21 JUL, 2003 - 1930 CDT This morning while shaving, I almost cut myself when I heard the news- reader on WBBM (CBS network station in Chicago) say that FCC Chairman Michael Powell is considering leaving the FCC. He went on to say that Mr. Powell is shopping for a "job in industry". I translate that to mean a cushy lobbyist's job. Anyobody else pick up on this? 73 - Dick, W9GIG

The NCVEC is having their annual meeting this weekend. I know that there will be three proposals on the table for an entry level license. You have seen one. I have not seen the other two. What is disappointing is that while Bart Jahnke will be there, that is it. Yes, we will be able to comment at a later date, but as you know Bart cannot speak for the board, so we as an association will have little input. The attached Memorandum Opinion and Order denying our petition for reconsideration in ET Docket No. 98-156 was just released. I haven't checked with Chris, and he no doubt will have some additional comment to offer, but my initial conclusion after reading paragraphs 13 and 14 is that either the FCC doesn't understand our argument with respect to Section 302(a) of the Communications Act, or they choose to act as if they don't understand. I see that Amateur Radio Newsline is reporting erroneously that the WRC-03 Final Acts have to be ratified by the Senate before the FCC can do anything about implementing them. The following footnote is taken from GAO report number GAO-02-906 entitled 'Telecommunications: Better Coordination and Enhanced Accountability Needed to Improve Spectrum Management' which was released on September 30, 2002. I hope it will put that particular misconception to rest. Dave K1ZZ [32] Department of State has not yet submitted the Final Acts from the WRCs in 1992, 1995, 1997, or 2000 to the Senate for ratification. Department of State officials said that the agency is preparing to send all of these Final Acts to the Senate as one package, and that ratification is not necessary for the United States to implement the agreements.

IN-Newsletter Vol. 26, No. 28 July 16, 2003 Upcoming Meetings July 17th in Windsor, CT at 8:30am Board Leadership Development Session July 18-19 in Windsor, CT Board Meeting Production/Editorial We checked printer's proofs for the new printing of The ARRL Radio Amateur's Satellite Handbook. The ARRL Letter reached another distribution pinnacle of 66,353 on July 11. That's up by 138 from the previous peak of three months ago. Rick Lindquist prepared stories on two ARISS contacts in Europe, additional cosponsors for the Amateur Radio Spectrum Protection Act of 2003, Hurricane Watch Net activation (first this season) for Claudette, a rundown of recent FCC enforcement actions (plus the FCC enforcement letters), an advancer on the ARRL BOD meeting, and several Web briefs. He also compiled "In Brief" for July 10, edited the Space & Beyond column, compiled and edited The ARRL Letter and produced ARRL Audio News. Dave Hassler compiled the monthly CNCS grant news report for the Web, aided (as always) by Emergency Course Grants Manager Dan Miller, K3UFG. He also prepared a couple of feature articles for the Web site, including a colorful and comprehensive report by Bob Inderbitzen, NQ1R, on the ARRL participation at HAM-RADIO at Friedrichschafen, Germany. Dave also prepared the September QST "ARRL in Action" column. Brennan Price is working on the September "Product Review" column, while Bob Schetgen is preparing material for publication in the September/October issue of QEX. Speaking of Brennan...he will be leaving his position as Product Review editor in August. Joel Hallas, W1ZR, of Westport, the new Product Review editor, begins work July 21. Sales & Marketing We are delighted with the results of a weeklong product sales campaign, initiated over the 4th of July holiday. Online orders during the period surpassed $43,500 (excluding tax & shipping). The substantial ordering activity (over 1100 orders) was triggered by a series of three carefully crafted email solicitations sent to members who have voluntarily subscribed to receive product announcements and special offers. The solicitations introduced new products, special product pricing, and offered free shipping for online orders totaling $50 or more. Fulfillment staff worked long hours dealing with orders created by the web special. Zoe Belliveau, Danny Sayad, and Fatima Lorusso all gave up a number of nights and parts of their summer weekend to assist in processing the volume. Janet Rocco had the pleasure of preparing pricing for a member who is interested in making a substantial ARRL publication donation to a local library. A test membership mailing is being prepared. A sample of lapsed and non-members will receive a copy of the "Amateur Radio Today" video on CD-ROM with a closely tied membership solicitation drafted by Steve Ford. Di Szlachetka and Bob attended a meeting organized by our RR Donnelley/QST representative. RRD is introducing a Digital Solution Center, hoping to move away from older film-based workflow processes and toward 100% computer-to-plate technologies. Employing these new industry trends may offer greater efficiencies and new capabilities for ARRL and our advertising customers. The transition begins with preparations for September QST. The Sales Team is making a concerted effort to sell the remainder of the current editions of the Handbook and the Antenna Book before the new edition arrivals. We are concentrating on Dealer sales and are making progress. Deb Jahnke produced preliminary reports for June and Year-to-Date Publication, Advertising and Membership Sales. She continues to work with one of our major advertisers for specialty advertising in the November or December issue of QST. Calling sheets have been produced and the Advertising Team is in high gear, recruiting ads for the September issue of QST and the Sept/Oct issues of National Contest Journal and QEX. Kathy Capodicasa, Bob Inderbitzen, Deb Jahnke, and Jon Bloom met with Alan Cohen about E-Store parameters. A test site has been provided for us to work with. During the next several weeks, we will be gathering a variety of orders to test scenarios. All agreed that other related problems still needed to be addressed to insure a smooth running, customer friendly E-Store. Deb Jahnke met with Randy Weiberg of R. R. Donnelley to discuss several types of specialty advertising for upcoming issues of QST. Randy provided timeframes, paper samples, and printing parameters. June Royalty payments were submitted to Comptrollers on July 10th and have been paid. Congratulations to Fulfillment's Cathy Stepina on the birth of her first grandchild, Emma Jacky Stepina. W1AW Thanks to all the ARRL HQ staff who participated in Field Day 2003. 626 QSOs were made, on 160 to 2 meters, including one RTTY contact, to bring W1AW to a claimed score of 1696. Conditions were not that great for some of the HF bands. More phone QSOs were made on 6-meters than on 160, 40, 15 and 10-meters combined. W1AW has been QRV on 60-meters since opening day. Just a few QSOs have been made so far, with stations generally located in the 2nd Call Area. The "popular" channel 5348 kHz (Channel 2) is usually monitored. Only a few stations are heard throughout the day. Scott worked on fast and slow code practice files for the month July. Scott also handled some evening phone sales calls in the 5 PM to 8 PM time slot. W1AW Telephone Sales year to date (2003): $15,575 Field & Educational Services ARISS sported a successful QSO at the European Space Camp in Belgium for American children of USAF parents. NASA's weekly ISS news report highlighted the QSO. Rosalie wrote the ARISS Board report, and took part in an ARISS education telecon. Field & Education Support Team Mary Lau discussed with Jon Bloom changes to the ARRLWeb Club Update page. Margie Bourgoin reports one new club affiliation paperwork sent for Director approval, and added a new SSC and renewed another this week. She made last-minute changes to the Affliated Club Online Primer and had some pictures added ahead of its Web debut. Linda Mullally updated 27 club records, and 1 reactivation. She registered 11 volunteer Instructors, 2 Teachers, and sent out 2 Exhibit kits, plus 1 JOTA Kit. Jean Wolfgang has been creating graphics, text, and word scrambles for the new youth page, due to go live next week. Jean has been emailing a "young ham form" to kids (under 17). This information will be used on the youth page to show what kids like about ham radio in their own words. Gail Iannone sent 4 hamfest approval letters to the sponsoring committees confirming the Division Directors' approval of the events as ARRL-sanctioned; processed 1 label request, 15 door prize orders, and sent 18 handout packages for upcoming events. She coordinated travel for Chuck Skolaut to be the HQ rep at the Kansas State Convention on August 17 in Salina and the Eastern Washington Section Convention on September 27 in Spokane. Regulatory Information John Hennessee assisted amateurs with local government zoning problems in Altoona, PA (W3BTX) and Castroville, TX (N5VRE). He processed a VC application for Ian Clapp, N7EPR, of Seattle; and a VCE application for Richard Beldyk, KC8DRQ, of Williamstown, WV. He cross checked the three on-line versions of Part 97 on the ARRL Web page (html, pdf and text) and found minor inconsistencies to fix. Field Organization/Public Service Team Leona Adams worked with recently-appointed SMs as they start their terms of office right away. She is also sending out quarterly section budget reports to all the SMs. Steve Ewald hosted Wisconsin SM Don Michalski on a first visit to ARRL HQ. Steve kept touch with the Hurricane Watch Net for Storm Claudette. He contacted new SMs about attending the SM Workshop, September 5-7 at ARRL HQ. Rosalie appointed Ti-Michelle Connelly, NJ6T, as East Bay SM to take over for Dennis Franklin who stepped down for health reasons. She named former Oregon SM Randy Stimson, KZ7T, to fill the year remaining after Marshall Johnson's recall. Chuck Skolaut is moderating discussion between two groups who initiated interference complaints against each other; the situation involves a net. He also received interference reports on 20, 10 and 15 meter bands -- in particular, one direction-finding effort in East Bay Section tracked an oscillating TV antenna amplifier. Amateur Radio Education & Technology Project Mark Spencer shared his notes with Mary Hobart on correlating the curriculum to the National Science Education Standards so she can use this in fund-raising. He has added units on digital logic to the curriculum. A Big Project school near Syracuse received exceptional PR in the local paper and on TV about activities. Web stories about schools appeared to trigger several calls from hams asking how to get schools in the program. Mark has seen several emails on kid's nets -- a nice sign of interest. EmComm Grants Dan Miller traveled to Gainesville, Georgia, to put on another four-hour seminar about our grant-sponsored training. C-CE Howard Robins reports six learning units in the can for the RF Propagation course. The editor is focusing on technical content and Howard is handling grammar. Because it needs a lot of proofreading, this course will take more time than anticipated to put into production. All learning units for Antennas 101 have been transmitted to the editor. This course will need student activities fine-tuned, since students won't want to build every antenna. Howard sent registration reminders to 84 people for the Level 1 course and to 26 people for the Level 2 course. Jerry Ellis mailed certificates and stipend checks to 124 mentors. He created a spreadsheet to track shipping of exam kits to the field. He requested mentors for the Level 1 class that begins this month, and resolved the usual bounced messages that accumulate. Changes made to our Web pages resulted in less emails and calls about routine things, and inquires that are easier to answer.
