I know that you have an interest so here is my report on day one and day two. My flight was arranged by the government travel agency, so you should know that any perks are minimal. ATA is a people mover and nothing more. But they do have a new fleet of 737-800 and have them configured to carry 173 passengers. I suggested to the flight attendant that folding chairs in the isle would be an additional source of revenue and she said that they would take that under advisement. I arrived in D. C. on a dark stormy night, with light rain. I thought of the Peanuts Cartoon caricature as the Super Shuttle whisked me to the Willard Hotel after almost an hour wait for additional passengers. The fair on Super Shuttle was $10 wherein I could have taken a cab for $12. I had made arrangements with the Washington office for some help in setting up the booth early the next morning and was gratified and pleased to see Jon Siverling and Walt Ireland waiting for me at 6:45 the next morning with all the items that I had ordered from HQ. In San Diego, we have the San Diego Amateur Radio Council, of which reps from the League are most welcome to attend, however we have no voting privs what so ever. Answering for Frank-The SM of the West Central Florida section wanted the League to join the Fla Gulf Coast Amateur Radio Council (FGARC). The one time dues are $25 and SM Armbrust got a check cut to pay for it. This group mainly puts on a hamfest in December and has been doing so for many years before the WCF was created. SM Armbrust went to a FGARC meeting last week and presented the check and asked for ARRL to be admitted as a member. Several other clubs objected and the item was tabled. I heard about it and consulted with Frank and discussed some motivation for this that I don't need to go into. Frank can't remember anything similar in this division and we are asking if anyone else remembers a similar situation. The Council in question is the Florida Gulf Coast Amateur Radio Council. It is an ARRL affiliate. Personally, I don't think the ARRL can be a member of a Council. Whether the Section Manager is invited to attend Council meetings as a non-voting participant is a different matter. I also think the SM has the discretion to decide whether $25 of his section funds should be provided to the Council to defray the cost of participation. But ARRL as a voting member? Sandy, I'll defer to the more experienced among the group to answer the initial question; however, I have a possible solution to the situation if the answer to the initial question is "it can't be done." Many organizations prohibit their branches to do a number of things: own property, have alcoholic beverages at official meeting locations, etc. A common practice to have ones cake and eat it at the same time is to set up "clubs" or other "companies" that own the property or host the social hour. At the risk of starting something else I wish I'd not brought up, when I was DEC/EC I agreed with setting up an "ARES club" which was not ARES and, therefore, was not part of ARRL. I then set up a regional council of clubs with each participating club sending representatives to occasional meetings. FYI, the council actually served as source of ARES membership and to strengthen Amateur Radio in the general community and ARRL in the amateur community..
