[arrl-odv:32204] Background Material for EC discussion on importation of transceivers that are non-compliant

Good Afternoon, Please find attached to this and the next four emails, background materialthat was used in today's EC discussion about "inexpensive" transceivers that are non-compliant with the requirements for use and importation into the US, Over seven years ago the EMC Committee and the ARRL Laboratory pointedout that these inexpensive radios were non-compliant with the FCC standards fortransmitters/ Also, due to their front-panel programming capability and wide-openfrequency capability these radios could not be permitted to be imported. The FCCagreed some time back but nothing was done. Since the events of January 6th wherethese radios were ubiquitous among the capitol insurgents, a new interest in these "ham" radios and their capability has been raised within the government. I did not cover this background material in detail during the ECmeeting but there is a significant body of work that indicates that this problem has becomeworse. This first email is an executive summary that I asked Ed Hare to prepare of the technical details and history of the issue. There are four more to follow dueto size limitations. My sincere thanks to the ARRL Laboratory Staff and Ed Hare, W1RFI,in particular for the executive summary. 73, Kermit Carlson W9XA
