Is this just for communications between disaster response stations or a blanket waiver?
The clarification of scope is important because if it is not blanket waiver then it needs to be made clear that it isn’t so that stations don’t inadvertently violate FCC rules passing non emergency traffic using Pactor-4.
The Winlink dev team has already announced on their mailing list that a waiver is going into effect.
The last time this happened:
“The temporary waiver is limited to Amateur Radio operators in Puerto Rico using PACTOR 3 and PACTOR 4 emissions, and to those radio amateurs in the continental US who are directly involved with HF hurricane relief communications involving Puerto Rico or the US Virgin Islands, the Commission said at the time.”

Hi all:
The FCC just granted our request, similar to past hurricane emergencies,
for a temporary waiver of Section 97.307(f) through 5 PM Eastern on Friday,
September 6, to permit the use of PACTOR 4 in response to Hurricane Dorian. We are
trying to get a web article up ASAP.
