In reviewing my e-mails I realized that, in my haste to get my report to the Board yesterday, I inadvertently attached my report from the 2008 Second Meeting. Unfortunately, I am currently sitting in a hotel in Philadelphia with no access to the correct report which is on my office computer. (I put the wrong one on my laptop as well.) Greetings. This is a bit different than perhaps what you are used to receiving in advance of a Board meeting, but as you know, Dan Henderson and I are going to present to the Board on Thursday night?some information about?current issues?with respect to commercialization of Amateur Radio. We have had some calls for guidance from ARRL about this subject, from well-respected members and ARRL volunteers?in?some divisions, so we believe that this subject is timely. It is an interesting subject because it involves both regulatory and ethical issues. That said, when Dan and I developed the attached powerpoint slides, we realized that some of them were quite long and detailed, and presenting all of the detail was useful in order to?illustrate?the context. As you will see, it would be unreasonable to ask the Board to grasp the entirety of the slides during the presentation. We are also well aware that we don't have an unlimited amount of time to complete this presentation. So, the best thing to do is to send these slides out now, in advance of the meeting, so that you can review them. I am sending them in powerpoint, rather than PDF. However, please do keep these entirely Board-confidential, because the presentation contains some slides that contain information that the originator of the?messages quoted in them?had no intention of making public. Many contain information sent to our Regulatory Information department seeking some advice. Making these public would be unfair to the submitters, and might bring unwanted attention to them. We of course don't want anyone to feel that they can't ask ARRL for regulatory advice without risking that becoming public. Also, the Board will be asked to consider whether ARRL should establish and publicize some guidelines for ethical uses of Amateur Radio for served entities. It?might hamstring the Board should these slides become public in advance of considering all alternative policies. So, please review these prior to our Thursday night session if you have a moment to do so. Since the ARRL LAS operates purely by consensus, this is just a proposal, but one rooted in practical considerations. As is usually the case the reports from the Custody Bank and the Brokerage firms are not in yet. I expect that they will arrive between now and the 14th which leaves me little if any time to get the quarter end to you ahead of your departure for HQ's.
