[arrl-odv:28690] Re: FCC Waiver for Hurricane Dorian

Hi Ria: It is just for emergency and disasterrelief. Wording used in the FCC request states: “for those licensed radioamateurs who are directly involved with hurricane relief via High FrequencyAmateur Radio using PACTOR 4 modems in communications within the ContinentalUnited States relative to impending Hurricane Dorian.” Hopefully, HQ will get the announcementup soon. 73 Rick – K5UR -----Original Message----- From: rjairam@gmail.com <rjairam@gmail.com> To: k5ur <k5ur@aol.com> Cc: arrl-odv <arrl-odv@arrl.org> Sent: Mon, Sep 2, 2019 1:49 pm Subject: [arrl-odv:28689] Re: FCC Waiver for Hurricane Dorian Hi Rick, Is this just for communications between disaster response stations or a blanket waiver? The clarification of scope is important because if it is not blanket waiver then it needs to be made clear that it isn’t so that stations don’t inadvertently violate FCC rules passing non emergency traffic using Pactor-4. The Winlink dev team has already announced on their mailing list that a waiver is going into effect. The last time this happened:http://www.arrl.org/news/fcc-chairman-recognizes-amateur-radio-in-praising-t... “The temporary waiver is limited to Amateur Radio operators in Puerto Rico using PACTOR 3 and PACTOR 4 emissions, and to those radio amateurs in the continental US who are directly involved with HF hurricane relief communications involving Puerto Rico or the US Virgin Islands, the Commission said at the time.” 73Ria, N2RJ On Mon, Sep 2, 2019 at 12:38 PM Roderick, Rick, K5UR via arrl-odv <arrl-odv@reflector.arrl.org> wrote: Hi all: The FCC just granted our request, similar to past hurricane emergencies, for a temporary waiver of Section 97.307(f) through 5 PM Eastern on Friday,September 6, to permit the use of PACTOR 4 in response to Hurricane Dorian. Read the last sentence of the last major paragraph of Henderson's filing to the Commission ( arrl-odv:28687 ) {underlining added} All stations capable of use of PACTOR modems in connection with hurricane relief efforts should be able to use PACTOR 4 published protocols. These stations must be able to communicate with similar stations in the United States which are directly involved with hurricane relief efforts, as well as Federal stations on the five-channels on the 5 MHz involved with the SHARES network and other interoperability partners on those frequencies. *It is proposed to limit the use of PACTOR 4 emissions to those radio amateurs in in the Continental United States who are directly involved with the hurricane relief efforts involving the U.S. mainland.* Of course, that document hasn't yet been published, except to ODV. 73, Greg, K0GW On Mon, Sep 2, 2019 at 2:01 PM Roderick, Rick, K5UR via arrl-odv < arrl-odv@reflector.arrl.org> wrote:

Hi Rick,
Is this just for communications between disaster response stations or a blanket waiver?
The clarification of scope is important because if it is not blanket waiver then it needs to be made clear that it isn’t so that stations don’t inadvertently violate FCC rules passing non emergency traffic using Pactor-4.
The Winlink dev team has already announced on their mailing list that a waiver is going into effect.
