In accordance with Article 6, the Executive Committee has authorized a mail vote of the Board on the following: MOVED, that the ARRL Board of Directors selects Rudy Severns, N6LF, as the recipient of the 2009 Doug DeMaw, W1FB, Technical Excellence Award for his article series Experimental Determination of Ground System Performance, which was published in the January/February, March/April, May/June, July/August, November/December issues of QEX, QSTs sister publication for experimenters.
