Information was passed to PIOs via the PR email reflector and began a lot of activity all over the country. Many comments, questions and suggestions have been received along with supporting notes telling us of local actions by clubs and individuals. Of particular note was an offer by Al Petrunti, KA1TCH who makes TV commercials, to create a special short video on the topic. We will be working on developing this quickly. Materials are also being sent to John Chwat for use in DC and, in an unrelated action, to the Las Vegas ARC for use at the NAB booth. Development Reported by Mary Hobart, K1MMH The 2011 Spectrum Defense Fund has received $30,212 in contributions from 356 donors so far this year, compared to $17,520 from 198 gifts for the same period in 2010. Production has begun on components for the first 2011 Defense Fund campaign. The Diamond Club has received $29,612 in contributions so far in 2011 compared to $42, 171 for the same period in 2010. The mail appeal encouraging monthly giving was mailed earlier in 2010 and is currently in production to mail the week of Feb 22. Production/Editorial Reported by Joel Kleinman, N1BKE Khrystyne Keane wrote and distributed the ARRL Letter and produced and voiced ARRL Audio News for February 17, 2011. Membership & Volunteer Programs Reported by Dave Patton, NN1N Field Organization/Public Service Team Chuck Skolaut compiled and sent out the monthly Official Observer Summary to all OOs, OOCs, and Section Managers. The Michigan OOC forwarded reports of unlicensed hunters using 2 meters in the section. This information was forwarded to the FCC. A report was received regarding fishermen using 3510 kHz (USB) off the coast of Massachusetts and OOs were alerted to monitor. Another similar report was received where fishermen (off the Washington coast) were heard using 2 meters. A beacon has been heard on 10126 kHz, and a single letter "P" beacon was heard on 3551 kHz. Laura Smith at the FCC updated us about some ongoing recent cases. Steve Ewald joined a teleconference discussion organized and held by members of the National Traffic System's Central Area Staff. I have just sent to John Chwat a letter to Rep. King, who introduced H.R. 607, explaining the ARRL's objections to his bill in its present form. I'd like to thank Chris and Dave for working very hard with me to make the letter complete, accurate, forceful, and courteous. This letter will be hand-carried to Rep. King's office. If you'd like a copy of the letter, please let me know. Because AMSAT also has a dog in this fight, I have just written to the president of AMSAT, providing him with our press release on H.R. 607 and a copy of our sample letter for members. I hope AMSAT will jump on this issue as assertively as we have. They have a lot of money invested in spacecraft that would become unusable under this bill. Let's don't forget about weak signal operations, either. If you have members who are active in weak signal work on this band, please make sure they are aware of what's going on. 73 - Kay N3KN

Yesterday morning John Chwat, Chris Brooks and I met with three staff members of the Senate Committee on Homeland Security and Governmental Affairs: Troy Cribb and Seamus Hughes for the majority and Lee Dunn for the minority. Our objective was to try to head off the inclusion of 420-440 MHz in a bill that Senators Lieberman and McCain are working on, dealing with the same subject as H.R.607 and S.28. Their main concern with regard to S.28 is that it does not provide for enough Homeland Security involvement in the development and deployment of an interoperable public safety broadband wireless network. Because the issue was spectrum, I did most of the talking for our side. We presented our case, including the two attachments. Both Troy and Lee (Seamus did not say much as he was the junior member of the staff present) seemed very receptive to our argument, appreciative of the public service contributions of Amateur Radio, and anxious to avoid the distraction of having to deal with lots of radio amateur complaints. Of course, it remains to be seen what their bill will contain and whether our visit was successful. They did not offer a timetable for the introduction of their bill and for Senate consideration of the D-block issue. By the way, in view of what we hear about partisanship on the Hill, I was struck by the cooperative spirit shown by the committee staffers toward one another. Dave Sumner, K1ZZ

The Society of Broadcast Engineers has come out in opposition to H.R. 607 in its present form. Somebody named Imlay apparently had something to do with that. The attached letter is being posted to the web site as a sample for members to use in writing to their Representatives. I will be customizing mine and sending it to my Rep right away, and I hope you will do the same. Letters should be faxed to Chwat's office (703-684-7594) or printed out, signed, scanned, and sent as an e-mail attachment to Chwat's attention (john.chwat(a)chwatco.com) I have asked Dan Henderson to activate the grass-roots network. I also asked Dave to have the Section Managers brought into the loop on this issue. Because the effect of this bill would be severe on the Field Organization (mainly ARES), club/individual sponsors of 440 repeaters, and weak-signal operations in their Sections, I hope the Section Managers will help stir up letter-writing even though federal legislative affairs are not, strictly speaking, in their area of responsibility. Spectrum protection is in everybody's area of responsibility, if you wear a red badge, no matter what office you hold. The next job is putting together the next issue of Legislative Update. To: ARRL Section Managers and ARRL Section Emergency Coordinators. The Amateur Radio Emergency Service (r) (ARES (r)) on-line registration form [FSD-98] has been updated. The reason for updating this form is to take better advantage of the on-line form and the capability of the records system that receives and stores this registration information. With this ARRL will be able to develop better and more accurate statistics concerning ARES membership and its capabilities. The information gathered on this form is intended for ARRL use only. The ARES registration information that is gathered in the online form will be used to produce reports that will be made available to Section leadership. The system to produce these reports is currently in development. When it is ready we will let you all know. Here is a summary of the differences between the former on-line ARES registration form and the new form. - There are separate "fields" for the person's first and last names. - There is now a separate drop-down box that asks the registrant to indicate his or her ARRL Section and license class - The forms now asks, "What types of emergency power do you have at your home station?" and provides a check-off box for each choice. - In addition, the ARES registration form now asks each applicant to check-off the specific kinds of training the registrant has taken. The form has a check-off box for ARRL Amateur Radio Emergency Communications courses, Federal Emergency Management Agency courses, National Weather Service (SKYWARN) courses, and the American Red Cross courses that the registrant has completed. We here at HQ hope the information gathered from this ARES registration form will be helpful. It will serve as a supplementary way to sign up ARES members in your section. The records system that receives and holds this registration information could also serve to build a record of ARES registrants around the country. In this regard, we would be able to gain better and more accurate statistics on the ARES membership. Therefore it is critical that all ARES members complete the form so that they are properly recorded as an ARES volunteer. We realize that some Sections may have their own online ARES sign up page or may be using the paper forms it is still important to sign up on this form as well. If you signed up prior to the new website being implemented you will need to sign up again as this information was not transferred over to the new system.
