One of my SM’s reported he was told by the “ARRL VEC guy” (his words) in a phone call today the 19th was the date so has been put out messages stating the 19th is the date. Clearly a news release would be appropriate. My note regarding the FCC fees went out to the Great Lakes Division early Saturday afternoon. I have received a number of notes of appreciation for making the matter quite clear. The Board has established more than ten regular e-mail newsletters that cover items of interest to Amateur Radio. As ARRL members can receive this large number of regular e-mails, I have tried to only send out Southwestern Division e-mails on topics that are exclusively of interest to Southwestern Division members. These have typically been announcements of conventions and large hamfests, and news about hams and their achievements from the Division . If a topic is of national interest, the information should be in the ARRL Letter. If a topic is of interest essentially only to members in one section, that e-mail should come from the Section Manager. The license-fee topic is important and of interest to all US hams. It deserves to be accurately reported in the ARRL Letter, and on the ARRL.org home page. The FCC fees Report and Order adopted last December was published in this morning’s Federal Register. I want to note to everyone that although generally the rules take effect on April 19, collection of the amateur fees will NOT begin on that date.
The effective date for new amateur radio fees has not yet been established. The FCC explicitly states in the published Notice (at p. 15061, para. 44, https://tinyurl.com/y52ff2zy <https://tinyurl.com/y52ff2zy>) that the fees "will not take effect until the requisite notice has been provided to Congress, the FCC’s information technology systems and internal procedures have been updated, and the Commission publishes notice(s) in the *Federal Register *announcing the effective date of such rules." I expect that the effective date will be some time this summer, but in any event we will have advance notice.
