[arrl-odv:33234] New FINAL REV A version of PSC Motion 1- Clean Signal Initiative

Attached is an updated FINAL REV A of "PSC Motion 1- Clean Signal Initiative", with a completely re-written narrative regarding the program costs under "What are the Costs of the CSI Program", to satisfy questions that Director Williams raised. I also added two new paragraphs regarding how the educational part of CSI is to be handled under "What Should be ARRL's Role in Addressing the Problem?", to answer questions brought up by Director Kemmerer. Both have reviewed and approved the changes. Thirdly, I incorporated some minor technical clarifying edits from Director Luetzelschwab. Lastly, I ensured how current FCC regulations regarding emission standards are portrayed is in a positive light and consistent throughout the document, focusing on the fact that Amateur Radio is mostly "self-policing" as far as technical standards go. That puts the spotlight even brighter on the fact that the ARRL, as the National Association for Amateur Radio should be the one setting standards regarding transmitted signal purity. Thanks to Director McIntyre for helping me soften the tone, and establish that narrative. I'll be doing a short PowerPoint for ODV on Thursday night of the Board meeting to answer any other questions, and provide more insight regarding the intended program.
