Things have been busy since the last Regulatory Information Branch report. On the forefront has been continuing to provide support for the team working on the Amateur Radio Parity Act. Most recently 100+ full information packets were prepared and shipped to DC for upcoming meetings on Capitol Hill by the Board's Legislative team. (Thanks to FSR staff members Jordan Sakal, KB1ZDZ, and Effie Mangllara for their efforts). Several Volunteer Counsel referrals have been made in the past few weeks in several states including PA, NY and FL. Since it is the height of the summer/early fall travel seasons, there have been numerous requests for information on reciprocal operating. We continue to provide support to the Contest Manager, as well as handling ARRL Field Day again this year. By first count it appears that a record number of entries were received for FD 2016. We also continue to work with several other departments to support their ongoing work and activity. We also participated in the recent NCVEC teleconference at the request of VEC Manager Maria Somma, AB1FM.
The RIB was recently contacted by the administrator of an HOA in Las Vegas, NV and asked about the proposal made by a resident of the HOA for an outdoor antenna. The discussion went well. We confirmed that the all three versions of the proposals that the Amateur made seemed to be appropriate for the type of communication that he was proposing (primarily VHF/UHF). We also mentioned that a "one size fits all" antenna was not an option, as the type and size of the antenna would be dependent upon the frequency and type of communications in which the Amateur was engaging. She indicated her recommendation to the HOA board would be to allow him one of his three proposed options.
A good deal of time is being devoted to tasks related to serving as Assistant Secretary. I believe all loose ends at this end related to July's Board meeting have been completed. We are in the midst of a busy time with Board of Director's elections, with several deadlines passed or pending. We have been working with several departments on arrangements for printing ballots for the upcoming elections, providing the Elections and Ethics Committee with materials for review, and prepping for the next round of tasks that begins after the noon August 19 deadline for receipt of completed petitions for Directors and Vice-Directors. As this is the first time handling this responsibility, we are taking care to ensure that everything is done per the by-laws. Many thanks to Lisa Kustosik, KA1UFZ, for her assistance in navigating these tasks and to Sabrina Jackson from the FSR Department, who is now providing some administrative assistance in these type activities.

Joe Carcia updated the web code practice files and their archives. He processed regular QSL card requests. Joe also processed one Qualifying Run certificate. On Friday (August 19) Joe gave a Skype video presentation to members of the Oro Valley Amateur Radio Club (OVARC) from Tucson, Arizona. Given the time difference, Joe began the presentation at 10 PM since the club meeting began at 7 PM PDT. He spoke about W1AW, and answered questions pertaining to the station and its equipment. Using a tripod-mounted "Eyeball" camera, Joe was able to give the OVARC members glimpses of the visitor operating studios, and the broadcast equipment.
Scott Gee worked on fast and slow code practice texts for the two upcoming weeks. He also processed VUCC certificates and endorsements.
Week 2:
Joe Carcia is working on a Raspberry Pi WSPR project. He updated the CW code practice QST web source page and the Qualifying Run schedule page. He worked the early afternoon/night shifts on Monday and Tuesday for the vacationing Scott Gee. Joe Carcia also created the texts for the September W1AW Qualifying Runs.

Field Organization/Public Service Team
On Tuesday, August 23, Leona Adams, Gloria Flores, Deborah Voigt and Steve Ewald of the Field Services and Radiosport Department counted the Section Manager election ballots. Incumbent Section Managers Scott Yonally, N8SY, of Ohio, and Skip Jackson, KS0J, of Minnesota won re-election bids in their balloted elections this summer season.
After 25 years, Connecticut will be getting a new Section Manager. Charles Motes, Jr, K1DFS, of Plainville, will take the reins from Betsey Doane, K1EIC, of Shelton. Betsey decided not to run for another term of office after leading the Connecticut Section since 1991. Motes has served as Connecticut's Official Observer Coordinator since 2008. He's also been an Emergency Coordinator.
Oscar Resto, KP4RF, will become Puerto Rico's new SM this fall. Oscar, from Vega Alta, was the only nominee to replace incumbent SM Rene Fonseca, NP3O, who decided not to seek a new term after serving since 2012. In Oklahoma, Kevin O'Dell, N0IRW, returns as the leader of the Oklahoma Field Organization this fall. He was the sole nominee. The sitting SM, Lloyd Colston, KC5FM, of Altus, decided not to run for new term. O'Dell served previously as Oklahoma SM, from 2010 to 2014.
These incumbent Section Managers were unopposed during the nomination period and were declared elected. New terms for all successful candidates will begin on October 1: Laura Mueller, N2LJM (Western New York); Jeff Beals, WA4AW, (Southern Florida); Fred Kleber, K9VV (Virgin Islands); Lynn Nelson, W0ND (North Dakota), and Ed Stuckey, AI7H (Idaho).
Chuck Skoalut compiled and forwarded the monthly Official Observer Summary to all OOs, OOCs, and Section Managers. A radio amateur from Alabama completed requirements to become an Official Observer this past week. More follow up was done regarding an unidentified signal consisting of long dashes in the CW portion of 40 meters in Oregon. Questions fielded this week involved operating overseas, operating on 60 meters, and proper identification. Complaints this past week involved operation on 7185 and 7255 kHz. Chuck also operated one morning code practice run at W1AW. He also hosted an ARRL member who operated W1AW and showed his son how Amateur Radio works.
