Letter Writing at Hamfests

Lady and Gentlemen, I merely wish to make you aware of a test conducted at two hamfests in the GLD this past weekend. The test was to see if it was feasible to operate a letter-to-your-representative effort while in the field. I believe the test was successful. In summary, we learned that wireless Internet connectivity could easily be made available at each hamfest location. As a result, we set up a small printer and a laptop at the ARRL booth. Thanks to the program N6AA was able to obtain, we printed letters with the name and address of the relevant representative (including his/her name in the salutation) and the name and address of the constituent amateur while the sender was still at the table. With one printer and one laptop, the operation required about 1-2 minutes/letter. We obtained 125 signed letters. In addition, we received many comments thanking ARRL for becoming active in supporting Amateur Radio in the legislative arena. The 125 letters came in spite of the fact there was no PA system at the second hamfest. The combined attendance at the two hamfests proved to be about 600-700. FWIW. Greetings, I regret having to step down this way. My work situation has become quite rigid -- were the economy better I would have changed jobs by now. Attending weekend events has been a real challenge because my work hours have become so rigid. In addition, the support that I must provide for our special needs son along with a spouse who is bi-polar allows little time for anything else. For the past several years I have no had sufficient time availalble to adequately perform my duties as Vice Director. It is my hope that Director Vallio can find another individual who is better suited to serve. I have thoroughly enjoyed knowing all of you and I will miss seeing you at board meetings and other functions. The CITEL PV is significantly more favorable than the CEPT PV, and Jon did remarkable work in resolving a dispute with the United States regarding the treatment of aeronautical radiolocation NDBs. Brennan Price solicited bids for construction of a stand at ITU Telecom 2009 and met with General Counsel Imlay to discuss matters requiring TRO support. Regulatory Information Reported by Dan Henderson, N1ND As of June 5, Chwat & Co had received 342 letters to 194 different members of Congress supporting HR 2160. This does not include any letters sent directly to members of Congress instead of to Chwat & Co. We also learned of two new co-sponsors for the bill: Roscoe Bartlett, MD-6 and Bart Gordon, TN-6 At the request of VI Section Manager John Ellis, NP2B, we reviewed a tower bill pending action in his section. The bill exempts amateur radio towers from its provisions. Other queries during the week involved reciprocal operations, club call renewals, and PRB-1 questions from Wisconsin, Michigan and Florida. In addition, we also had several phone calls with General Counsel Chris Imlay, W3KD, and one with ARRL First Vice-President Kay Cragie, N3KN, as we begin preparing a presentation on potential exploitation of the amateur bands by businesses and agencies that will be presented at the July meeting of the ARRL Board. During the week, we were able to confirm that the ERO's working group meeting in Moscow has approved the US's application for CEPT Class 2 (also referred to as Class B or CEPT Novice) reciprocity for US general class licensees. This information was forwarded to the FCC with a request to expedite the long-awaited new public notice on CEPT reciprocity for US amateurs visiting CEPT countries. This change will allow US General class licensees limited privileges in those CEPT countries that have implemented the Class 2 CEPT license. Over the weekend of June 5-7, I attended the Georgia Convention at the Atlanta Hamfest. Besides staffing the ARRL booth and attending the South Eastern Contest Club meeting, I also spoke at the memorial service for Sandy Donohue, W4RU, which was held in conjunction with the event. Approximately 100 persons attended the memorial. There are now 1012 clubs and sites listed on the Field Day site locator representing all 50 states. There are also sites listed for seven Canadian provinces/territories, as well as Puerto Rico. Media & Public Relations Reported by Allen Pitts, W1AGP Field Day media hits are starting to come in and there has been a run on "Talk on a Disk" CDs and the "Swiss Army Knife for PIOs" as groups prepare presentations for June 27. The June 1 edition of CONTACT! was published and, together with materials at www.arrl.org/fieldday , provides PIOs and groups with a broad palette for their promotional work. Requests for audio and video Field Day PSA's are being fulfilled. State proclamations from Washington, Texas, Delaware, Florida, Nebraska, Iowa and Oklahoma are already secured with more expected. Final corrections are being made to the 2008 Annual Report this week and it should be off to the printer quickly. Development Reported by Mary Hobart, K1MMH Responses to the annual Education & Technology Fund campaign have produced $30,518 in revenue so far. Follow up letters to major donors and major prospects are in the mail. Development attended the centennial brunch for W1MX, the MIT Radio Society on Sunday, June 7 with New England Director Frenaye, K1KI, his wife, Kacy, Dennis Shapiro, W1UF and about 70 MIT alumnae. Director Frenaye presented the radio club with a special plaque designed by Di Szlachetka, KB1OKV. Nearly 100 new inscribed bricks have been added to the Diamond Terrace at ARRL. Production/Editorial Reported by Joel Kleinman, N1BKE The July/August 2009 issue of QEX has been released to the printer. Khrystyne Keane wrote and distributed The ARRL Letter, Vol. 28, No. 22, for June 5, 2009. She also produced and voiced ARRL Audio News for June 5. Lab Reported by Ed Hare, W1RFI Travel Mike Gruber attended the Colorado Ham Con Convention in Estes Park. He helped answer questions in the Doctor Booth and gave a talk on Power line noise. Mike believes they had a record attendance. RFI Mike Gruber investigated a power line noise case in Northglenn, CO. Xcel Energy, the utility in this matter, has already been issued two FCC letters. Mike was able to locate two noise sources associated with the interference. A third noise source was noted but ceased before Mike could conclusively locate it. Laura Smith of the FCC has requested that Mike give her the results of his findings. Excel Energy has apparently obtained outside legal counsel in this matter. Laura reported back that after talking this over with the new counsel, she does not believe that Xcel is approaching this in an adversarial manner. Library Bob Allison started writing an instruction manual for entering books into the Library database. It will also include a list of any errors in the Library database and instructions on how to correct them. Working with Tony Nesta, we'll be re-arranging all of the ARRL Publications in a more logical order. This ongoing project will shorten the time it will take to find a publication. A reminder: please check your office for any books which belong in the Library. Product Review Bob Allison worked on improving the power supply test fixture to reduce unwanted noise pickup-false signals below -65 dBc. The load used will be redesigned in the future to include a proper enclosure, shielding and connections. Web Zack Lau divided up the web pages that we intend to import to the new site to MG, EFH, BA, and ZL. We will spruce them up before they get moved--progress is being tracked on a Google page that can be accessed by Fathom. Sales and Marketing Reported by Bob Inderbitzen, NQ1R Product Sales May product sales ended the month at $281,173, falling short of the sales forecast of $317,570. YTD, sales remain just ahead of forecast. Direct sales were $204,018; dealer sales were $77,155. Sales at our exhibit in Dayton contributed $64k to direct sales. Membership ARRL ended the month of May with 155,399 members -- 572 short of our goal of 155,971. We had a net gain of 16 members over April and are up 389 members for the year. Last year from January 1 through May 31 we had a cumulative net loss of 256 members. Applications taken in Dayton, mailings to new hams, and returns from a test mailing all contributed the lion's share of acquisition in May. 72% of May expirees renewed before expiration. The application returns from a handful of recent membership campaigns, mailings and special field activities are being tracked closely. Diane Petrilli is immersed in membership analysis, including some planning to look at the types of people who are not renewing - by length of term, by license types, etc. The data will be used to further hone our list selections, offers and messaging. A postcard was sent to 850 ARRL-affiliated clubs in early April offering a free 2009 Handbook to clubs returning 5 or more membership applications by May 31. 13 clubs responded to the offer (1.52% return rate) contributing 72 new and renewing members. Diane also developed a PowerPoint presentation for clubs, outlining the benefits of ARRL membership. Bob Inderbitzen attended Maker Faire--the world's largest do-it-yourself (DIY) festival. The event was held at the San Mateo County Expo Center in California, May 29-31. It was an extraordinary recruitment opportunity involving representation from nine radio clubs and ARRL Santa Clara Valley Section Manager Bill Dale, N2RHV. The coordinating effort was led by Assistant Section Manager Michael Pechner, KI6QNZ, of Palo Alto. There were 3 ham radio exhibits at the Faire--which drew an overall 70,000 attendees. We contributed handouts and display items, including a custom produced flyer spotlighting both local and national resources. Bob supported the volunteers and used the opportunity to advance a larger relationship with O'Reilly Media-the event sponsor and publisher of 'Make' magazine. He returned with leads for over 250 prospective hams. We'll follow-up with information about license study materials, membership and local radio club contact details. The event also provided us with an opportunity to exploit some social networking tools to ARRL's benefit, including Twitter and YouTube. The July/August issues of NCJ and QEX were released to print early this week and will mail by the end of the month. While the current supply of Field Day shirts has stocked out, we expect to be re-supplied before the end of this week -- in time to fulfill all orders to clubs and individuals. Three new products have been added to the ARES apparel line, available from our service partner Barker Specialty www.barkerstores.com/arrl. The new items include a hat, a reflective jacket and a maroon polo shirt. We think volunteers will like the particularly low retail price points of these new items! Jackie Cornell is supporting Debra Johnson who has a produced a survey to send to purchasers of The ARRL Ham Radio License Manual. The results will be used for planning the spring 2010 edition. The Warehouse crew fulfilled 682 packages for publication and product orders, and shipped 767 free book membership premiums and QST mailing supplements. Although the equipment/hardware has been in place for a number of months, there were some Internet/security issues that needed to be ironed out. (Thanks to Hugh Brower for his making those parts of this project happen.) The IRLP node will be active generally during normal visitor operating hours and during emergencies. Joe Carcia updated the web code practice files and their archives. He worked on adjusting the transmit audio on the IRLP node. He also worked the early afternoon/night shift on Monday for the vacationing Scott Gee. Joe also worked out the last details of the Spring FMT, which is now scheduled for July 1 at 9:45 PM eastern time. He also checked W1AW (via EchoLink) into the Austin Texas Hurricane Drill net that was held on Wednesday, June 3. Scott worked on fast and slow code practice files for the early part of the month of June. He also assisted the DXCC department by processing six DXCC Challenge; five Honor Roll; three Top of Honor Roll and seven 5-Band DXCC applications/entries. Field Organization/Public Service Team David Greenhut, N6HD, of Woodland Hills, California, has been nominated to run for Los Angeles Section Manager. As noted earlier, incumbent Los Angeles SM Phineas Icenbice, W6BF, has also been nominated. There will be a Section Manager election this summer in Los Angeles as well as in South Texas. In South Texas, the SM candidates are Lee Cooper, W5LHC, Lou Everett, WA5LOU, and Gary Tangrady, K5GST. Leona Adams is gathering statements from the candidates to prepare for these elections. Georgia's Section Emergency Coordinator, Eugene Clark, W4AYK, has been nominated to be the next Section Manager in Georgia. The next term of office starts October 1. Incumbent Georgia SM, Susan Swiderski, AF4FO, decided not to run for another term of office. Steve Ewald has been preparing for his trip to the Tennessee State Convention in Knoxville, while work continues on August QST. Steve and Chuck Skolaut also filled in as tour guides for three different visiting groups to HQ this past week. Chuck compiled and forwarded the monthly ARRL Monitoring System/Intruder Watch report to the IARU Region 2 coordinator. He also sent an e-mail request to participants in the Global SET asking for their input regarding the event. We've received some replies, too. The "gurgle" signal observed in the CW portion of 40 meters by several stations last week was also heard by a station in southwest Connecticut this week. We confirmed this by reception here in Newington. The FCC direction finding station is investigating. The FCC is also following up on cases involving proper repeater identification and repeater-to-repeater interference. Questions and/or complaints this week involved the Intruder Watch, use of a low power transmitter to send weather information, improper language on a repeater, and phone operation in the digital portion of 20 and 40 meters. Strategic Planning Timeline

A question has arisen as to why I made the decision to dedicate the entire second day of our 2009 Second Meeting to strategic planning. Just so we're all on the same page, I did NOT make the decision, the Board did and I completely agree and support the Board's decision. The decision was made by the board at the 2008 Second Meeting at Minute 29, acting upon a recommendation and motion from the Executive Committee. The rationale for the motion (attached) contained the time line and the motion itself identifies this will occur at the 2009 Second Meeting: "29. On motion of Mr. Isely, seconded by Mr. Frenaye, it was VOTED that the following resolution be adopted: WHEREAS, the ARRL Board of Directors is about to embark on a periodic review and update of the association's Strategic Plan adopted in October 2006; and WHEREAS, the Board wishes to invite and encourage members' input on the future direction and priorities of their national organization; RESOLVED that the Chief Executive Officer is requested to release the Long Range Goals of the current Strategic Plan to the membership and to solicit members' comments as a key element of the review process; and FURTHER RESOLVED that the membership input is to be given initial consideration by the Board at its 2009 Annual Meeting with the objective of completing a review and revision of the Strategic Plan at its 2009 Second Meeting." A question has also arisen as to why the Officer's select a primary topic for Thursday evening's informal session. That is driven from Minute 61 of the 1999 Second Meeting: "61. On motion of Mr. Olson, seconded by Mr. Metzger, it was VOTED that sixty days prior to each meeting of the Board, the Officers, led by the President, are directed to identify one or more key issues that should be discussed by the Board at its next meeting. When the topics have been selected, the Directors will be notified in a timely fashion and asked to consider each topic from the standpoint of the status of Amateur Radio within their Division. The Second and Third Vice-Presidents are responsible for collecting comment from each Director and writing a summary report for the Board based upon those comments. The summary reports are to be distributed sufficiently in advance of each Board meeting to allow Directors time to review the report prior to the meeting." While we no longer have a "Third Vice President" and they don't assemble a formal report, we do work at advising you far enough ahead of time to seek your input, and rather than a formal report we use Thursday evening to air the issue. This in no way is meant to direct the discussion away from other topics you may have on your mind, and time has always been provided if other topics deserve discussion. The Thursday evening topic in January varied from this slightly in that it was unanimously directed by the Executive Committee and the Ethics & Elections Committee (not by formal motion but by direct instruction) rather than the officers. Jon Bloom has provided the following explanation of our overnight email server problem. Dave K1ZZ ____ Last night, shortly after 5:30 PM EDT, our Exchange mail server failed. Service was restored shortly after 9 AM this morning. In the process, we may have lost up to 1/2 hour worth of messages that had been delivered to the system between 5 PM and 5:30 PM last night. Messages that were received at HQ after the Exchange server failed last night were held in an incoming queue and delivered once the system came back up this morning. The technical details are as follows: The disk virus scanner running on the Exchange server detected a virus signature in one of the Exchange database log files and deleted that file. (This is not something the virus scanner should do, and we have since reconfigured it to prevent a recurrence of this error.) We tried recovering the database in-place, but that failed.
