IN-Newsletter Vol. 27, No.27 July 7, 2004 Upcoming Meetings July 15th in Newington, CT at 8:30am Programs & Services Committee July 15th in Newington, CT at 8:30am A & F Committee July 16-17, 2004 in Windsor, CT Board Meeting Development The spring campaign for Spectrum Defense has reached $226,529 from more than 4200 donors. Responses are winding down to just a few each day. The Education & Technology mailing to 55,000 prior donors is beginning to see results. To date $7580 has been received toward a goal of $97,000. The campaign will support the new ARRL Teachers Institute to assist teachers in teaching wireless technology and the development of new wireless electronics kits for schools. A follow up to 10,000 major donors, major prospects and donors to other programs will mail in mid-July. Work continues on the renewal application for the final year of the CNCS EMCOMM grant. This year's request will include a request for nearly $100,000 in additional funding for a pilot project to educate community organizations about Amateur Radio. Development is working with Circulation on analysis of Diamond Club results and the impact of Diamond Club solicitation on the member renewal process. Development has been contacted by a representative of two Amateur Radio related foundations seeking authoritative rulings on their making year end contributions to ARRL. Legal counsel has been contacted to estimate the time and expense to secure such information. Development has submitted its budget reforecast and mid-year report in preparation for the July Board meeting. Production/Editorial Steve Ford assisted Dan Miller and Joe Carcia during testing for a Winlink 2000 demonstration scheduled to take place during the upcoming Board meeting. Rick prepared stories this week on the BPL trial being cut short in Cedar Rapids, IA, after ARRL had filed a complaint; Pres Haynie says intended insult shows League's BPL strategy paying off; Echo satellite in orbit; Both ISS crew members on the air for Field Day; ARRL looking to fund "Big Project" initiatives, plus several news briefs and announcements. Rick voiced, edited and produced ARRL Audio News for July 2. We've now heard from 160 clubs, groups and individuals that are airing AAN, the vast majority via repeaters. Sales & Marketing ARRL Advertising is currently collecting ad insertions for the 2005 ARRL Handbook. The 2005 edition will be the first in several decades to include a significant number of display ad pages. With time left before the final deadline, we are rapidly approaching our initial targets. Further inquiries and space reservations are continuing to flow in Members of our team met with Steve Ford as part of our regularly held gatherings to discuss publication projects and planning. A handful of new product ideas were introduced and discussed, sending the group away with a sense of excitement. Mary Hobart and Debra Johnson met with our group to continue discussions and planning that may lead to expanding the Diamond Club appeal into more regular renewal notices. Presently, the appeal is sent to 1,000 upcoming expirees each month instead of their regular 1st or 2nd renewal notices. We are hopeful that eventually, all renewal notices might include a strong appeal for the Diamond Club--growing its enrollment while maintaining the same (or better) retention rate currently seen from renewals. A preliminary look at June publication sales shows revenues that exceeded the $231,000 target by nearly $17,000. An analysis of a mailing sent to 30,000 leads in late May showed that we recorded orders from 1,098 of these customers within 30 days of mailing (direct and indirect)--a substantial return of 3.66%. These customers were responsible for gross publication sales of $56,435 mostly handled throughout June. The web e-store continues to be the largest source of indirect responses to direct mail, and it is evident that the majority of our customers choose to respond to publication solicitations by placing their orders online. A 4th of July-themed email solicitation was sent to 47,000 members on Tuesday. A follow-up was emailed on Friday. Members were offered free shipping for placing orders with items totaling $50 or more, or by ordering from a list of qualifying items. E-store activity during the entire campaign (Tuesday through Monday) produced sales of $27,221. Activity during the peak holiday period produced sales of $18,615, just exceeding the revenues produced in 2002 ($16,461) and 2003 ($17,012). A new title, ARRL's RF Amplifier Classics, is being wrapped up. Steve Ford has pulled together a nice compilation of material that has not been brought together in one place before. Included are two-dozen amplifier projects and articles published in QST and QEX between 1980 and 2003. There are amps for HF, MF, VHF, and microwave. The book will be available later this summer. The retail price is $19.95, ARRL Order No. 9310. We have successfully negotiated a resale agreement with UK author Geoffrey Pidgeon to become the exclusive US distributor for his title, "The Secret Wireless War." We will likely take delivery of the consignment in about one month. The book describes many radios used by the MI6 communications division of SIS during WW II. The book is no lightweight. We also finished mailing the 2003 Sweepstakes and 160-Meter Contest certificates. QSL Bureau Processing time is approximately 6 days from receipt. This week, 119 pounds of cards were received from members. Approximately 150 pounds of cards are waiting to be processed. Cards mailed as of 07/04/04: 600,075. Field & Educational Services Gail Iannone reviewed the Dayton Marriott Hotel contract for 2005, and reserved a block of 40 rooms. More importantly, she was able to fight for last year's room rate despite the sales manager trying to increase it by $5 plus the extra tax dollars that would incur. She sent 8 hamfest letters and 1 convention letter to the sponsoring committees confirming the Division Director's approval of the events as ARRL-sanctioned, processed 9 orders for handouts and door prizes for upcoming events, and sent a new SSC application to the Division Director, SM and ACC for approval. Linda Mullally updated 76 affiliated club records with 6 reactivations. She registered 15 Volunteer Instructors and 1 Schoolteacher. She checked membership rosters for 2 clubs wanting to reactivate. She handled 3 Special Service Club renewals, 2 label requests and 1 club vanity email request. She sent Exhibit Kits and Scouting Kits as well as assorted brochures. Rosalie worked with Norm on monitoring the holiday ARISS QSO; he'll draft a Web story while Rick is on vacation. She, Steve and Norm met with staff on future plans for the mentor program. The ARISS Team sent a thank you to the ISS crew for their Field Day QSOs. Rosalie networked with David Woolweaver and Norm about future plans for the multimedia library. She worked with Twila Greenheck on a Girl Scout multi-state Jamboree. She, Linda and Norm began plans for a reminder to clubs to update records. She, Dan, Mary and Mark Wilson met about the 3rd year of the CNCS grant. Regulatory Information John Hennessee assisted an amateur with a local government zoning problem in Indian River County, FL (KC4AZ); and with covenants in Jacksonville, FL (KB2TUQ). He added an FAQ to our ARRL Web Regulatory pages about the new FCC call sign research contractor, and he is updating CEPT information on our Web site, as well as reciprocal operating information for several countries. He reviewed several constitutions for clubs interested in becoming affiliated. Field Organization/Public Service Mary Hobart, Steve Ewald and Rosalie worked under a short deadline to obtain a grant from the New York office of the Corporation for National & Community Service (CNCS) to honor New York emcomm volunteers. The $3,000 grant could only be awarded to a 501(c)(3) group, so ARRL purchased emcomm vests to ship to New York SMs to award to deserving hams. Steve contacted these SMs plus gave the news to all SMs with a note to watch for other grant opportunities we can help with. Steve reports that SMs recounted on the reflector, their experiences of Field Day visits. Steve and Rosalie were staff support for an ARESCOM and PSC telecon; Steve compiled ARESCOM files and worked with Tom to post these beforehand, to ODV Web pages, per ARESCOM Chair Dick Mondro's request. Chuck Skolaut received and reviewed taped documentation of a 20-meter interference case before forwarding the tapes to the FCC. He also forwarded a report of ongoing illegal 10-meter amplifier sales to the FCC. Official Observers are investigating interference to 2-meter repeaters in Idaho and Louisiana, and ARRL Monitoring Stations are studying intruder signals on 17 meters that sound like bubbling water. Nearly two dozen new Field Organization appointments were processed and the accompanying initial packages were sent by Leona Adams. She processed Section Leadership expense reports and also received a petition nominating incumbent South Carolina SM Jim Boehner, N2ZZ, for a new term of office beginning in January. CCE Jean Wolfgang solicited mentors, replied to the 62 responding, and assigned 20 to classes beginning July 6. She sent mentor calls for two other courses that begin July 13. She made clarifications to the hybrid class registration form and the hybrid FAQ to help eliminate confusion that some mentors have had. Jean registered 2 hybrid classes, and reassigned students from 3 sections to a new mentor. She processed check requests, and printed graduation certificates, IDs, labels and congrats letters to send to graduates. During the month of June, 7 students took and passed emcomm field exams. We have 48 students that began a technical course, and 21 students that completed a technical course. Emcomm Grants Dan miller is gathering statistics from Year 2's CNCS grant, and strategizing with Mary, Rosalie and Mark for Year 3's application. The APCO article, with Mary's assistance, went out. Dan assisted in planning for ARESCOM, a Winlink demonstration. Club/Mentor Program Norm Fusaro reports that the new ARRL Club Presidents Reflector already has over 80 members who signed up, and they are actively posting ideas about operations of their clubs. Norm met with John Proctor to create a program that allows F&ES to quickly update our e-mail list for the mailing of Norm's weekly club newsletter. It got out on time this week because of the new program, and we should see a lot less bounced email. Norm took part in a staff meeting about ideas for the mentor program. He interviewed WA0AUU in Iowa so as to write a Web story about the Tri-State Amateur Radio Club. Volunteer Examiner Coordinator Department New General Exam - Test Booklets Mailing: The last two weeks of June have been very busy for VEC staff, mailroom staff and others, all preparing for and pitching in with the mailing for new exams being sent to 822 Field Stocked ARRL VE teams. A special thanks to the following non-VEC helpers who pitched in with the envelope stuffing, addressing and mailing processes: Carol Dimock, Berta Hould, Linda Kleinschmidt, John Proctor, Maty Weinberg, Helen Dalton, Joe Shea, Monique Levesque and Lisa Kustosik (and thanks to whomever I left off this list). ExamWin Software: ExamWin software for VEs and Instructors has been available for about 4 weeks. A special thanks to Jon Bloom KE3Z and Dan Wolfgang for prepping and packaging the ExamWin update for use. Extra Class Pool is next: Assuming it has the consent of the Conference, the QPC will begin Extra Class syllabus work in the coming months--probably carrying through to year end. At that time the QPC will check the tide on FCC matters, to see what direction the wind is blowing regarding pending restructuring. If it appears change is on the horizon, the scheduled 2005 Extra pool review and revision (for July 1, 2006 implementation) may be postponed until after the restructuring issues have settled, and perhaps until after any new beginners license/pool (if adopted) is implemented. July 21, 2004 marks the 20th Anniversary of the ARRL VEC program. A Special Anniversary article (with freshly-obtained Siebel data VEC stats courtesy Deb Jahnke's MS ACCESS programming efforts), appears in July 2004 QST, pages 43-45. E-mail is processed (filtered) there and, if deemed to be valid, passed on to our server here at HQ. We also have the capability to review the messages that have been filtered out. We're doing that initially to tune the filtering rules but this is not something we paln to do going forward. We began running the software early last week and, at least here at HQ, saw a dramatic reduction in the amount of spam. So much so that some people thought the mail system was malfunctioning! We are in the process of testing the "rules" of the software to get a proper balance and filter as much spam without having too many false positives. (i.e. or valid messages that get trapped by the filters) We're to the point whereby the software is wrong in about 0.0625% of the time (5 messages out of 8,000). In any type of spam filtering software there is always the risk of false positives and we are trying to minimize it. Understand, however, that this will never be perfect. There will also be some spam that isn't trapped. Obviously, we could tighter the filters but the occurrence of false positives would go up at the same time. In addition, this solution offers another layer of protection for our HQ network as the software also does virus scanning of e-mails as well. I should point out that this doesn't eliminate the need for proper virus protection software on your personal computer but it does provide more security, nonetheless. As with any commercial service, this solution doesn't come for free. However, we have been able to consolidate the network monitoring services we were getting from another vendor with these filtering services with Interbridge as the sole provider and reduce our overall cost for the entire service package by about $600 per month. So in the end, we've been able to add services and reduce costs, pretty much a no-brainer. Before you ask whether or not this solution could be applied to the arrl.net system, this has not been determined. Since we do not own those machines and Nframe (the ISP supporting the arrl.net) offers a completely different spam filtering solution based on commercial software, this may not be a possibility. However, we will approach them about looking at this opportunity as well as investigating other possibilities for arrl.net. If anyone has any questions, please let me know. 73, Barry, N1VXY
