April 20, 2005
Development
The 2005 Education & Technology campaign has raised more than $34,000 from 626 donors so far, with an average contribution of $54. The follow-up segments will be mailed the week of April 25.
The carryover for the 2005 Defense campaign has topped $24,000 from 361 donors.
The Diamond Club now has more than 1360 donors with 249 joining since the beginning of the year. The short solicitation that is mailed with the new membership cards attracts members who upgrade to Diamond Club and most of the new members are coming in via the new, combined, membership Diamond Club, renewal form that is part of the monthly member renewal process.
The latest Legacy Circle letter will be mailed to Legacy Circle donors and prospects, as well as a targeted group of members the first week of May.
A grant request for $891,000 over three years has been submitted to CNCS to fund a licensing and emcomm training program for disabled citizens. A decision on this proposal is expected this summer.
Media & Public Relations
Draft of annual report text is being circulated for final comments and revisions. Plans for a national speakers' bureau, a long-time goal, is also making the rounds for final comments before submission to the committee. The National Association of Broadcasters convention is happening this week in Las Vegas - ARRL has a presence there and a proposal to jointly share in the celebration of 100 years of voices on the air in 2006. Key people to listen for noon-time activities during "Take Your HT to Work Day" on June 21 are being recruited around the country.
Production/Editorial
The June 2005 issue of QST will be released to the printer April 21.
The TravelPlus data master was sent for replication this week. We expect to have CDs in stock by April 25.
The Spring Publications Catalog was sent to Lane Press this week.
Thanks to Deb Jahnke, Steve Ford now has an application that allows him to more easily check book stock and estimated stock-out dates.
Rick Lindquist reports The ARRL Letter, Vol 24, No 15, distributed to 65,241 members on April 15. Rick edited and filed "Happenings" for June QST. He also prepared/edited news items on the ARRL Executive Committee's recommendations on bandwidth, public funding in limbo for NY BPL project, an ARISS school group contact in CA, and several announcements and news briefs. Rick also voiced, edited and produced ARRL Audio News for April 15.
Sales and Marketing
Advertising Staff has been actively soliciting ads for the New Ham Express for a little over a week and has accumulated over $30,000 toward our $49,000 goal. A mailing to advertisers, received last week, was followed up by an e-mail solicitation and individual sales calls are now taking place.
Advertising for June QST is being finalized. We have several new advertisers in this issue and will exceed targets by a small margin.
Nineteen Dayton exhibitors were persuaded to either place ads or list their name and booth number in the Dayton Passport. The total invoicing amount will more than cover the cost of printing the booklets.
Sales and Marketing Staff continue to work with Mike McCormick of Mason and Geller to produce a winner membership solicitation package for our May mailing to Technicians.
The spring/summer edition of the ARRL Publications Catalog has left for press.
Janet and Bob attended a promotional items tradeshow sponsored by our partner, Barker Specialty.
National Convention planning update
Artwork for the new trade show display was delivered to Skyline Exhibits. Proofs have been reviewed.
The publications consignment has been prepared on paper. This will be turned over to the warehouse so the team can begin assembling the big shipment.
Bring your laptop to the ARRL National Convention at Dayton Hamvention! ARRL has a commitment from the Dayton Microcomputer Association to setup a wireless LAN for ARRL's large exhibit area in the Hara Arena. This makes the ARRL EXPO area a WiFi Hotspot. The system is 802.11 compliant (supports 802.11b and 802.11g). Any computer or laptop equipped for wireless will enjoy Internet access within the ARRL EXPO vicinity, all compliments of ARRL. The ARRL EXPO will also include a small Internet café with 2 computers setup to browse.

Contests
We finalized the 2004 Phone Sweepstakes results and opened them on the web. The January VHF results were received from the log checker. They were merged into the master database and results processed for the author. We continued work on the 2004 160-Meter results for the web, adding a side bar and photos. N1ND was at an in-house workshop Monday and Tuesday. Data entry for 2005 DX Phone was finished and the combined list of Logs Received (paper and electronic) was posted on the web. We spent time working with the log checker for the DX contest results, checking his output and processes in preparation of this years reporting.

Joe repaired the Harris amplifier used on 15-meters. He updated the web code practice files. Joe also upgraded the PC used for digital mode work (in Studio Three) to a Windows2000 machine.
Scott worked on fast and slow code practice files for the latter part of the month of April. He also handled some evening phone sales calls in the daily 5 PM to 8 PM time slots.
Field & Educational Services
Rosalie prepared talks and compiled material for the ARRL South Dakota Convention. She and Mary reviewed figures and concepts for a grant proposal Mary submitted. Dan, Mary, LouAnn and Rosalie reviewed finances and student registration totals for our CNCS grant to ensure we're on track. She worked with Steve on getting his congratulatory letter to the Connecticut Section for their TopOff 3 work. Astronaut John Phillips, KE5DRY, has already asked about his QSO schedule -- much quicker than other astronauts usually do.
Amateur Radio Education & Technology Program
Mark Spencer continues work on the lessons for the Transistor Amplifier Exploration Board. The utility of the board is growing as one lesson idea leads to another. Mark is still receiving queries about the Teacher's Institute as a result of recent QST exposure and his presentations at the NSTA teachers conference. Teachers prefer the August session, so he may reschedule the June session to late July.
Field Education Team
Norm Fusaro wrote a story about a 7th grader who took top honors on a science fair project featuring ham radio. While writing the story, Norm heard from another boy who had recently passed his CW exam. Norm corresponded with and supplied materials to several members organizing ham radio booths at community events. The Rappahannock Valley ARC in VA reported they had 32 new members as a result of recruiting efforts suggested by ARRL. Norm and Margie worked with several inactive clubs to get them back on the active roles.
Margie Bourgoin participated in the Telephone Skills Seminar on Monday and Tuesday. She prepared statistics for the Public Service column for June QST, and inputted material into the Public Service Activity Report database and the EmComm Online Course Survey database. Margie reports getting an increase in orders for Exhibit Kits -- people are ordering early for Field Day. She processed 33 club updates and 1 SSC renewal, and registered 5 new Volunteer Instructors and 1 new ARRL schoolteacher.
Gail Iannone wrote 43 hamfest and 4 convention announcements for the June issue of QST. She sent 6 hamfest approval letters and 1 convention approval letter to the sponsoring committees confirming the Division Directors approval of their events as ARRL-sanctioned. She processed 13 handout and door prize orders and 2 label requests for upcoming events.
Jean Wolfgang sent email messages to all EmComm students with a "withdrawn" status. She suggested that they should re-enroll in an EmComm course since grant reimbursements will end soon. She sent email to mentors to remind their students, also, and she changed the online hybrid class form to reflect changes due to the grants ending. All EmComm students will need to graduate by August 30 to qualify them for the registration reimbursement. Jean processed 7 class sections, and printed student certificates and IDs and mentor recognition letters. She networked with Debra Johnson and LouAnn about how donations might work if mentors chose to donate their recognition money back to ARRL. This would give mentors the option of donating to four specific funds. She and Dan Miller also met with Jon Bloom to discuss changes to the Web site.
Community Education Program
Bill Barrett did a deeper analysis of his meeting in Silver City, New Mexico, and it shows some important new information. The CEP is competing in a flooded marketplace with many other new training opportunities, and may need to make a more magnetic, more urgent, benefits-rich pitch to get attendees to choose us over competition. In much of the country, volunteerism is the foundational basis of emergency response, and not an augmentation of it (the Northeast may be less this way). A simple e-newsletter that shares results of Bill's first shows, sent to the venues where he'll be going may help.
Field Organization/Public Service Team
Documentation was reviewed by Chuck Skolaut and forwarded to the FCC concerning an operation on 40 meters as well as a 2-meter repeater case in Ohio. Headquarters notified appropriate Official Observers about an FCC monitoring request to listen for a specific amateur station on 75 meters. A strong, interfering signal on 75 meters in the Northeast was reported and assistance was requested from the FCC for help in its identification.
Steve Ewald has been corresponding with members of the new ARES Digital Network Management Team to gather recommendations on who would be available across the country to help mentor others and to answer questions about Winlink 2000 for emergency response purposes. Steve prepared June QST's Public Service column. Now that Spring is here, the threat of severe weather and tornados increases in many parts of the country. Steve has heard that SKYWARN training classes in many areas are actively training ARES members and other radio amateurs to properly report weather conditions.
Leona Adams has been keeping track of the West Texas and New Hampshire SM election ballots as they arrive. She updated section budgets as the SM and Section Leader expense reports came in for processing. Over 20 new Field appointee initial supplies were processed and sent out.
EmComm Grants
Dan Miller is networking with Ohio SEC John Chapman on planning the exhibit booth at the upcoming Ohio Homeland Security Symposium in Columbus. For the NCAC event scheduled to take place near Baltimore, Dan has coordinated transportation and presentation needs with Dan Sullivan, KO1D. A Friday evening speaking engagement at a local club meeting and the 2-hour presentation Saturday morning are scheduled.
Regulatory
John Hennessee networked with our Volunteer Counsel appointees to get updated information on them for our referral database. He made minor updates to Part 97 on our Web pages. He assisted amateurs with local government zoning problems in Concord, CA (ND6H); Tolland, CT (K1KEV) and Poway, CA (NN3V). He gave help to hams with covenant issues (North Battledore, MA (the individual is still studying for a license); Mount Sterling, KY (WD4IRW), and Tracy, CA (N5FDL). John studied the bandwidth proposal.
Sincerely,
Dave Patton, NN1N
