No, Dick Norton firmly remains with the belief that Rappaport, the Topanga Anti-Smart-Meter Lady, anti-vaxers, and flat-earth believers all profess ideas that significantly diverge from reality. However, I hope we are all aware that some politicians are not knowledgeable about technical subjects such as Maxwell's equations, dark matter, or long division, and can be influenced by people like the Anti-Smart-Meter Lady. I assume that Dick’s neighbor in Topanga either has not seen the N6AA antenna array, or she is satisfied that the extreme height of the antennas keeps radiation a safe distance from people. The FCC record in some proceedings has many such statements and mis-statements.) Nevertheless, this brings up a timely subject. On a serious note, I expect that RF safety will be a topic of renewed interest to hams in the near future. The FCC Commissioners are in the process of voting on revised guidelines for RF safety that have been pending since 2013. (It isn’t just ham regulatory items that take years.) Although not public until adopted, I fully expect that the Commission’s Report and Order will make some changes in how radio amateurs will be required to account for RF safety. So if Dick’s Topanga neighbor doesn’t catch your interest, this FCC item likely will, and release of this decision (likely in the next month or two) will increase the general public’s interest as well. Coincidentally, there is a case that was appealed to the U.S. Supreme Court on Monday that touches upon whether radiation from cell phones is safe (which thankfully people are more interested in than the safety of ham radios, notwithstanding the radiated power differential). The principal legal argument relates to the Constitutionality of government-mandated speech, but the subject of that mandated speech is a safety disclosure required by cell phone retailers in Berkeley, CA. Since there are a number of lawyers here, I include a link to the CTIA petition below. The FCC record in some proceedings has many such statements and mis-statements.) Nevertheless, this brings up a timely subject. On a serious note, I expect that RF safety will be a topic of renewed interest to hams in the near future. The FCC Commissioners are in the process of voting on revised guidelines for RF safety that have been pending since 2013. (It isn’t just ham regulatory items that take years.) Although not public until adopted, I fully expect that the Commission’s Report and Order will make some changes in how radio amateurs will be required to account for RF safety. So if Dick’s Topanga neighbor doesn’t catch your interest, this FCC item likely will, and release of this decision (likely in the next month or two) will increase the general public’s interest as well. The principal legal argument relates to the Constitutionality of government-mandated speech, but the subject of that mandated speech is a safety disclosure required by cell phone retailers in Berkeley, CA.
