The 472-479 kHz secondary allocation to the amateur service was adopted in Plenary this morning and approved on both first and second reading. Needless to say, the IARU team is pleased and greatly relieved. 73, Dave K1ZZ

Ironically, we probably got a quicker path to second reading than we would have if first reading had gone smoothly on Friday. The first reading texts approved on Friday are scheduled for second reading at the end of a long agenda for today, behind two items growing out of spats between Israel and Palestine and Cuba and the United States. These items will likely consume the time one would expect these issues to consume. The draft agenda for WRC-15 that cleared Committee 6 includes consideration of a secondary allocation to the amateur service at "around 5.3 MHz." The UAE has expressed a reservation on this item. On the downside, in addition to the expected mobile broadband/IMT item, there are three items that could adversely impact the 10 GHz, 24 GHz, and 77.5 GHz bands. Thanks to all for a job well done! Now just the wait for this allocation to be added to the Radio Regulations. Hopefully the FCC will move faster than "the speed of government" to implement the allocation! In the meantime, more DIY action to be ready for our first contact in the new allocation!
