Regulatory Information

It was a busy week with Dayton Hamvention being the item on the front
burner. Final touches were put in place for the ARRL Membership Forum
in conjunction with Maria Somma and Katie Breen. Final touches were
also done to my own ARRL stage presentations on changes in Part 97 and
their effects. Numerous member contacts were made during Hamvention on
a wide range of Regulatory topics. We continue to work the Pave Paws
radar problem. As soon as the Longley Rice calculations are completed
by the lab (by May 31) they will be given to Chris Imlay and Paul
Rinaldo to pass on to the DoD. Once we have the DoD input on them we
will contact the individual repeater owners and the two repeater
coordinating councils with the study recommendations. The FCC also
asked for some information about an interference case brought to their
attention involving automated stations on 20 Meters. On Wednesday I
assisted K1ZZ with members of the IARU Administrative Council during
their visit to Headquarters.

Approximately 6000 of the new EmComm, brochures were taken at Dayton
last week along with video PSAs and the new "Talk on a Disk." There
were many individuals who came by who were clueless about PIOs and such,
but were also frustrated that their club or group was not doing
anything, so they were trying to do it all by themselves. They were
quite happy with the materials they got and to know that it was all
available, but also surprised that they existed. In talking to these
motivated people, some said they had "PIO" people appointed by their
group who only saw their job as a local newsletter publisher, but most
groups from which these individuals came seemed to have no outreach
person designated at all. This issue needs to be addressed. Many other
contacts were made getting ready for 2008 campaign.
Development

A successful trip to the Dayton Hamvention was highlighted by the 6th
annual Donor Recognition Reception at the Meadowbrook Country Club. The
event was attended by 120 donors and their guests. Many thanks to
Margie Bourgoin, Katie Breen, and Doris and Mark Spencer whose energies
made this year's challenging logistics come off without a hitch. Our
Guest of Honor, Bill McArthur, KC5ACR, ISS Expedition 12 Commander,
shared his experiences in space to a rapt audience. We are already on
the books for this event for 2008.
The Diamond Terrace project continues to grow with the $10,000
commitment for a fifth granite bench. The initial order for 140
personalized bricks and replicas have been submitted for production.
The Terrace site preparation and laying of 2500 blank bricks will follow
the painting and concrete work on the front of HQ. The project is
scheduled for completion by July 4. Additional bricks will be added to
the Diamond Terrace over the summer and fall. Requests that come in
over the late fall and winter will be installed in the spring of 2008.
The Education & Technology Fund returns have topped $59,000 from more
than 700 donors.

Steve Ford, Dean Straw, Joel Hallas and Joel Kleinman attended
Hamvention 2007. While there, we were pleased to learn that our own
Rick Lindquist, who's retiring June 1, was among this year's inductees
into the CQ Amateur Radio Hall of Fame. Congratulations, Rick! Speaking
of whom...
Rick Lindquist reports The ARRL Letter, Vol. 26, No. 20, distributed to
66,433 members on May 17 (a day early because of Hamvention travel).
Rick prepared/edited news items on the IARU Administrative Council
meeting (tnx DS); Scarborough Reef DXpedition (wrapper); FCC settlement
in case involving Indiana radio amateur; ARRL's repeater interference
mitigation plan in PAVE PAWS situation; Montenegro, Serbia call sign
blocks divided without bloodshed; "Strange Antenna Challenge" and
several news briefs and announcements. Rick represented ARRL at the
Delaware State Convention in Georgetown (otherwise known as "Delaware's
Dayton") on May 19. Rick voiced, edited and produced ARRL Audio News
for May 18.
Membership & Volunteer Programs

QSL Branch
There is no delay in opening mail and a 2 day delay in slotting of cards
thanks to the efforts of John Meyer, K9QVB. John continues to make his
yearly May visit to the Outgoing QSL Bureau. Also, this week, 129
pounds of cards were received from members.
W1AW
Thanks to Jon Bloom, KE3Z, Steve Ewald, WV1X, Paul Gibson, N1TUP, Rod
Lane, N1FNE, George Lillenstein, AB1GL and Dana Underhill, KB1AEV for
their attending a meeting at W1AW on Tuesday, May 15. The purpose of
the meeting was to determine if NARL (the Newington Amateur Radio
League) can assume the responsibilities of the W1AW D-Star repeater.
Because of limitations at their current repeater site, NARL may not be
able to take over the D-Star repeater. However, plans are in the works
to have the PVRA (Pioneer Valley Repeater Association) possibly sponsor
the system.
Thanks to Tom Hogerty, KC1J for running the morning transmissions on
Thursday and Friday for Joe Carcia, who was working the late
afternoon/night shifts these two days for the vacationing Scott Gee.
Joe processed all the W1AW/4 (2006 IARU) foreign QSL cards, in addition
to regular requests. He also processed three Qualifying Run
certificates and one endorsement. Joe replaced the "DEMO" PC with a
newer and faster machine. He also installed a new video capture card.
In addition to being used for demonstrations, this PC will also be used
to capture video for future operating events at W1AW. Joe also had to
replace the 2-meter transmitter that was being used for the APRS
station. He also hosted the D-Star meeting on Tuesday.
Scott worked on fast and slow code practice files for the latter part of
the month of May and early June. He also assisted the DXCC department
with checking 141 (database-inputted) cards against DXCC applications.
Thanks also to Greg for repairing the station's backup generator. The
generator's main control board (used to not only start the generator,
but control its exercising time and power switch-over) failed. Greg was
able to purchase the replacement board the same day, and get the
generator back up and running.
Field Organization/Public Service Team
As one Section Manager Election cycle is ending, another one is
beginning. Friday, May 18, was the deadline for receipt of New
Hampshire SM election ballots at HQ. Ballots will be counted on
Tuesday, the 22nd. In preparation for the June 8 nomination petition
deadline, Leona contacted a few incumbent Section Managers to remind
them of the deadline in case they were planning to run for another term
starting in October. HQ received one nominating petition from Jim Pace,
K7CEX, of Western Washington. Leona has been assisting Rose-Anne
Lawrence with brochure inquiries regarding our exhibit kits.
On Monday, May 14, Phat Kulphaichitra, HS1WFK, the Secretary General,
Radio Amateur Society of Thailand, came to ARRL HQ. Steve Ewald and
Harold Kramer hosted the visit, and Phat was able to meet many HQ staff
members and discuss common issues and share information about ARRL and
RAST programs that support emergency communication services.
The Kansas Section Leadership kept HQ up to date on the continuing
response by SATERN and ARES operators in and around Greensburg.
Web/Software Development

Micah Murray continues to adjust the new membership application system
per feedback from Bob Inderbitzen and Amy Hurtado. Micah is also
working on a new application that will encompass ordering of most of the
ancillary materials we provide (such as recruitment kits, for example).
He is working with Norm Fusaro and Debra Johnson on this as well as with
Bob Inderbitzen.
Hugh Brower assisted Chris Imlay by reconstituting some Web links that
Chris had included in a filing; the Web material had disappeared from
the Web in the interim, and Hugh recovered it and made it available once
again. Hugh also continues to support the ARES database, this week by
helping Steve Ewald get a couple of SECs up and running using the
system.
Jon Bloom worked on making the final arrangements to switch Logbook to
its new server next week.
