I believe this refers to the "ad hoc committee of members to develop a comprehensive program to enhance the current ARES emergency communications capability to include rapid and accurate handling of long range (inter-state, national, and international) emergency communications." Apparently I erred in not providing the cover letter that went to the SMs with the Field Organization Evaluation Report and last survey summary. I apologize for the omission and hope that has not caused anyone any deep difficulties. The cover letter is shown below. 73, Wade W0EJ Dear ARRL Section Managers, As you know, over the past two years the Volunteer Resources Committee (VRC, a standing committee of the ARRL Board of Directors) has performed a broad evaluation of the Field Organization. This evaluation was based, in large part, on thoughts that you, the ARRL Section Managers, provided in numerous surveys. The detail contained in this evaluation would not have been possible without your responses to these surveys, especially the final one conducted earlier this year. The time you took (in many cases, a LOT of time) telling about your experiences, sharing your thoughts and outlining your ideas once again demonstrated your dedication to Amateur Radio and was greatly appreciated by the VRC. Two (2) documents will be sent to you. One is a copy of the Field Organization Evaluation final report that was presented by the VRC to the ARRL Board of Directors at its second meeting of 2003 on July 18 - 19. This report contains the summary evaluations of the many aspects of the Field Organization as well as the VRC's overall assessment of the Field Organization. You will find many quotations from the surveys you completed included in this report to emphasize the important summary points of the evaluation. There are also many recommendations presented in the report that the Board of Directors approved at this same meeting. The other document is a summary of the responses of the survey conducted earlier this year by the VRC. This summary goes through the responses from each of the questions of that survey and contains some analysis of those answers. It is hoped that you will find this useful in comparing your responses with those of your fellow Section Managers. Because these documents are too large to be forwarded to you by the SM Reflector, they are being sent to your individual e-mail addresses. You will receive the Field Organization Evaluation final report now, and the survey summary document later. Some highlights of the report include: -- continuation of the current BM and OBS as appointees, but no new appointees to be named for these positions -- if not yet in place, a comprehensive Section Emergency Plan will be developed, implemented and maintained by SECs -- funding for future SM Workshops will come from ARRL's F&ES budget rather ARRL's SM budgets The headquarters staff has already begun planning for the implementation of policy set by the Board, such as sharing some existing Section Emergency Plans with those who need to prepare one. After reading both the survey summary and the Field Organization Evaluation final report, you will likely find many conclusions that you agree with and some you may strongly disagree with. It is hoped that you will, however, find both documents useful in helping all of you to make the Field Organization stronger and more effective. Jim, Did we know about this meeting coming up? If so, why wasn't it on the agenda? - Bill N3LLR AR>The NCVEC is having their annual meeting this weekend. I know that there will be three proposals on the table for an entry level license. You have seen one. I have not seen the other two. What is disappointing is that while Bart Jahnke will be there, that is it. Yes, we will be able to comment at a later date, but as you know Bart cannot speak for the board, so we as an association will have little input. We do not have a proposal, and we did not discuss it at the board meeting. It would appear that they will be taking the lead in this matter. 73 Jim Haynie, W5JBP President
