Am I premature in being concerned by the numbers showing that so far,
dropping the code requirement hasn't resulted in an increase in new
licensees? If an upturn doesn't turn up, we have a problem. We have hung a
lot of hats on that hook.
If I'm jumping the gun, when would it be reasonable to expect to see an
effect of the requirement change on the number of newcomers?
