[arrl-odv:29472] Missing committee reports

Or, perhaps they are listed in another place. I don't find the ARISS report, HF Band planning report, Legal Structure review report, or Legislative Advocacy committee report available to members. They are all behind the ODV firewall, but not listed like all the others. Mark, HDX http://www.arrl.org/committee-reports

Dear Mark, The Legal Structure Review Committee never submitted a report. We were asked not to post the HF Band Planning Committee report yet because the committee had to make some edits to it. The report of the Legislative Advocacy Committee is not posted to the public because reports referring to legal matters have always been Board confidential to my knowledge, and I was told last July this report falls under that category. The ARISS Committee is a new committee, and I do not have the authorization to make documents public, so I need a directive to do that. Respectfully, Carla From: arrl-odv <arrl-odv-bounces@reflector.arrl.org> On Behalf Of Mark J Tharp Sent: Tuesday, January 28, 2020 3:51 PM To: arrl-odv <arrl-odv@reflector.arrl.org> Subject: [arrl-odv:29472] Missing committee reports Or, perhaps they are listed in another place. Looks like there has been a "stumble". I see the E&E Committee Report, which was clearly labeled "Board Confidential", is posted for access by all ! Rod, K0DAS On Tue, Jan 28, 2020 at 2:46 PM Mark J Tharp <kb7hdx@gmail.com> wrote:

Rod: We will take this one down immediately. However, the E&E Committee report has historically been posted and this one was the first in quite some time that was labeled as “Board Confidential”. As I read through it just now I realized why that was likely the case as individual names and call signs were included in reporting on various matters raised before the Committee. I would suggest, so that the appearance of transparency may continue without providing detail personal information, that names and specifics of matters adjudicated by the Committee not be reported. Rather the generic issue and possibly the relevant Division or Section only be included in the report. Specifics can be included in the Chair’s oral remarks on the report if it is removed from the Consent Agenda. I apologize for the staff missing this one. 73, Barry, N1VXY From: arrl-odv <arrl-odv-bounces@reflector.arrl.org> On Behalf Of Rod Blocksome Sent: Tuesday, January 28, 2020 4:35 PM To: Tharp, Mark, KB7HDX (VD, NW) <kb7hdx@gmail.com> Cc: arrl-odv <arrl-odv@reflector.arrl.org> Subject: [arrl-odv:29474] Re: Missing committee reports Looks like there has been a "stumble". I agree. A redacted report would be better for public consumption. 73 Ria, N2RJ On Tue, Jan 28, 2020 at 4:48 PM Shelley, Barry, N1VXY (CEO) < bshelley@arrl.org> wrote:

Transparency is important in a membership-driven culture, which the ARRL must continue to be, and to convince our members that we are, with all actions. I believe that everyone, including members who file complaints, should be accountable for their statements in the public eye. I therefore believe that all ethics complaints, investigations and results that are not accusations of a prurient or criminal nature should be made public. Items regarding by-laws or rule violations only should specifically be published, along with findings of the E&E or full Board, or the current investigatory status if unresolved. Otherwise, our membership may continue to believe that we are not transparent and have doubts about the validity of our decisions. Hello Barry and Rod - Are we posting a redacted E&E report or simply not publishing one? Unfortunately some members have seen the report and the fact that it was taken down and now suspect that we are hiding sometning. Yes, but as it is it's own document, #26, I'm just curious as to why it could not be posted along side the other reports. As Carla stated, it is a new committee (well, a year old now) and as such she had no directive to post that report. I was asked where our report was, and could not find it for the member to read and that is what started this discussion, and my question. ??
