I'd say that the most appropriate insert into the blank would be "constituent" or "resident and voter" -- or some variation on that theme. Of course, this is only appropriate if you really ARE a constituent. As Kay has noted, the word "the" is missing from paragraph 3, first line, just before "amateur radio service."
