Perhaps those of you who are traveling to Washington for two days in September would be a bit more expansive in answering the following questions: a. Who are you planning to see? b. Would you outline the substance of the how you plan to explaining why the ARRL proposal was faulty even though we successfully sought the support of over 200 members of the U.S. House of Representatives and we’re successful on several occasions in securing the full House to approve the proposal? c. Why our current thoughts are an improvement and why they should support us and trust we won’t change our position again? I am asking these questions in good faith and in the hope we have compelling answers. A number of us have been fielding questions from members concerning the current status of our efforts in connection with the aftermath of the legislative initiative contained in ARPA. As a result, several of you have recently made inquiries regarding this subject and are entitled to a timely update of the efforts of the Legislative Advocacy Committee since our July Board meeting.
This evening the Committee just concluded a telephonic conference, the primary purpose of which was to address the strategy and objectives for our upcoming meetings with lawmakers in Washington, D.C. scheduled for 23 - 25 September 2019. Our lobbyist, The Keelen Group, was on the call and will be providing us, in the next couple of days, with a schedule for meetings between the Committee members and our allies in Congress to introduce them to our current legislative advocates, explain the problems and difficulties with ARPA which led to its withdrawal, and provide them with a vision of our hopes for the future. (For your information and reference, the Committee wishes to share with each of you the attached analysis of ARPA that was provided to Congress at the beginning of this year in connection with our request for withdrawal the legislation.)
Results of the meetings will be analyzed by the Committee in early October and a report provided to the EC for consideration and review at its meeting on 12 October 2019. Meanwhile, the Committee will be working with HQ to create an information piece on these efforts for dissemination to the membership.

Dear Dir. Bellows: Sorry to be late in responding. The ARRL New England Convention occurred for three of the last four days, ending yesterday. I attach a “PRB-1” – like draft I created at the request of a New Hampshire legislator, KC1AII. It rests before the appropriate committee with no recommendation to the whole legislature yet formulated. Criticisms welcomed. I also attach a “Draft Antenna Regulation for a Homeowners Association.” I’m hoping someone will join me in drafting to convert either the NH bill, or the Draft Reg attached into a potential federal bill. Tiemstra (see below). For those who have been playing along at home, this explanation is not new. It is totally possible to be successful before the House, unsuccessful in the Senate, and still be flawed. c. Why our current thoughts are an improvement K1VR: We are going to DC to listen. No new proposal has yet been formulated. and why they should support us K1VR: They should support us because Amateur Radio is worthy, but we are not yet asking for support on anything, as we do not yet have a proposal. and trust we won’t change our position again? Director Hopengarten: Thank you for your response. It was good to hear from someone on the LAC. As noted in my follow-up email how does the LAC propose to convince our friends in D.C. that we are serious this time after working so hard and long to secure their support and then yanking the ARPA? Since our friends supported the yanked ARPA and LAC has no proposal other than state level action, it isn’t clear what new information the LAC expects them to discuss or comment upon. Then again if you are successful in securing state HOA restrictions our congressional friends may think congressional legislation isn’t necessary. It has been eight months since ARPA was withdrawn. It doesn’t seem we have any plan or proposal to sustain the support so carefully garnered in the House and Senate for ARPA. It is difficult to envision what LAC hopes to hear from our friends if after eight months we have nothing to show them other than criticism of the ARPA we so vigorously encouraged them to support and then withdrew, and two proposals for state action. They know what ARRL was for and then said we are against.
