Regulatory Information
Work on the 70cm repeater interference to the Pave Paws radar sites in Massachusetts and California dominated the work week. The web story on the issue went live on Tuesday April 17. By the end of the week over 100 emails and phone calls were handled from a wide range of people involved or affected. Many of the phone calls were beneficial in helping glean information on the particulars of the system and helped identify many issues such as raising the methodology for identifying the repeaters of concern. We also provided information to the Northern Area Relay Coordinating Council in California, which by chance had its annual meeting scheduled for the weekend of April 21. We also reviewed the draft of the mitigation proposal from Chris Imlay and offered comments back for a couple of areas.
Work was also done with a small group of HQ staffers (with the input from a couple of outside participants) on a proposal to develop a program to encourage activity and keep the positive momentum from the recent rules changes going. We continued work on several PowerPoint presentations for use at scheduled upcoming events. There were also a normal number of routine inquiries concerning overseas operating requirements. We continue to track pieces of various cell phone and PRB-1 legislation with no substantive movement on any current pieces of legislation during the week.
Development
The Diamond Terrace continues to grow. The first orders for replicas will go to Barker on or about May 7. Selection of the vendor for construction of the new sidewalks and site preparation for the Terrace is imminent. Four granite garden benches have been reserved for the Terrace.
The Education & Technology Program campaign is underway. The first returns arrived on April 23. The follow up to major donors will mail the week of May 6.
The attendees list for the Donor Reception at Dayton has topped 80. Preparations are nearing completion for that event.
Plans are underway for an in-depth analysis of the ARRL membership and Development files by Target Analysis Group. Final reports may be ready by the July Board Meeting. The analysis, called DonorCentrics, is expected to assist membership and Development in the fall budgeting process.
Production/Editorial
Rick Lindquist reports The ARRL Letter, Vol. 26, No. 16, distributed to 65,926 members on April 20. That's an increase of 1800 subscribers since the week before the new rules went into effect on February 23. Rick wrapped up work on his penultimate "Happenings" column for June QST. He also prepared/edited stories on the League's role in mitigating repeater interference to US Air Force "PAVE-PAWS" radar sites, the FCC's proposal to lower the vanity fee to $11.70, update on American Red Cross background checks policy, review of heavy schedule of ARISS school contacts, plus several announcements and news briefs. With voiceover assistance from Khrystyne Keane, Rick voiced, edited and produced ARRL Audio News for April 20. Since people continue to ask: Rick's last day on the ARRL HQ staff before retiring is Friday, June 1.
Sales and Marketing
Membership continues to stay on the upswing, surpassing 150,000 members by the end of the third week of April.
Katie led a customer service training workshop for the Membership and Volunteer Programs Department.
Our exhibit for Hamvention is being wrapped up. A layout of ARRL EXPO has been prepared for the decorators. Presentations for the ARRL Stage have been organized and scheduled. Banners and posters for our exhibit are in the final stages and should be ready for printing/mounting very shortly.
Final details for the new MetLife Insurance programs are wrapping up. We are looking forward to having Metlife representation at our Hamvention exhibit. Announcement letters of the new membership benefit will go out shortly.
The online Ham Radio License Course continues to draw exceptional numbers - another 50 new members will be participating in the May 5th course. There has also been increased participation in the Emergency Communications Level 1 course - with 94 students enrolling for April and 78 for May.
Please help us welcome Jennie Davis as a new employee in the Sales and Marketing Department. Jennie has already been serving the customer service team as a temporary employee for the past 4 months. Her time will be split between our group and the Education Services Department.
We are currently testing (offline) the new online membership renewal screens.
An ARRL Awards and Recognition Products survey is in the works and should be ready to send to a selection of members and clubs by mid-week. The survey supports the work of a consulting firm that is helping lead this project for us.
The warehouse crew processed 588 packages for orders processed during the week. In addition 490 free book premiums were processed along with two April QST supplements. The warehouse crew was short staffed one full time team member this week. Special thanks to Frankie Perez for his additional help.
Weve taken delivery of ARRL Field Day t-shirts, pins and other Field Day supplies. A larger, 11x17-inch frequency chart has been produced (US Amateur Radio Bands). The backside of the chart includes a full color ARRL Worked All States (WAS) map (retail $3).
Business Services
Were pleased to report that Elecraft will be expanding their presence in the magazine to a full page, commencing with the July issue. They will be publicizing several new (top secret) products. We will also be welcoming back Metal & Cable Corporation in the advertising section of QST.
Since our materials due date for the July issue falls when many advertisers are just returning from Dayton, we are already in full swing working on this issue. Other advertising projects in the works are July/August QEX and NCJ.
We are also finishing up our initial solicitation for Ham Express 411, the advertising vehicle that accompanies the new ham mailings. To enhance value to readers and advertisers we decided to expand the booklet to include 8 pages of editorial material, using the great material from the Special March 2007 8-page tear-out section for Newcomers to Ham Radio and the HF Bands. This material is particularly relevant to this group and addresses advertiser concerns that the Ham Express may be overlooked if it contains advertising only. Since the pages were artfully created to be stand-alones, they will be dispersed throughout the booklet.
ARRL Publication Dealers continue to place orders more frequently and in higher quantities.

The web results for the 2006 November SS Phone and 160 Meter Contests were sent to WSDD for posting. The SS pins arrived on Friday. The cups are expected to be here next week. As soon as they arrive, we will begin mailing out the orders.

There is no delay in opening mail and a 5 day delay in slotting of cards. This week, 119 pounds of cards were received from members. Also, 74,400 cards were mailed, bringing the year-to-date total to 339,300.
W1AW
W1AW received as a donation the Serial Number and Code key for the latest version of PKTerm. PKTerm is used for the AEA DSP-2232 multimode controller.
Joe worked the early afternoon/night shift on Friday for Scott Gee (who was out on vacation). On Tuesday, Joe gave a Telpac (WL2K - VHF) demonstration to a Scout leader/teacher (from Cranston, RI) who is contemplating setting up a Telpac node in southern Rhode Island. This system would eventually assist with Telpac coverage (for EMCOMM use) in that area. Joe gave an Airmail (WL2K - HF) demonstration to Directors Norton and Frahm on Friday. Joe also designed a rack cover template for use with the Icom radios that are in service as broadcast transmitters. He also processed another round of regular W1AW QSL card requests. Joe also had to make a repair to the input circuitry on the Command Technologies 40-meter amplifier.
Scott worked on fast and slow code practice files for the latter part of the month of April and early May. Scott also assisted the DXCC department with checking 314 (database-inputted) cards against DXCC applications.
Field Organization/Public Service Team
An FCC monitoring request to check on complaints they had received about an operation on a 75 meter frequency was forwarded to regional Official Observers. Chuck Skolaut reports that Headquarters received documentation regarding interference that an Arizona repeater is experiencing from an uncoordinated one. Since numerous local attempts to resolve the issue failed, the information was forwarded on to the FCC. We also sent along details about a California repeater that not identifying. Intruder signal reports included a bubble jammer on 7015 kHz, an OTHR on 40 meters, and several observations of the PUN beacon. The bulletin type transmissions earlier reported on 14275 kHz seemed to have ceased.
ARES, RACES, and SKYWARN groups throughout the Mid Atlantic and New England were called into action or were on stand by to help served agencies following the heavy rains, snow and floods caused by the noreaster of April 15 -16. We kept in touch with Field Organization leaders and forwarded storm-related information to News Editor Rick Lindquist. Steve also participated in the monthly Citizen Corps teleconference for its affiliated organizations and its regional offices.
Education Services
Instructor contacts produced some specific requests for the new General license manual and for additions to the Technician license manual which have been discussed with the publications department. We are also following through on requests to post a list of corrections to both the Technician manual and the Instructors manual and power points.
There has been an up-tick in the number of requests for education resources from home schooled parents. The majority of the requests have been for the Basic Electronics Course. We have put together a process for assembling the kits to accompany the Basic Electronics Course to make this instructional course and kit available at the Dayton Hamvention.
Mark sent out a pre-survey for this years Teachers Institute participants and some have already been returned. Logistic coordination of transportation to the TI continues. Mark submitted an education related article to the AMSAT Journal for consideration. A few draft scripts were authored for the Tech DVD.
The ARISS Team continued to report on educational outcomes and other details for NASA HQs use in meetings with representatives in Congress. The Redmond (WA) High School ARISS QSO garnered the following: La Times feature story, reports by four TV stations and three radio stations (including one national program on Westwood One), and a note from the teacher who said: The students were spellbound; they were completely focused on the activity.
Web/Software Development
Two sections, VA and MO, have been added to the ARES database by Hugh Brower so they can begin testing. Hugh also participated in discussions of appropriate security precautions to take with regard to our upcoming credit-card processing system.
Micah Murray modified the new membership application system to match a design template provided by Amy Hurtado.
