This dude that Bill Edgar briefed us on in an earlier email is apparently taking his cause to, what I assume, repeater organizations across the country. I strongly disagree with such a statement and would like to hear from the linked-repeater-network community on the subject. VoIP is changing the telephone network at a rapid pace and I believe that VoIP is changing the Amateur Service. I would like to see that VoIP continues in the same Amateur tradition of a unique and wonderful openness that encourages invention and comradery. If you have any comments on the use of VoIP and linked-repeater-networks and what would make their use better within the Amateur Service, I appreciate hearing from you. FYI to the Board

I was approached about a week ago by one of my member, Keith Elkin KB3TCB, who has several email addresses from the @webetize.com domain. I suspect Keith had been turned down by the IRLP network and the D-Star network for wanting to use his own equipment on their network rather than using equipment meeting the network guidelines. I suspect that as a result, he would like to have the ARRL study and in my opinion regulate private repeater networks. I requested and received a reply from Chris Imlay when Keith spouted off that these networks are in violations of several FCC rules and regulations. Chris's reply stated that they do not. I replied to Keith informing him of Chris's comments. Keith is not satisfied with any answer different from his opinion. Keith has tried to enlist some of ARRL staff to champion his cause. I explained last night in my email to him that I considered this a closed issue and would not discuss the issue further. Keith replied to me essentially, "I will continue to point out the fallacy of this simplification and wonder why you insist on propagating it. In the hope that I can enlist you in correcting this fallacy I will continue to provide any information you might need." I have added any email from the domain webetize.com to the twit filters on each of my email addresses. He has sent emails to President Craigie, David Woolweaver, Chris Imlay, Dan Henderson and Brennan Price that I am aware of, and he has informed Kay that he has sent each director an email trying to enlist support for his cause. You are not obligated to reply to him. I have pasted a copy of his first message to me below. - Bill Director, Bill Edgar It has come to my attention that some linked repeater networks restrict participation based on certain requirements including compensation. While an individual repeater may be considered private, the privatization of a repeater network in my opinion goes against both the Spirit of amateur radio and the rules of amateur service. I am requesting that the ARRL investigate this practice and come with a recommendation to the FCC on regulating this practice. I feel there are parallels with the requirement that telephone services allow 'any' equipment to be used on their networks which is now not allowed. The practice of requiring a specific vendor's hardware, be it D-Star, IRLP or any other system, to use the public amateur airways is inappropriate. I believe the continuation of this practice may lead to a gradual occupation of the amateur airways by semi-private linked-networks and a splitting up of the amateur service in to isolated groups. Please let me know when this issue will be brought up for discussion. I do not feel this is an issue the Atlantic Division alone and request that you bring this up at National level.
