[arrl-odv:33461] Comment Period to be Re-Opened on Forest Service Fees

ODV, The Forest Service sent a Notice to the Federal Register yesterday announcing that they will re-open the window for comments on the proposed new $1400. annual administrative fee. This means that amateurs that may have missed the earlier comment period, or who wish to file additional arguments and information, can submit new filings between March 1 and March 31. A copy of the Notice to be published on March 1 is here: https://public-inspection.federalregister.gov/2022-04254.pdf. (This is completely public information.) I notice that in several of the amateur comments sent me that there appears some confusion. The proposed fee is a new and separate fee, not an increase to fees (such as rent) already being paid. If adopted, the existing fee(s) – which generally have been around $130-140 annually for amateur uses – would have to be paid in addition to the new proposed annual administrative fee of $1400. IMHO, the fee would be so high because the proposal is to include amateur uses equally with those of commercial wireless entities such as broadcasters, cellular providers and broadband entities that require a much more significant presence and greater Forest Service support than amateurs. 73, Dave K3ZJ David R. To all, There is an “elephant in the room” that needs to be addressed, and I feel I need to at least start the discussion rolling. I think all of us are aware of the need for timely reporting of board activities. Day old news is not news, it’s OLD news. In years past there was an ARRL news story that followed each board meeting to give members a general idea of what the board accomplished the weekend prior. As all know, I have been off the board for the last three years. Over that time, I believe (but have not been able to find out the details) the EC has decided that they must review ARRL news stories before they are released to the public. I don’t know the scope of that authority but would certainly like to know those details. I have been told (but not confirmed) that when one of the ARRL journalists submitted a story to the EC, it was not just checked for content and accuracy, but was, in effect, rewritten prior to publication. I think it is fairly obvious that no responsible journalist would put up with that process, and if I was their supervisor, I wouldn’t ask them to tolerate it either. So, from the back and forth I saw on this list, I assume that’s why no ARRL news story hit the news crawl. I need to say that I believe in the need for the EC, and the importance of that standing committee to our organization. If we as a board decide that our now elected and vetted CEO cannot be trusted to review news stories prior to publication, then the EC should have a 24-hour obligation to review news stories for content and accuracy only and approve them for release. For efficiency and timely release of our news stories to the general public, my personal opinion is that our CEO be charged with reviewing news stories for release. I speak with my experience of several years as the Public Relations Committee liaison to the Board and my past tenure on the Executive Committee. Folks, Perhaps it's time to address the delay between the meeting and meaningful announcements from HQ While it does take some weeks for everyone to process the minutes, we need to do better in terms of reporting what we did at the Board Meeting. The Clean Signal initiative, the officer elections, committees, etc., etc. The meeting was over 3 weeks ago. While we probably don't want to get into the nitty-gritty details on the Monday after the meeting, certainly we can find a way to more quickly get the word out that we did more than just sit around the Marriott bar. We don't need approved minutes to do that. How can we fix this? MikeK1TWF
