I spoke with Vice Director Bill Morine who is the board liaison to the Public Relations Committee. He is at a Hamfest, but recalls that the Bill Leonard Award was a holdover from 2017, and the interview took place in September 2017. We do not have access to the primary documents at this time, but it should be indicated in the PRC/PSC minutes. --As far as the [Mr. vs. Dr.] that Dave N. brought up, I really never got a read on that, but at least it is consistent through the document.
