[arrl-odv:31284] ARRL 10 m Contest

On October 22, 2020, ARRL issued guidance for DX Contest multi-op contest operations (found at http://www.arrl.org/news/guidelines-issued-for-arrl-dx-contest-multioperator -stations): "ARRL has taken the decision to make temporary accommodations for a multioperator station to participate as a team in these popular ARRL contests," (referring to the ARRL DX Phone and CW contests). I've received a call from constituent AA1JD who has operated the ARRL 10 m contest for 35 years with a buddy, NC1M. He asks: Could this temporary accommodation apply to the ARRL 10 m contest as well? This contest is only six weeks away. As (we hope) our COVID-19 concerns are temporary, and as these guys don't want to break their 35 year streak, I ask that PSC consider broadening the list of contests eligible beyond the ARRL DX Phone and CW contests to include the 10 m contest. Would the Chairman of PSC (Director Holden, K0BBC), and members, please consider this request as soon as possible, so that, for example, MS operations this year, amidst the pandemic, are allowed under the guidelines? While I cannot speak for the PSC, (only Chairman Matt can do that), I will give you my personal opinion. It's my thought that what the PSC voted on is a "reasonable accommodation" for Multi-Multi stations participating in the upcoming ARRL DX contests, in light of social distancing requirements required for ensuring COVID-19 safety. It's pretty hard to maintain proper social distancing when there are 5-10 operators manning five stations crammed into somebody's basement. Multi-Two operations usually have only 2-6 operators total, and can be done in "socially distanced" shifts, assuming the two physical stations can be separated by 6 feet. Multi-Single can be done with 2-3 operators, all on lone shifts. So, Multi-Multi has the most risk associated with it, Multi-Single has the least risk. The 10 Meter contest, as a single-band contest (along with the 160 meter contest), only has a Multi-Single category. So, the question is; Do those single-band contests require the same "reasonable accommodation" in the form of a rule waiver to assure social distancing? I think the answer is NO. For Multi-Single, which by definition has only one transmitter and perhaps a relatively few number of operators over the duration of the contest, there is no real need to provide the accommodation. Two, or three people in shifts manning a lone station can "social distance" quite nicely without a rule waiver. Just my two watts. 73; Mike W7VO

Mike, I think you've got it correct - no need for it on a single band contest IMHO 73, Rod, K0DAS On Wed, Nov 4, 2020 at 3:08 PM Michael Ritz <w7vo@comcast.net> wrote:

All, This is pretty much a pointless change. Im not understanding the rationale. The 10m Contest as well as the 160m Contest do not need this change since they are single band contests and the most an entrant station can run is multi operator, single XMTR and social distancing can easily be accomplished therein. K5UZ asks for the rationale. Fair question. It goes like this: NC1M was born in 1948 (he’s an old geezer, like me) and a best friend of AA1JD. They are both retired guys. Despite being best friends, NC1M does not wish to risk his health by being in the AA1JD home and station, sharing the radios, chair, desk, microphone, paddle, rotator, etc. Instead, and fully intending to avoid having two transmitters on the air at the same time, and being only a few miles apart (i.e., less than 100 km, as specified in the temporary accommodation), they would like to operate some hours with AA1JD at AA1JD, and some other hours with NC1M at NC1M but signing AA1JD. Their desired plan is permitted if it is the ARRL DX Contest, but not presently permitted in the 10 Meter contest. They enjoy being a Multi-single team, but due to COVID-19, they seek the same accommodation offered to M/S stations in the DX contest. They do not seek a permanent rules change. (Lest you be concerned, I assure you that they are not going to win it.) The short answer is that they do not wish to take on the risk of sharing a station. NC1M doesn’t want to leave his house. I must tell you that around here, in Eastern Massachusetts, this (STAYHOME) is a very common sentiment with people using shopping services for food shopping, doing 100% remote work, seeing physicians only by Zoom, keeping the kids away from school, etc. I fully understand that there are other parts of the country where the concern is not so heightened. If PSC wishes to consider such a rule for the 160, SS, or IARU contests, but only for this contest season, that would be entirely up to PSC. But these two guys operate together just this once per year, have done so 35 years straight, and seek only a way to be a team again this one year, during the pandemic. On behalf of these New Englanders, I ask that the matter be considered by PSC. -Fred K1VR From: David Norris [mailto:k5uz@icloud.com] Sent: Wednesday, November 04, 2020 8:28 PM To: Ed Hudgens Cc: hopengarten@post.harvard.edu; arrl-odv; aa1jd@arrl.net; Jahnke, Bart, W9JJ; w3iz@arrl.org; Bourque, Paul, N1SFE; n1nd@arrl.org Subject: Re: [arrl-odv:31286] Re: ARRL 10 m Contest All, This is pretty much a pointless change. Hello ALL - I do feel that the same "covid" temporary rules waiver for multi-op entrants in ARRL contests should be extended tothe 10 Meter and 160 Contest. Whatever the PSC decides, please insure that the decisionis relayed to the CAC members slightly ahead of the publicannouncement. I don’t think that PSC should simply relay the decision to the CAC. They need to be actively involved in decision making and advising on this change. Don’t make this a long, drawn out tasking. Give them a week to get an up or down vote. This shouldn’t take long. 73 Ria N2RJ On Thu, Nov 5, 2020 at 8:52 AM Kermit Carlson via arrl-odv < arrl-odv@reflector.arrl.org> wrote:

I do feel that the same "covid" temporary rules waiver for multi-op entrants in ARRL contests should be extended to the 10 Meter and 160 Contest. Whatever the PSC decides, please insure that the decision is relayed to the CAC members slightly ahead of the public announcement.

K5UZ asks for the rationale. Fair question.
It goes like this:
NC1M was born in 1948 (he’s an old geezer, like me) and a best friend of AA1JD.
(Lest you be concerned, I assure you that they are not going to win it.)
The short answer is that they do not wish to take on the risk of sharing a station.

All,
This is pretty much a pointless change. Im not understanding the rationale. The 10m Contest as well as the 160m Contest do not need this change since they are single band contests and the most an entrant station can run is multi operator, single XMTR and social distancing can easily be accomplished therein.
Let’s not waste time with temp changes to either of these single band ‘tests.

On October 22, 2020, ARRL issued guidance for DX Contest multi-op contest operations (found at http://www.arrl.org/news/guidelines-issued-for-arrl-dx-contest-multioperator... ):
“ARRL has taken the decision to make temporary accommodations for a multioperator station to participate as a team in these popular ARRL contests,” (referring to the ARRL DX Phone and CW contests).
I’ve received a call from constituent AA1JD who has operated the ARRL 10 m contest for 35 years with a buddy, NC1M. He asks: Could this temporary accommodation apply to the ARRL 10 m contest as well?
This contest is only six weeks away. As (we hope) our COVID-19 concerns are temporary, and as these guys don’t want to break their 35 year streak, I ask that PSC consider broadening the list of contests eligible beyond the ARRL DX Phone and CW contests to include the 10 m contest.
Would the Chairman of PSC (Director Holden, K0BBC), and members, please consider this request as soon as possible, so that, for example, MS operations this year, amidst the pandemic, are allowed under the guidelines?

Agreed. This is a contest question, it is appropriate to have the CAC make the recommendation(s). 73, -- Dale WA8EFK On 11/5/2020 9:24 AM, rjairam@gmail.com wrote:
