Please find attached to this and the next four emails, background material
that was used in today's EC discussion about "inexpensive" transceivers that are
non-compliant with the requirements for use and importation into the US,
Over seven years ago the EMC Committee and the ARRL Laboratory pointed
out that these inexpensive radios were non-compliant with the FCC standards for
transmitters/ Also, due to their front-panel programming capability and wide-open
frequency capability these radios could not be permitted to be imported. The FCC
agreed some time back but nothing was done. Since the events of January 6th where
these radios were ubiquitous among the capitol insurgents, a new interest in these "ham"
radios and their capability has been raised within the government.
I did not cover this background material in detail during the EC
meeting but there is a significant body of work that indicates that this problem has become
worse.
This first email is an executive summary that I asked Ed Hare to prepare
of the technical details and history of the issue. There are four more to follow due
to size limitations. My sincere thanks to the ARRL Laboratory Staff and Ed Hare, W1RFI,
in particular for the executive summary.
