[arrl-odv:28945] Local served agency MOUs

I was at a local club tonight, Garden State ARA. They expressed concern that the Red Cross is changing their relationship with some local clubs and this would exclude them from their current space. Currently GSARA enjoys free use of a room in the ARC warehouse and they have a station. The club president was told that that ARC facility is possibly transitioning to being an ARC warehouse and that if that comes to pass that they would be out. His request to me was to see if we had any agreements with national Red Cross that would get ahead of this and perhaps offer them a space elsewhere in the building or even in a trailer outside. Or if there is some local MOU that was done that could serve as a template to get something going with them. Ideas welcome. Ria N2RJ

See http://www.arrl.org/served-agencies-and-partners, click on “American Red Cross”: ARRL and the <http://www.redcross.org/> American Red Cross have had cooperative agreements since 1940. The current statement was signed in March 2010 and was updated editorially in November 2010 to change the ARRL Relationship Manager and Operational Contact information (Attachment A) and to delete several extraneous words from page 5. The MOU was renewed in January 2016. One change in the renewed MOU is to Attachment C, the local MOU template. The signatory to the local MOU for the ARRL has been changed to the Section Manager or Section Emergency Coordinator and a local point of contact field (similar to the relationship manager in the national MOU) has been added. Chartered by Congress in 1905, the Red Cross provides relief to victims displaced by disaster, from the onset of disaster conditions to the recovery phase. Their national headquarters is located in Washington, but most of the action occurs at the state and local chapter levels, where the rubber meets the road. Local ARES Emergency Coordinators work closely with their counterparts in the chapter offices. Look at just about any summary of a disaster event, and you'll find reports of amateurs out on missions with Red Cross personnel, and providing communications for shelter managers. Ria, You have asked if there is a template for a local MOU. The answer is YES, see Attachment C. *Ria. Call me when you have a chance. No MOU we have will provide a path in itself. But the fact there is one might provide more grease for the skids in finding a solution.* *Bob Famiglio, K3RF * On 11/6/2019 10:25 PM, Hopengarten Fred wrote:

Hi Ria, ARRL has an MOU with the Red Cross, but I'm not sure it will help. http://www.arrl.org/files/file/Public%20Service/MOUs/2016_01_06_MOU_ARRL_Red... The relevant part is: 1. Communication between organizations Representatives of ARRL and the Red Cross national organizations will maintain open communication. Both parties will encourage their respective chapters and units to maintain open communication at the state and local levels. Each party will share current data regarding disasters (except for information which may be confidential or privileged), disaster situational and operational reports, changes in policy or personnel relating to this MOU, and any additional information pertinent to disaster preparedness, response and recovery. See Attachment A: Organization Contact Information. 2. Engagement at the Local Level a. ARRL will encourage its units to engage in discussions with local Red Cross field units to develop plans for local response or disaster relief operations. •To locate a Red Cross chapter, go to www.redcross.org<http://www.redcross.org> - “Find Your Local Red Cross.” b. Red Cross will encourage its field units to engage in discussions with ARRL in their respective jurisdictions to develop plans for local response or disaster relief operations. •To locate an ARRL representative, ARES group or ARRL affiliated club contact the ARRL Section Manager. Information can be found online at www.arrl.org/sections<http://www.arrl.org/sections> or by contacting the ARRL Emergency Preparedness Manager listed in Attachment 73, Howard On 11/6/2019 10:08 PM, rjairam@gmail.com<mailto:rjairam@gmail.com> wrote: I was at a local club tonight, Garden State ARA. Ria, So much of it depends on the local relationships, not justnational MOUs. Bob Famiglio is right. TheMOU isn’t controlling, but it is a help. Just this week, I was in a meeting with local Red Crossofficials who reiterated that the relationship between the new Central andSouthern Ohio Region, of which the Cincinnati Chapter is a part, will continueunchanged with the Queen City Emergency Net, the local club to which Ibelong. In recognizing our long affiliation(since 1943) and the value ham radio brings to the table, we will havecontinued access to the building for radio operations and meetings, with the understandingthat “When all else fails,” ham radio will be there. And they take that saying seriously! The effort we have put into the relationship shows up whenthings like this new national reorganization starts to hit. Our newsletter goes out to several of the key localstaff, and our members show up for volunteer events put on by the chapter, notto mention how they are aware of our work in many disasters over those seventy-some years. As technology (and people) change, we havefound ways to stay relevant. This is not to say your local group hasn’t done the samething. Sometimes, no matter how hardpeople try, relationships do not go well. I hope they can resolve the situation.
