[arrl-odv:22879] H.R. 4969, the Amateur Radio Parity Act of 2014

A quick head's up: Yesterday, finally, after a tremendous amount of work by our new legislative consultants, the Keelen Group; by my office; by Mike Lisenco; by Dave Sumner and others, Representative Adam Kinzinger of Illinois dropped our CC&R bill yesterday late. The Bill is cosponsored by Rep. Joe Courtney of the Second District of Connecticut. The introduction of this Bill happened far later than we had hoped. I will in my upcoming Board report explain in detail why the delays occurred, and you will hear about this from Mike also; but for now, suffice it to say that (1) the delay was largely due to restrictions placed on our efforts to obtain a Democratic cosponsor by the Bill's sponsor. These were restrictions with which we had no choice but to comply. However, (2) the delay does not change our strategy for getting PRB-1 preemption applied equally to municipal and private land use regulations. I say "our" strategy, but the strategy is actually that of Rep. Greg Walden, W7EQI. There are potential pitfalls, but if we are able to avoid them, this could actually work and the benefit to hams would be immeasurable. Yesterday, Mike Lisenco and I spent a gruelingly long day on the Hill in an effort to recruit cosponsors for the Bill. The timing of Mike's visit to D.C. could not have been better, and we have high expectations for the six offices representing Hudson Division districts that we visited yesterday. The assistance of the Keelen Group yesterday was excellent, and we have high expectations for the next phase of this advocacy effort. The assistance of all of you in this effort in the near term is critical, as we will explain at the upcoming Board meeting. We do not yet have the official text of the Bill because it is not yet back from the GPO, but it will be posted on Thomas and other legislative web sites very soon. As soon as Dave is back from Friedrichshafen next week we will confer with the Keelen Group to strategize and will also confer with Greg Walden and the subcommittee staff to learn how Walden wants us to proceed. It's essential to be in tune with the Congressman's wishes. I imagine what we will do first off is to seek as many co-sponsors as possible from among the Representatives who are already ham-radio-friendly and any others with whom relationships already exist. Catch the easy fish first. I have asked Chris to get us a talking points paper ready and distributed to the Board asap for use in contacting your Representatives. Here is the bullet point paper that Mike Lisenco and I have been using most recently. What we went in with last week was a version of this on ARRL letterhead that TKG worked up and a copy of the discussion draft of the Bill.
