[arrl-odv:32469] Ritz Motion #2, Standing Order 13

See the attached Board motion (Ritz #2) that I will be sending to Carla and Dee for consideration in July. I wanted to provide the history on this motion before the meeting so we don't need to spend time with it there. (It seems that every time I deep-dive into something related to ARRL documentation I get "stuff" on my shoes, this is yet another example): The history: The PSC received a nomination motion from HQ staff for the Doug DeMaw, W1FB Technical Excellence Award a couple of months ago. I was reviewing the motion sent by staff against the documentation for the award, and noted a discrepancy in the vetting process between what was in the Director's Workbook (Section 12.3), and what was in the motion and ARRL website. (Surprise!) One said the award was "judged by the ARRL Lab Staff", and what staff actually uses is a panel consisting of "ARRL Technical Advisors", which is not limited just to Lab members. I worked on a Board motion fix the Director's Workbook to match reality, and to make it match how ARRL staff actually vets for the award. To keep me from having to go through the work to fix this with a formal Board motion, Carla dived in on her own and fixed the Director's Workbook to make everything match. (Whether or not she has the authority to make autonomous changes to an ARRL governance document is another issue....) So today, while working another issue, I found that how the staff vets for this award also conflicts with existing Standing Order 13. In short, it shows "judged by the PSC", which itself is also different than what the Director's Handbook originally stated as mentioned above. In other words, how Staff actually handle the award was different than both the Director's Workbook, and Standing Order 13, (which themselves differed). Confused yet? So, to fix this I need to now officially remove Standing Order 13 via a Board motion, so the only document left is what is currently contained within the Director's Workbook, and now matches how staff handle the award.
