This memo reports on discussions of the second of two topics I brought before the Pacificon ARRL Forum. There were approximately 150 people in attendance. It was witnessed by six League Board members, who have seen this data before, and have not reported any inaccuracies or shortcomings. The information is primarily directed to the A&F Committee, where we will be working on next year's plan at the November meeting in Newington. However, it may be of interest to some of the rest of you. HOA Ham Radio Activity As done at a number of forum and club gatherings, I asked the Pacificon ARRL Forum group, "How many of you live in HOA controlled communities?" Of an audience of ~150, 18 were counted. I then asked, "How many of those 18 that responded yes, are on the air somehow, with HOA permission, indoor antennas, hidden antennas, remote operations, etc?" 16.5 said they were active. The 1/2 was WR5J, who was active from his mobile, and incidentally is is a few of my contest logs. This question has been asked at other recent events - HOA On-air Pacificon 2022 18 16.5W9DXCC 2022 14 13Southwestern Yuma 2022 13 13 W9DXCC had approximately 150 attendees, and Yuma 2022, about 120. This year's questions were also observed by other League Board members. This high on-the-air percentage of HOA dwelling hams has been constant for years, from both Southwestern Division Conventions, and Quartzfest. I noted that the ARRL has been unsuccessfully attempting to convince Congress to pass HOA antenna legislation for over 30 years. In 18 years on the Board, I have received one single suggestion from a member that he thought the League owed it to the membership to pass this proposed legislation. He has since passed away. Summary I remain unconvinced that spending significant League assets on future lobbying is either warranted or has any chance of being successful. I hope this member-response data will be useful in formulating ARRL policies and budgeting, and welcome comments. 73, Dick, N6AA

The information is primarily directed to the A&F Committee, where we will be working on next year's plan at the November meeting in Newington. However, it may be of interest to some of the rest of you. Executive Summary 1) Many ARRL Conventions are in jeopardy, financially. 2) It is in the interest of ham radio to have conventions, and therefore for the League to financially support conventions. 3) A major cause of financial losses is raffle losses. 4) Although a large percentage of the Pacificon ARRL Forum attendees were present awaiting the prize drawings at the end, they all indicated that they would have attended the convention if there had been no raffle at all. 5) I believe the League should institute a convention support program, with a requirement that no support goes to a convention that will lose money on a raffle. The following text describes the convention discussion - --------------------------------------------------------- Financial Viability of Amateur Radio Conventions I discussed the situation in the Southwestern Division, where we currently have no scheduled division conventions. In the past, the SWD Convention rotated between Los Angeles, San Diego, Phoenix, Riverside, and Santa Barbara. With the increases in costs at the Marriott or similar hotels that hosted the events, making the venues higher priced than hams will support, there are no groups in any of those cities that have been willing to put on an event in a number of years. Yuma, Arizona, with the Yuma Hamfest held at the Yuma Fairgrounds, has hosted the Division Convention for the past five or so years. I announced that I had just received word that the Yuma Club had announced that they have cancelled the Yuma Hamfest - SWD Convention in 2023, because of money issues and an apparent shortage of volunteers. I discussed the fact that many of the events had lost money, and that a common reason was that the conventions had given out substantially more in raffle prizes than they took in at the raffles. Two that I noted, each lost about $6,000. I asked the audience how many would have come to the convention if there were no raffle prizes, and essentially all said that they would have attended. The Pacificon prize chairman then pointed out that he was giving out ~$8,000 in prize value for which he only paid ~$2,000. I then complimented him on that. However, I later learned that Pacificon only sold ~$1,000 worth of raffle tickets. Therefore the raffle, or whatever it is officially called, lost Pacificon ~$1,000. In addition, it consumed the volunteer contributed time and effort of ~5 to 10 persons, plus the financial contribution of exhibitors. I made no mention of the financial status of Pacificon, but it has not been pictured as rosy. I commented on my belief that radio conventions are important, suggesting that the ARRL and possibly ARDC could financially support them. The entire audience responded positively to my question, "Would you support using $1 or $2 of your $49 a year ARRL dues to support conventions?" I noted that the convention-attending audience might be biased in favor of such an idea. I support using some of ARRL's funds for convention support, am working on a proposal formula for doing so for the November A&F Meeting, and welcome any suggestions. I do not support distributing any of the League's assets to individuals based on chance drawings. Consequently, my proposals will not permit grantee conventions to lose money on raffles, and receive financial assistance. As an aside to the possibility, I asked the group, "How many would have attended Pacificon if it were to be held in Sacramento or Fresno?" About 66% said that they would attend. This audience reaction was similar to the reactions I have observed at the Southwestern Division Conventions. Folks, I'm not sure if this has been discussed on ODV before, but a younger New England amateur is developing a project for youth outreach known as "Ham Radio Minecraft Mod." "Raising awareness of ham radio is the primary objective of the mod, as I have met very few people, especially my age, who know it even exists," writes Lucas Elliott, W1BTR. Minecraft is a world-building video game and the most popular game of its type in the world, with "total sales [of] over 238 million," almost double the number of the closest runner up. It contains over 100,000 specialized mods from the user community witten in Java. It sounds like an innovative project! Lucas has applied for ARDC funding. ODV, The “entertain questions” language seems to be boilerplate in the Executive Committee minutes. That same terminology is employed within the descriptions of CEO Minster’s and Director Stratton’s comments before and after mine. The language was included in the early draft template before the substance my report was even added. However, there is no sin and no waiver in responding to the Member that the questions and responses dealt with legal matters before the FCC and Congress on and for which Mr. Siddall was representing the League. If there is continued insistence, share with the Member that disclosing either the questions or responses would/could waive the attorney-client privilege resulting in possible damage to efforts being undertaken by the League to protect the Members', including his, interests. Since the Minutes are to reflect the conduct/actions of the EC, I suggest that an exclusion of matters that came before the EC could result in less kind Members accusing the League of secrecy and "hiding the ball." We didn't and shouldn't do so. I would (and have when the issue has arisen in my Division) ask the inquisitive Member if he believes we should harbor secrets or maintain legally permitted disclosure when necessary to protect his rights and those of other Members. The inquisitive are usually satisfied with such a response.
