UTC has determined that your proposed amateur radio station would not operate within a horizontal distance of one kilometer from a transmission line that conducts a power line carrier (PLC) signal in the 135.7 - 137.8 | 472.0 - 479.0 bands. An amateur operator must not operate an amateur station if UTC responds that the proposed amateur station is located within 1 km of a transmission line with a PLC system that operates on the same frequency or frequency range. Amateur operators are advised that their operations within 1 km of a PLC system could cause interference to PLC systems that are used by electric utilities to protect their electric transmission systems against faults and electrical outages. Interference from amateur operations could affect the operation of PLC systems, thereby affecting the reliability of electric utility operations. As such, amateur operators are advised not to operate any amateur stations within 1 km of a transmission line with a PLC system that operates on the same frequency or frequency range, and amateur operators will be subject to FCC enforcement for unauthorized operations, as well as potential legal liability for damages that result from interference caused by amateur operations to PLC systems. They are processing out at Red Cross and then lodging at the EOC/JFO until they fly back. We’re working on getting some of them lodging aboard the La Suprema. * We are working through a problem with one of the Red Cross Amateur Radio volunteers. It is a Red Cross issue; however, the Amateur Radio lead team is helping to connect some dots to find out what happened. * Tomorrow we will begin taking equipment over to Southwest Air Cargo to ship back. * SHARES will be deploying a total of 10 operators, who are also Amateur Radio operators, they will work with Oscar and local Amateurs to assist ESF-2 Communications. * The Pactor 4 modems are being put into service with the SHARES operators and local Amateurs. * I will submit reports tomorrow and Thursday. I am scheduled to fly back on Friday. Gentlemen: We are aware of the discussion thread on Reddit.com initiated by one of the volunteers who was serving as part of the disaster relief and assistance effort in Puerto Rico. This individual, unfortunately, created difficulties for the ARRL team and the American Red Cross officials they were working under. The matter is being reviewed and addressed by the Red Cross. We also want you to know that we have drafted a statement from ARRL to be used in the event that this individual's alleged grievances become the subject of a media inquiry. The focus of our response is on expressing pride in, and gratitude for, those amateur radio operators who volunteered to go and assist in disaster relief efforts in a place where they knew they would be facing very difficult circumstances. Secondarily, we remind people that our volunteers were instructed that they were responsible for following the instructions and procedures of the organizations (such as the American Red Cross, FEMA and the U.S. military) that they were there to assist. 73, Tom

Sunday evening report follows From: "Corey, Michael, KI1U" Date: October 15, 2017 at 8:18:42 PM EDT Subject: Reporting in Sunday 10/15 Day 10 – 10/15/17 Our team is starting two make their way back to San Juan to process out. They go through this at Red Cross HQ San Juan and then head over to the Puerto Rico EOC for billeting. I received a message that the patient transported from Culebra to Centro Medico in San Juan has been transported to the mainland for further treatment. Team Rubicon, one of our VOAD partners, arranged for the transport to the States. The volunteer with Team Rubicon that coordinated this is Carlos Chiossone, N2CSI. The fact that Amateur Radio had some connection through the entire event has caught the attention of CNN. They may look at interviewing one of the team here, as Carlos is handling Team Rubicon logistics stateside. We continue to pursue a solid method to transport the seven generators to San Juan. I am working with FEMA External Affairs, FEMA Intergovernmental Affairs, FCC and US Army on the deployment of 10,000 AM/FM radios being donated by the National Association of Broadcasters. This is the first instance, ofwhich I am aware, that an email has been sent from the UTC in any regard about the process that was started on September 15th. It is also the first letter of which I am aware that states the approval for coordination from the UTC for amateur operation on our new bands; I am sure that thereare many that have arrived today. This would indicate that some stations should beginoperation today. While I have been copying several of thevarious experimental stations over the past month, tonightmay be the first time I copy an amateur call-sign on 630 meters.While I did file on September 16th, I personally have not heard any reply from the UTC about my application as of the close of business today. Here in EN51, I have the 150 foot tower shunt fed with a newtuner ready to go with a 250 watt solid state transmitter - and I will be on this coming Tuesday evening should nothing arrive at the inbox prior to then. From: "Corey, Michael, KI1U" <KI1U(a)arrl.org<mailto:KI1U@arrl.org>> Date: October 13, 2017 at 8:44:26 PM Subject: Reporting in Friday 13 Oct Day 8 – 10/13/17 · We received word this morning that a mission assignment has been issued for 10 SHARES operators (who are also Amateurs) to deploy to Puerto Rico, the first will be arriving today. The team here will work with ESF-2 Communications leadership to find appropriate assignments for them. They will be assigned to Oscar for coordination. · The plan to transfer Amateur Radio support for the Red Cross to the Puerto Rico section is moving forward. ARRL’s Force of 50 team will be ending their mission next week. ARRL equipment assigned to the Red Cross is being moved to the EOC for reassignment or return to ARRL HQ. · I am working with ARRL Puerto Rico Section Manager Oscar Resto, KP4RF, to identify key Amateur Radio stations on the island where Ham Aid kits can be deployed. We are looking at deploying five and return the rest to HQ. · The issue with the volunteer who set up a Go Fund Me page has been resolved. · Overnight there was a fire on Culebra, fuel fumes ignited during a generator refuel. One person suffered severe burns over 30% of her body. The only two at the hospital at the time was a doctor and Jeremy, NS0S from our team (he’s also a fire fighter). She was treated there, Jeremy had to assist the doctor, and was transported to Centro Medico on the main island.
