Hi,
During the past few days, there have been a few emails on the
ODV reflector about Amateur Radio examinations. As educator, of sorts,
I thought that I would send along some of my comments about our exams.
Warning: this is one of my pet peeves.
To my thinking, amateur radio license exams have never been
"subject knowledge" exams. They would be more properly classified as
"barrier to entry" exams. You simply cannot test for much subject
knowledge on a 35 question multiple choice exam, particularly when the
questions and answers are available in advance. A barrier to entry exam
often just tests the memory, desire and tenacity of the applicant. A
competent instructor can overcome this and impart some real amateur
radio knowledge, but it takes knowledge, effort and skill on the part of
the instructor and a desire to learn beyond just passing the exam on the
part of the student. As pointed out in previous discussions, the real
learning takes place after the license is obtained.
I agree with Joel and others that the subject matter in the
question pool is excessively wide. I am currently teaching a General
Class course here in HQ and the breadth of knowledge to pass the exam is
extremely broad and not very deep. It would take me at least two
semesters to cover that much material in the Engineering and Technology
Program at the University of Hartford where I teach.
Amateur Radio exam questions themselves are poorly
written and constructed. There are double negatives, too many similar
answers, unclear terminology, etc. To my experience, these exams are
not easy for a newcomer. Unfortunately due to the nature of the QPC, we
only have limited input into the exam content and the exam construction
process. I believe that we have made progress with the latest question
pools because of the extraordinary in-house efforts that were made by
Mary Hobart and Perry Green. Much of their work was incorporated into
the Technician Question Pool. Similarly, the new General Class pool has
also been improved.
Because of the nature of the QPC, changing the subject matter of
the exams is a complex endeavor. However, one thing that we can improve
is the exam itself. We could use the established processes that
validate multiple choice exams. Unfortunately, Amateur Radio exams are
not validated using this disciplined approach. I asked my friend, Dr.
Dick Hezel, of Hezel Consulting, one of the top educational consultants
in the country, http://hezel.com/ <http://hezel.com/> about this
process. I offered to the QPC that the ARRL would pay for an analysis
of the new General Class Question Pool before it was released.
Unfortunately, the QPC refused our offer to improve these exams.
In case you are curious, here's Dick Hezel's response about the
type of exam validation that would be required. Dick had a Novice
license when he was younger so he knows something about amateur radio:
Developing a good test requires several levels of validity
testing:
* Face validity requires that people familiar with the
subject make sure it asks the questions that it purports to ask and that
there are no technical errors.
* We would review the test for internal validity. We
would want to make sure the questions all have only one possible answer
and that all other choices are mutually exclusive. .
* External validity has to do with whether the test
overall does what it is supposed to do. Does it really test knowledge
in the area and is that knowledge predictive of radio operator behavior?
* Another issue is internal reliability. Does each
question contribute to the overall test and to what extent? An item
analysis of many tests taken will provide this.
The one thing that all amateurs have in common is that we have
passed a licensing exam. The Amateur Radio Service could create better
constructed and more educationally valid examinations, but our hands are
tied because of QPC politics, their lack of knowledge about educational
testing and their unwillingness to have a third-party "outsider"
educationally validate the exams.
Sorry to get on the soapbox but I care a lot about
this particular subject!

Effective January 1, 2007, the rate for reimbursable automobile mileage
will increase to 48.5 cents per mile. In accordance with our policy,
this is the rate established annually by the Internal Revenue Service
for business miles driven. It compares to the 2006 rate of 44.5 cents
per mile and represents the highest rate ever set by the IRS, equal to
the interim rate established after Hurricane Katrina in 2005.
Enclosed is a new expense reimbursement spreadsheet which includes the
updated mileage rate.

Development
The results of the fall Spectrum Defense Campaign have improved significantly since the mailing of the follow up letter in November. That solicitation, augmented by ads in QST and web and ARRL Letter pieces by Rick Lindquist have produced strong daily revenues that have pushed the Spectrum Defense totals past the July reforecast goal. As of 12/19/06 the fall campaign has topped $239,000 from more than 4400 donors, bringing the Year to Date totals to 7688 responses totaling $444,071.
The fall Spectrum Defense campaign has produced a flurry of new major donors, including two new Maxim Society donors.
One new Legacy Circle commitment has been added that brings the total number of Legacy Circle members to 63.
The Diamond Club results are still short of the reforecast goal by more than $41,000 through November. December is expected to bring in $15,000 - $20,000 so the program will experience a shortfall at year end.
Media & Public Relations
Work on several projects continues including the 2007 resources for PIOs, the Hello event Dec 29-30, preparing for the 2007 EmComm theme and the anticipated, but unexpected suddenness, of the FCC R&O release. A formal press release went out on PR reflector and also PR Newswire on Monday as well as being posted to websites, and interviews are being done for media on the topic. Four Leonard Award nominees are being considered by the PR Committee. Confirmation was received that Allen Pitts will be a key speaker for Amateur Radio at the 2007 EmComm convention in Reno, NV. Amateur Radio operators are still invited (and needed) to come to W1AW for the Hello operating event - please talk to Allen about it.
Production/Editorial
Thanks to some excellent teamwork, graphics, editorial and production staff worked to get news of the FCCs Morse code decision posted to the ARRLWeb and into the February issue of QST.
Rick Lindquist reports The ARRL Letter, Vol. 25, No. 49, distributed to 64,946 members on Dec 15. Rick (on Friday evening, well after hours) prepared/edited news items on the FCC's decision to drop the Morse code requirement and to establish automatically controlled data segment at 3585-3600 kHz; new frequency allocations go into effect; ham radio satellites ready for launch, deployment; FCC orders hearing in ham radio identity theft case; 500 kHz experiment wants reception reports; Dayton Hamvention invites award nominees, and several announcements and news briefs. With voiceover assistance from Khrystyne Rick voiced, edited and produced ARRL Audio News for Dec 15.

BPL
The end of an era: Ed Hare reports that the trusty BPL Mobile, his 1989 Subaru, has given its all to the cause. The body finally gave way, with major structural damage that exceeds any practical repair. It was unceremoniously driven carefully to the scrapyard. Ed reports that he did save a few lug nuts and plans to give one to one of his favorite people in the BPL industry. He reports that he will probably convert his 1991 Jeep Cherokee to the cause if he can get it as RF quiet as the old Subaru.
BPL in VK: The Wireless Institute of Australia released a report of its findings of strong interference from the BPL system in Mount Beauty. See HYPERLINK "http://www.wia.org.au/news/2006/20061215-01.php" http://www.wia.org.au/news/2006/20061215-01.php. Although the Australian regulations do not have limits for BPL as does the FCC, the emissions there were reported to be as much as 10 dB over the FCCs limits, and a measured 40 dB over the generally accepted levels of man-made noise outlined in ITU-R P372.8.
EMC
Ed Hare and Harold Kramer paid a site visit to TUV Rheinland, an EMC Lab in Newtown, CT that does testing for FCC compliance and certification of a wide range of products. Dana Craig, KC6USX, Division Manager for EMC and Telecomm, personally met with Ed and Harold to explain how EMC testing is performed and what requirements are placed on Laboratories that do such work under TUV Rheinlands oversight.
The FCC Tampa office has responded to Mike Grubers offer to assist in a power line noise case in Florida. This case has already resulted in a citation (May 2006) but the noise remains ongoing.
Mike Gruber is working on setting up an EMC Committee meeting next Spring or Summer.
Sales and Marketing
Membership Update
The first 32 membership applications have been returned in the few days following the mailing to 60,000 Technician licensees. The other three major direct mailings conducted throughout the year continue to see returns as well. The first mailing for 2007 is in the final stages of development, for mailing in January.
Modifications to the renewal notice schedule have been completed. Testing begins in early 2007. Well also test some new content and messaging in these notices. The schedule includes an additional email notice. Among our goals is to glean better results on the 1st and 2nd notices, hoping to eliminate the need for the 5th notice.
We are pleased to welcome back our volunteer tour guide, Bob Allison, WB1GCM, who has been out due to an injury.
Product Sales Update
We are accumulating pre-orders for the 2006 ARRL Periodicals on CD-ROM, ARRL Order No. 9841retail $19.95. The fully-searchable CD includes all issues of QST, NCJ and QEX, published throughout the year. Shipping begins in mid-January.
Circulation and Fulfillment Update
Membership and product fulfillment continue to operate at peak levels. This activity has been spurred on by holiday ordering and increased demand for license training materials as result of the FCC Report and Order to drop Morse testing.
QST foreign and Canadian distribution is being reviewed. An increase in rates for 2007 has resulted in our seeking competitive bids from other freight forwarding companies (presently managed by RR Donnelley). Our goal is to maintain or improve international delivery, and find some savings within this competitive market.
Business Services
Despite several advertisers downsizing their commitments for 2007, staff was able to seek out several new advertisers and revenue goals for the February 2007 will exceed expectations by over $6,000.
Staff has been sending numerous proposals to YAESU for various advertising vehicles. After much discussion, they have formally committed to adding an additional full 4-color advertising page each month for the next 12 issues. This agreement commenced with the February 2007 issue.

W1AW
The last Harris exciter (model RF-3200) was finally taken out of service as a broadcast transmitter. The exciter developed extremely strong spurs on 10-meters. In addition, the quality of the CW note began to degrade (as it had with all of the other Harris exciters). The second Ten-Tec Orion I (that is in-house for evaluation) now resides in the 10-meter transmitter slot.

The transition to the new 80-meter digital frequency (in response to WT Docket 04-140) took place on Friday, December 15. The new frequency is 3597.5 kHz.
Joe worked the early afternoon/night shifts on Monday and Tuesday for a vacationing Scott Gee. Joe processed two Code Proficiency certificates. In addition, he worked the day/night shifts on Thursday and Friday since Scott was out on sick leave these two days. Joe also took frequency measurements for all seven broadcast transmitters, and adjusted the transmitters (if necessary) to make sure theyre in line with the stations published operating frequencies.
Field & Educational Services
Field Organization/Public Service Team
Section Managers and Section Emergency Coordinators received from a copy of an informative article about the benefits of having a written mutual aid agreement with adjacent ARRL sections. This document was prepared by the National Emergency Response Planning Committee and distributed by ARRL HQ. Many sections leaders, in response, have asked for and have received a sample multi-section mutual agreement so that they, too, can study it and prepare one for themselves. Steve Ewald also received monthly Field Organization reports and prepared the QST Public Service column for February QST.
In preparation for the Kentucky and North Texas Section Manager elections, candidates have been submitting their statements and photographs to Leona Adams. The SMs that were unopposed in the winter election cycle have received their letters and certificates to confirm their new upcoming terms of office. ARRL Section expenses continue to arrive at HQ at steady pace since the end of the year is getting closer.
An Official Observer sent in documentation in response to an FCC monitoring request about a particular 75 meter frequency. Chuck Skolaut reviewed and forwarded it to the FCC. Another similar case in Wisconsin was also handled. We learned that the FCC performed an inspection of a station as a result of earlier complaints and monitoring efforts. Three different types of interference reports were received, and through further checking, they were found to be originating from a power substation, a computer router, and a plasma TV set. Other interference reports included excessive splatter on 14300 kHz and an over the horizon radar on 75 meters.
ARISS
PR: Rosalie wrote an item for possible use on the ARRL Web about the college seniors who are EE students, working on SuitSat-2s circuitry.
For ARRL Members: Space Civilian Charles Simonyi and astronaut Tim Kopra were trained in ham radio licensing, and passed their exams. The Russian ARISS Team will train Fyodor Yurchikhin. The team met with Malaysian astronaut Dr. Sheikh Muszaphar Shukor and discussed amateur radio with him; he is interested and will train for his flight next year.
ARISS News Update: Janet and Chip Margelli have donated a Yaesu FT-817 to ARISS. The ARISS Team had voted to replace the old D-700 with the 817. The ARISS Team is required to have 6 units, ie test unit, flight unit, back-up unit, unit for Russian Mission Control, etc. Lou McFadin is reviewing what mods will need to be made to the 817, ie converting the data connector (for connecting to SSTV module) to match the pin-outs of the D-700s cables that are on board.
ARISS Effect on Schools: Rosalie conferred with the SuitSat-2 team leader about possibilities for student experiments submitted for SuitSat-2.
International Aspects: Students at the Russian Aviation Institute, which has a good ham station, have asked for a QSO on Dec 26 with Cosmonaut Tyurin.

Regulatory Information
We worked with Wisconsin Section Manager Don Michalski to wrap up recommendations to the amateurs involved in the Wisconsin case previously reported. The bottom line is that while there appears to be some problem with the cable TV boxes in use in the building, the amateur involved are still bound by the terms of their signed lease agreements. We also worked with Perry Green of the VEC in reviewing the final draft of the proposed Element 3 question pool from the NCVECs Question Pool Committee.
We verified the automatic updates of the online versions of Part 97 and new frequency allocation charts were ready, and they went live ay 12:01 AM EST Friday morning when the new allocations went into effect. We also answered numerous phone calls and emails related to the implementation of 04-140, the ARRLs petition to reconsider and the status of 05-235.
A request was received from the Town Planner in Wrentham, MA seeking advice on a consulting engineer to work with the town as they dealt with an application for a 125-tower (we have not been informed of whom the applicant was in this matter). A series of discussions was also held with an amateur in Las Vegas, NV who lives in an un-zoned community who is having problems with the town on erecting a tower on a very spacious lot that is not covered by zoning.
Amateur Radio Education & Technology ProgramMark Spencer
I completed three days of training in Portland Maine presented by the AAAS (American Association for the Advancement of Science) on science literacy and developing science education standards and curriculum. On one hand the training validates current goals and efforts of the ETP, on the other hand the material presented some major issues that we face in the ETP in advancing those goals. It will take some time to assimilate the information presented into an action plan. Aint wireless technology wonderful? I was able to keep up with correspondence while on the road so my recovery time upon return to CA should be minimal. All the resources needed to construct the L/C/R boards for the TIs are now in place and construction of the boards will begin Monday.

Yes, Tom, we can, though it isn't over yet.
We received a letter, as did five of the six BPL interference complainants in Manassas, dated December 14, 2006. A copy is attached of the two-page letter (sorry for the two PDFs, I received it that way from the locals, and haven't yet combined the two files).
The letter doesn't include copies of the measurements that FCC allegedly took; it doesn't detail the methodology used; it doesn't even specifically state when the FCC took the measurements; and it omits reference to one of the complainants, Arthur Whittum, W1CRO, who filed a specific complaint about a specific location in Manassas. He was not even served with a copy of the letter. Finally, OET was apparently involved, for inexplicable reasons (except that they needed to make sure that there was no interference found, so they could bury this case) even though only the EB was supposed to be involved. There is no, repeat no, good reason why OET is still involved in this, other than political reasons, unless they are prepared to argue that only OET knows how to do BPL measurements and doesn't trust the EB to do them.
We are preparing an FOIA request for all that stuff they didn't tell us about. We are also preparing a response.
Riley Hollingsworth was supposed to have been involved in the local testing. They agreed to that a long time ago (right after Joel Harrison and I woodshedded the EB about inaction in the BPL interference cases). He was left out of the loop entirely. He tells us (and please, everyone, keep this confidential for obvious reasons) that Kathryn Power, in the Enforcement Bureau told him that all the Manassas hams were given notice of the FCC field testing in Manassas and chose not to be present. I have written confirmations from the complainants that no such notice was ever given.
We will circulate the response when it is ready to file.

Greetings,
If you have a report due for the upcoming board meeting, they will be due no
later than Monday, January 8.
I realize there will be a couple of committee meetings on Thursday prior to
the meeting, however, there is no reason why that should hold up items that
your committee has addressed already or other items that can be brought to
the board's attention. The only thing that should be lacking is the minutes
from your Thursday meeting and any board required motions.

Greetings - some early morning ramblings.
No matter when you obtained your first amateur license, it was a hard exam.
If that was 10 years ago, 20, 30 or even longer, your exam was difficult.
I've mentioned this to you in a previous written report but I also said it
to Mike Wilhelm who was then Chief of the Wireless Bureau when Chris and I
met with him to push our license restructuring concept after they had
released the 05-235 NPRM. Wilhelm, who is a ham, said "Oh, getting a ham
license is easy", to with I responded "Yes, it is now that you and I have
many, many years of experience in amateur radio, but remember back when you
took your first amateur exam...ever, and recall the difficulty, anxiety and
frustration you experienced. Now, think about how that not only impacts an
adult but what its like for a 12 year old kid".
Wilhelm thought for a minute and agreed.
It is great that we have the experience of many years in amateur radio
today. Unfortunately, though, many forget that first effort to obtain their
amateur license and now have an expectation that once you do obtain it you
should know everything there is to know.
What would happen in the professional world of engineering, medicine, law,
education, or pick a field, if we required individuals to come directly out
of an educational institution with a diploma or degree and mandate that they
would not be permitted to continue learning or could not ask a senior, more
experienced co-worker or superior for advice or to check their work. I get
the impression that is where we are in amateur radio today. We want the
entry level licensee to have years of experience before at time they get
their license.
If we would take the time at our upcoming board meeting to go around the
room and ask each person to tell about a mistake they made on the air right
after they were first licensed (and you'd be honest) we would have one of
the funniest moments possible and once you heard something different from
what you offered you would think "Yea, I remember doing that as well". Dave
and I did that one day. I offered something really stupid that I had done as
a Novice that I look back on now and think "you moron", but it was part of
the on-the-air learning experience that only comes from learning by doing.
Dave then shared with me one of his Novice experiences. We had a good laugh
and were quite pleased that we have gained experience far beyond those
days..days that we all remember, cherish and refer to as our best days in
amateur radio! Why? Because we were LEARNING.
I've had an amateur license now for over 35 years, and I'm still learning.
This year's project has been software defined radio and that is as exciting
as anything I've done in amateur radio. Operating is easy, but learning the
technology and theory behind it is difficult. Five years from now I expect
to consider it "easy" but I hope I never forget the difficulty I had (and am
still having) in learning everything I can about SDR. What's great about
amateur radio in this and many, many areas? You can chat with people who
have PhD's in these areas. Bob McGwire (we humorously call him "crazy Bob")
and Gerald Youngblood are great resources in this one area and guess what?
I've never once heard them talk about amateur radio "going to hell" or
complain about the lack of knowledge of new hams (or old ones for that
matter). They will sit down and spend time with anyone wanting to learn.
I made a statement in an email here the other day that I was still not happy
with the Technician Class license exam. I received an email inquiring why,
since we just went through a rewrite of our material and the question pool.
Just so everyone knows, my displeasure is not with how the questions are
worded or our new manuals. They are written very well. I'm disjointed by the
fact that there are almost 400 questions in the question pool. That is
ridiculous for an entry level license. For the Novice license, we published
50 topical questions and the exam contained 20 questions. When I bring this
up someone always says "Yea, but those questions weren't the exact questions
on the exam!" Well, yes they were, or they were close enough it didn't
present a problem.
I have no problem with a 35 question exam, but the size of the question pool
is too big and should be less that half that (or less!).
I had a person send me an email yesterday requesting that we change the name
of the Silent Key column in QST, now that (according to him) the "key" is a
thing of the past. I told him I didn't anticipate any change in the column's
title.
I went on to tell him that I know quite a few old time hams who took only a
CW receiving test to obtain their license but have never sent one letter on
a straight key, bug or keyer paddle. They hate CW and have never used it.
Some are rag chewers, some contesters and some big DX'ers and have every
conceivable Phone DXCC award but nothing on CW. I know some Technician class
licensees that never took a code test to get their license, but have since
learned Morse and use it for VHF/UHF weak signal work, and will now be able
to use it on HF.
If we were going to change the name of the column based on who does or does
not use a key, or CW, we would have had to start having two separate columns
beginning many years ago.
The next few years will be interesting and challenging. The names and faces
will change but the stories will be the same. Our mission must continue to
be stewardship of the Amateur Radio Service.

What some of you seem to feel will only help to close the doors on our
future. I've seen many kids today, (ages 8 to 80!) struggle to understand
the theory and I've watched many of them fail and many of them succeed at
the VE testing. I'd hate to be the nay-sayer telling them that they are
probably not 'cut-out' to be hams.
The kids(of all ages) are bright and full of promise and they are a big part
of our future. And we have a responsibility to help all of them succeed.
Remember the ARRL pillars? Education is one of them.
As Frank has stated we are not getting an engineering license. And taking
an Amateur Radio test, does not make you a Ham. It's what you learn and
apply throughout the life of the hobby that makes you a Ham. We need to
help aspiring hams by mentoring...helping them become good, courteous and
skillful operators,

I'm sad to see the Morse requirement go, but that's from a philosophical
standpoint and not a regulatory standpoint. I would be happier if the
theory exams were beefed up in response -- a whole lot more than where it
is now. The Tech theory seems to have been watered down to where anyone
can pass with a few days of memorization. "What is the purpose of the
'Function' key found on your transceiver?"
I guess the big thing for me is the seemingly growing attitude -- inside
Ham Radio and throughout many other aspects of our society -- that
everyone should be able to accomplish anything no matter what, and the
easy way to fix that is to make everything easier to accomplish, rather
than establishing a bar for those willing to devote time and effort to
meet and exceed. For those who can't devote the time and effort, well,
that's life. As Rick K5UR has said (and not with respect to the CW
requirement, so I don't want to get him in trouble), "Not everyone is cut
out to be a Ham."
It's the same train of thought used by those who are targeting the game
"tag" or dodgeball in our schools. The poor, slow children always seem to
the ones who get "picked on," so let's just ban it to make them feel
better rather than encouraging them to try harder and get better on the
playground so they too can excel at the games. Not everyone is cut out to
play tag or dodgeball either.
Don't get me wrong, this wasn't the FCC's motivation for doing away with
CW, but it could have been FCC's philosophical reason for retaining CW,
much like their philosophical reason for requiring a theory exam. Many
Hams held out for this day so they could end up on HF through the clock
striking midnight on some evening in the near future. Path of least
resistance for reward.
While I'm not predicting the demise of Ham Radio, I am unfortunately led
to ponder when the day will come when even the theory exam will be
whittled down to a seemingly level on non-existence because "everyone
should be able to get a license if they want one." I can't place blame on
the Hams for jumping at the opportunity, and I'll respect every one of
them as I do current hams who are on the air...it's the "system" and
society that I blame for the 'instant gratification for minimal effort so
we don't hurt feelings' attitude that seems to exist.
Back to what I alluded to in the first paragraph of my Saturday night
rant, it's not just because it's CW (and I'm a CW op, and as Frank said
below it's a mode, not a religion). I'd feel better if the theory exams

You mention referees. (Slightly off topic, but....)
I read the NY Times Sports section on Monday. That's not something I do
very ofter except to look for fishing or outdoor articles. Lo and
behold, there was a picture of a ref restraining the Knick's coach in
what will probably be referred to as the BIG brawl.. The ref in the
picture is Dick Bavetta. I knew Dick when we were both teenagers in
Brooklyn. We grew up together and played basketball on the same team
for a few years. We were even in a do wop trio, the Keylords, that
sung in the subway to get a great sound. I knew Dick was an NBA ref but
I never figured he was still working and running up and down the court.
It was really something to see his picture. Dick and I went to the same
small college but he dropped out after about a year and I lost track of him.
His father and his older brother were both NYC detectives. That brother
was a college basketball ref. When I Goggled Dick's name I discovered
that he the dean of NBA refs and has not missed a game in the last 33
years. I wish I had some of his energy. Perhaps he might become a ham
in his retirement years.
BTW: Brian, we had very few respectable bars in Brooklyn when Dick and I
were kids.

I completely agree. I am a licensed referee instructor and the test
for an entry level license is 100 questions, and many of them require
you to apply more than one law of the game to correctly answer
it. For a 12 year old, it's the most difficult test they have ever
taken. And does the test make them a great referee? I think you
know the answer -- they learn how to pass the test in class -- they
learn how to be a referee on the field after they get their
license. With the right mentor, understanding parents and coaches,
and appropriately challenging games (without getting them in over
their head), most become good referees in a season or so. A few
never get it, including some who do really well on the written test.
Making the test more difficult won't prove anything. Operators have
to know the rudiments of the rules and enough safety information so
they don't fry themselves, but after that, the learning occurs on the
air. I applaud the FCC granting HF privileges to all
Technicians. Those that want to learn about HF can now do so.
