Greetings All; I have just received a copy of a letter from the UTC to an amateur in Madison, Wisconsin approving the coordinationfor his use of 2200 and 630 meters. This is the first instance, ofwhich I am aware, that an email has been sent from the UTC in any regard about the process that was started on September 15th. It is also the first letter of which I am aware that states the approval for coordination from the UTC for amateur operation on our new bands; I am sure that thereare many that have arrived today. This would indicate that some stations should beginoperation today. While I have been copying several of thevarious experimental stations over the past month, tonightmay be the first time I copy an amateur call-sign on 630 meters.While I did file on September 16th, I personally have not heard any reply from the UTC about my application as of the close of business today. Here in EN51, I have the 150 foot tower shunt fed with a newtuner ready to go with a 250 watt solid state transmitter - and I will be on this coming Tuesday evening should nothing arrive at the inbox prior to then. We will begin recalling deployed equipment on Monday October 16. A few kits will stay behind with Oscar so the EOC, Red Cross HQ and key section staff members can provide communications. Further, we are no longer planning on additional Amateurs being deployed to assist Red Cross, end of mission for the ARRL/ARC effort will be October 20. * Valerie, NV9L, who has been producing the daily SitRep has come down with bronchitis and is being treated at the EOC. We will work on getting a two day SitRep ready tomorrow morning. * Red Cross is addressing an issue with one of our team members, who has been something of a problem since the staging area. Apparently, he set up a Go Fund Me to supplement his funds from the Red Cross. I have made Chris Imlay and Tom Gallagher aware, also made my Red Cross National HQ counterpart aware of this. Red Cross assured me they will take care of it. * We have made progress on the repeater mission. This morning it was configured. ESF-2 is working with legal to arrange for a site lease. If all goes well it should be installed tomorrow. * The three SCS modems from AT&T will be passed on to the FEMA MERS team for use in Puerto Rico. * Received clarification on an earlier report. The dysentery issue at the dam was limited to the local population. The members of the Corps of Engineers were not affected. Andy provided treatment to the locals. * Andy, KE0AYJ, has been contacted by his local CBS and NBC affiliates requesting an interview when he gets back to Indianapolis. I am sure others will be asked the same by their local media. * Ham Nation has run a story about the Puerto Rico relief mission. Here is Mike Corey's evening report for today's events. The illness referred to concerns Army Corps of Engineers who were stricken with dysentery stationed at the western dam site. Andy who is ex-special forces was not stricken. Of special note in Mike's reports is the extraordinary kindness of the Ham volunteers sharing their food and water with families nearby and purchasing groceries for families at areciebo. Mike shared photos of Vice President Pence's visit to the EOC and his meeting with ham team leaders. We will share when we can. The team has had a presence in the federal level of the EOC for over a week, and it is natural that they would have conversations and do planning with ARRL national partners in the room. The meeting was to make sure I was included in these conversations as that was a duty that fell within the scope of my assignment here. They all understood and to facilitate better communications we set up the puertorico(a)arrl.org<mailto:puertorico@arrl.org> email. - - We met with representatives from CDC, FEMA External Affairs, US Navy, and US Public Health Service. The topic was to discuss issues with water contamination in the towns near the Guajataca Dam. Our team member, Andy, KE0AYJ, has been the sole source of information in parts of this area for a week. We provided ground truth information to them from Andy. Over the course of the day the water situation has stabilized and Andy has reported a 98% success rate of those he treated. - - Andy will be returning to San Juan tomorrow for R&R. The four of us at the EOC have agreed to take him out for dinner (although options are limited, but beats MRE’s). - - Repeater mission keeps getting pushed back, but it looks like we might be on for Thursday. - - The Amateur Radio mission is shifting and scaling down. Red Cross will likely request more Amateurs from our list to deploy, however their mission will focus on reunification, shelters and points of distribution, and infrastructure. There are also Amateurs here supporting the Southern Baptist disaster relief and, later this week, Salvation Army. - - NTIA observed today, as though it was a new discovery, that the noise floor has gone way down. They stopped by our desk and asked if we observed the same thing. The following detail describes the progress of the Ham Aid campaign. Note that this total EXCLUDEs major gifts in-kind (ATT for its CSC modems, Heil Sound for its Pro-7 headsets-two of the largest) as well as pledges not yet fulfilled. In reviewing a list of donors to date, I observe the very large number of small donations (~$100) and a much smaller number of larger, including corporate, donations. This would suggest very broad-based membership appeal of the Puerto Rico Caribbean Recovery Ham Aid appeal. I'm based at the FEMA EOC for now. The group in San Juan was not shy about bringing up operational and equipment issues, nothing major but definitely some things we'll need to address at a later time. Operational issues, for the most part, will need to go to Red Cross and equipment issues are ours to handle. Cell phone service is spotty at best, internet is OK at the convention center. Mike Corey ARRL ARC DAILY SITREP 10/06/2017 * Today we had 16 ham stations up and operational on the island; servicing 14 hospitals and towns. * The American Red Cross used 5 of our radio operators: N3CKF, KI7CTF, K1MJM, W5RKB and KC4FOX to provide communications on the Red Cross reunification teams. * Our amateur radio operators successfully passed a large undetermined quantity of traffic of health and welfare. * We placed an amateur radio operator at Centro Medico to provide communications between them and other hospitals throughout the island. This happened just in time because the Menonita Hospital in Caguas had both generators fail. So the ER doctor at the Centro Medico along with our ham radio operator at Centro Medico Juan Trujillo N0PSF coordinated with Dennis Perez WP4Q at the Menonita Hospital in Caguas the transfer of 4 critical patients to the Menonita Cayey Hospital. * * Andy Anderson KE0AYJ relayed that there is now security issues at the Guajataca Dam. We were able to secure 24/7 security for our operator and the workers from the MPs. The power company workers, Andy’s translators and the chief engineer at the dam have come down with Dysentery. The dam provides the water via a channel to 350,000 people in the Quebradilla and Isabela area. Since the channel has been destroyed, and the people have no access to fresh water, they are getting it from the dam. Ke0AYJ also set up the 2nd station on VHF. * Vice President Mike Pence visited us at the PR EOC (Convention Center) this evening. He gave a very motivating speech and our very own Gary Sessums KC5QCN shook his hand. * We relayed 2 requests from hospitals for fuel and water today. * We relayed an internal message from the Puerto Rican Fire department in Juncos to the Lieutenant of the Fire Department here at the EOC. * Mike Corey KI1U from the ARRL arrived today. We gave him the grand tour. He is alive and well…for now. ARRL ARC SITREP 10/05/2017 * W1WCN and KC4FOX reallocated amateur radio resources around the island to better meet communications needs. * NV9L and a FEMA team member were tasked with calling 68 hospitals and medical facilities. We asked 12 questions to better understand their communication capabilities and to see if their urgent care supplies and needs were being met. * KP4RF, KC5QCN and NV9L attended the daily ESF2 meeting * The FCC issued a waiver allowing the use of PACTOR modems on amateur frequencies to facilitate hurricane recover efforts. * We learned that Ward Silver N0AX and the Yasme Foundation has shipped an amateur radio repeater that will be installed at the Arecibo Observatory to provide SAR communications. * Gary Sessums-KC5QCN, our amateur radio liaison to the ESF-2 Communications Task Force, coordinated the installation of a VHF amateur radio repeater on a mountain peak in El Yunque National Forest which now gives radio coverage to approximately 60% of Puerto Rico and also extends radio coverage into the U.S. Virgin Islands. * The Reunification team leader begged our net control leader to reassign our amateur radio operators to this team. They've added another car to make it 5 instead of 4 hams joining the reunification team. She wanted everyone to know how invaluable the hams have become to the team; stepping up to not only performs their duties, but are now proficient in multiple skill sets for the Red Cross. Acting as navigators, reunification workers and anything else that is needed. To date they have completed 60 reunifications. K1MJM even assisted in a lifesaving activity. * Andy Anderson-KE0AYJ, stationed at the Guajataca Dam, is providing communications support to the Puerto Rico power authority between their control facility and the dam as the water levels are lowered to prevent the dam from collapsing. The power company let it be known how invaluable Andy has become, not only because of his general knowledge, but because he has the ability to coordinate with the helicopter on HF. * We received communications from a municipal hospital in Jayuya for 45 urgently needed medical supplies. * The El Paso Communication (EPCOM) donated 40 Icom IC-F-3001 handheld radios to assist in restoring the infrastructure in Puerto Rico.
