amendment to the Bill that would completely gut it. Apparently his last minute proposal, which focuses on the type of antenna and removes ALL of the Section 3 guarantees, has confused much of the Committee. As his amendments are antithetical to our needs and with no time left to clear up the confusion, it was determined by Senate leadership that it would be better not to vote on the Bill today. I am delighted to announce that David C. Isgur will join ARRL on Monday, October 9th, 2017 as ARRL Communications Manager. David joins us from the University of Hartford where he served for 20 years as Director of Media Relations. He has enjoyed a long career in journalism before turning to public relations, including acting as the Bureau Chief of Reuters International's Hartford news bureau, and serving as Editor/Managing Editor of the Hartford Business Journal. David is a graduate of Boston University's College of Communications (School of Public Communications). He resides in West Harford. Hi all: Wow! It's been an unbelievable past week. The Amateur RadioService and the ARRL are making history. Never before have we launched and deployed operators, equipment,generators, and antennas in a disaster of this magnitude. All done in a remarkablyshort time and under intense pressure to meet deadlines. Notable is the factthat when the call to arms went out, we had 25 teams of two identified to bedeployed within hours. There were about 400 hams that volunteered in 24 hours.In addition, we raised about $74,000 within 3-4 days and more is coming in. As you know, however, in every disaster there are some who arequick to judge. You may have received some emails or had some comments from individuals.I have received a lot of comments with most of them overwhelmingly positive. Butnow is not the time to criticize, nit-pick or second guess what Tom and Team ARRLare doing. Now is the time to support them and give them wide latitude to dowhat they think are the best things to do. I trust them to make the rightdecisions. Let's hold the questions and critique until later when more time is available.We'll do a lessons learned at an appropriate time. In the meantime, let's showthem our support and let them know we have their back. That's our job asleaders of the ARRL. Right now, Tom and Staff have their hands full. They arehaving to make quick decisions under a lot of pressure, time constraints and deadlines,plus the huge challenge of coordination with so many people and entities underdifficult circumstances. I'm proud of what they are doing and I'm proud of the"Force of 50" in Puerto Rico workingin horrible conditions doing everything they can to help. Like I said, the Amateur Radio Service and the ARRL aremaking history. I received the following from a friend in the Pacific Division. He is well known in the digital world, and I rely upon him for advice. I believe that we are doing all that we can to assist in the areas struck by hurricanes, and that it will be a good thing for amateur radio and the ARRL that the good works of the many amateur radio operators involved in providing aid in those areas be shared with as many other folks as possible. "Recently hams have been in the news due to Puerto Rico, and I've been posting stories with links to the ARRL news page with higher-traffic sites like slashdot.org, hackaday.com, etc. When I got a recent story about Falconsat-3 on Slashdot.org with a link to ARRL.org, it appeared to overload the ARRL web site for a few hours and response times were up to a minute long, if it worked at all. Of course I don't know where else traffic was coming from at the time. I wonder if the new site software might not be able to handle having ARRL.org linked to by higher-traffic sites? If so, they need to consider more servers or bandwidth, or a caching proxy like Cloudflare to bring up their bandwidth without using local resources. When news stories give us an opportunity to present ham radio to outsiders, we need to be able to." What he says makes sense to me, but I am unable to act directly to evaluate or implement the suggestions he offers. I send this to you, hoping to thereby initiate an action for moving forward on this issue. Just to give you an idea on the type of communications being provided and the conditions our folks are working in. Please do not reply to them via the Winlink address, it will tie up needed bandwidth. Sent Sunday, October 1, 2017 at 1604 hours local. The following is an update of needs and condition in and around Mayaguez. [Western-most city in Puerto Rico] After meeting with medical staff at the Palacio de Recreacion de Devorte, we were provided with a list of needs to be passed on to ARC, FEMA and PREMA as well as others who may be able to provide assistance. We will be returning on Monday morning to meet with the Mayor. Needs: Water. The city water system has failed (over the past 24 hours) and water is a critical need and the first item mentioned Non-perishable food non-perishable (Extended life) boxed milk blankets baby formula masks (dust masks) Medical needs: Medical gloves (nitril/latex) in medium and large Glucose test strips Elastic Bandages (sterile and non-sterile) Gauze 2x2 and 4x4 (sterile and non-sterile) Hand sanitizer (gallon size) and smaller Thermometers and thermometer covers Diapers (S, M and L) Blue pads Wet wipes Sharps contailers and biohazard collection bags Disinfectant spray Mosquito/bug spray Bed sheets (twin) Tape (medical tape) Small cups for medicine distribution Saline solution and Sterile water Alcohol wipes Lysol wipes Blue washclothes Sharpie pens Scissors Adhesive pads Moisturizing cleaner spray Protective ointment cream Antibiotic cream Points of contact are: Israel Martinez (Emergency Director) Wifredo Medina (Nurse) Marta Martinez (Nurse) Elizabet Otero (Nurse) When asked, we were told that they are seeing ulcers, spider bites, patients needing oxygen, congestion and coughs. They have not had any patients presenting with fevers or other signs of illness/disease related to sanitation however, with the failure of the municipal water system, that is a concern. We were also approached by Jose Miguel Bermudez Pagan. He is a disabled electrical worker that is suffering from ongoing complications from an incident at work (burn victim). As a result, he can not tolerate being in an un-aircondtioned area. He has applied to FEMA for aid, and they are supposed to be shipping him a generator, as his condition is worsening. His case numbers that he gave me are 50-2603799 and 4339. He has two cell phones that he can be reached on 1(787)406-3212 and 1(939)285-1547. If this information could be handed to FEMA to see what the status is, that would be greatly appreciated. He's concerned that the generator may not reach him. Admin notes: We do not have transportation as we were dropped off here in Mayaguez. The stadium where the treatment facility is located is a several miles away and conditions in the city are not safe for foot travel. Firefighter Carlos F. Hernandez from Moca was dispactched to assist us and he has been an invaluable asset as he is bi-lingual and he knows the area a little. Moca is about 45 minutes away. If there is any chance of providing transportation, it will greatly improve upon our ability to accomplish the mission. Please advise if there are questions that we can deliver for answers and, please advise on our role in providing outbound Health and Welfare or Safe and Well outbound traffic. The Municipal firefighter that we met with was very interested in that capability. We will be returning to the stadium on Monday to meet with the Mayor and/or his staff to establish contact and offer our assistance as needed to assist with communications. Date: September 30, 2017 at 7:42:08 PM EDT Situation report from Ham volunteers at San Juan and various outposts through out the island. --TJG This is a lengthy one, but lots of good news. W1AW is currently checked in to SATERN net. Op is Rob Macedo, KD1CY, Director of Operations for VOIP Hurricane Net. He had direct contact with two of our volunteers deployed in Mayaguez. They advised they were doing fine and had just recently arrived at their assignment (info in update). This information is not to be distributed, update is for our information only. Amateur Radio Daily Sit Rep ~ 9/30/2017 1. Deployed 4 amateur radio operators to accompany and provide VHF communications at 4 American Red Cross distribution centers. They will be doing this daily. In and back same day. Deployed unescorted 2-man team this am to Culebra Island to establish VHF and HF communications. Once comms are established this will be the 1st communication on the island since Maria. 1. Deployed unescorted 2 man team this am to Yauco with VHF and HF capabilities. 1. Deployed unescorted 2 man team this am to Mayaguez to establish VHF and HF capabilities. Since deployment, they have already made contact with the US on HF. 1. We have deployed 1 escorted amateur radio operator to Juncos to set up and provide communications at the Fire department USAR base of operations at Juncos town.In exchange for this the Fire Chief Aberto Cruz and Lt Joel Figueroa have offered all Amateur radio operators and American Red Cross volunteers and personnel safe haven, food, shelter, and water at ANY fire station on the island, should an emergency or the need arise. The radio has arrived on station and checked in with net control. 1. We are currently in the process of deploying a ham radio operator to Quebradillas Fire station this evening. He will provide either emergency communications (if the need arises) and/or communication between the power company (AEE) and Monacillo Power Authority Control Center for controlling the current emergency with the Guajataca Dam. 1. We added a radio station for the American Red Cross to conduct low band communications. 1. We received tremendous support from the American Red Cross for VHF mobile equipment, transportation, food, water, shelter, and communication facilities. 1. We are completing our installation of the ham radio station for relaying directly to the Puerto Rico Emergency Operations Center (PREOC). 1. Starting tomorrow we will be changing our American Red Cross HQ net operations from 7am-9pm to 24 hour net operations to assist with the potential dam emergency. 1. We've been asked to establish Amateur radio VHF communications at 51 hospitals throughout Puerto Rico so they can have direct communication to the PREOC. We will try to use 51 local hams temporarily until stateside hams can be deployed. 1. We have an amateur radio operator serving as liaison to the PREOC and FEMA Emergency Support Function 2 (ESF-2) Task Force to relay information between the American Red Cross, the ARRL, FEMA, and the ESF-2 TASK Force. This amateur is currently embedded in the PREOC. 1. Since Hurricane Maria struck Puerto Rico on Wednesday September 20, 2017, the ARRL Section Manager and his staff have had a continuous radio net on VHF and HF frequencies despite damage to their homes. This net covers approximately 60 per cent of the island, servicing and relaying information for the Puerto Rico electrical power authority and relaying emergency information to local and state authorities. Flare 1) We were invited to the very first big wig communication meeting this morning at 8am. Lots of power players...including Secret service liaison. Flare 2) As soon as we talked about what we've been doing and what we can do, the entire room lit up. As soon as the meeting ended, we were swarmed literally with all the players in the room. Flare 3) Per Tom Meno (FEMA), once the White House situation room heard of what us ham radio operators are doing, they were extremely happy and excited. Flare 4) This was in the sit rep, but want to stress the importance of the fact that once we aided the Fire Dept with Juntas, they were willing to provide safe haven etc with all ARC volunteers. This is HUGE and great PR between our efforts and the Red Cross.
