ODV; CONFIDENTIAL: Some of you may have already seen it, but I received the attached letter from a ham friend of mine in the Ukraine this morning, written yesterday to the Editors of CQ from the president of the UARL. I promised him I would forward it on to the ARRL. I am certainly not suggesting we take any action on this, other than understanding what the letter contains. Mike, Wicker is the second most important Senator on the Senate Committee with direct oversight of the FCC. There is no misunderstanding here. Lest there is any doubt that both the time and money spent on lobbying Congress does not produce any benefit, I submit the enclosed letter sent by Sen. Wicker to FCC Chairwoman Rosenworcel on behalf of the ARRL and our Members. The Legislative Advocacy Committee has been working with multiple Congressional offices to bring pressure to bear on the FCC to move the multiple Amateur Radio related matters that have been languishing for years at the FCC. The issue that worries me the most is his work with the IEEE in developing standards to establish limits for conducted and radiated emissions of electrical devices. With respect to the other issues, I believe for the most part he has trained others to continue his work. Back in March we had a dialog with Ed Hare and Bob Naumann about Lab staffing as they were looking at hiring a part time junior lab assistant. The discussion became one of succession planning for Ed where he told us he'd be leaving in "a year or so". In June we hired an Assistant Lab Manager for Ed to begin migrating his management tasks over to, and the transition seems to be going well. Ed has now announced to us in writing that he will be leaving in April 2023. Bob Naumann is working with Ed and with others to understand external committees ARRL needs to be represented on and lining up candidates for those positions. I am happy to go into more details, which you should know prior to contacting Ed, at the next EC meeting. ARISS anticipates that the contact would be held between July 1, 2023 and December 31, 2023. Crew scheduling and ISS orbits would determine the exact radio contact dates.
