Jim, W6CF VRC Chair Volunteer Resources Committee Report To The ARRL Board of Directors July 19, 2002 The following summary report is submitted to the ARRL Board of Directors on behalf of the Volunteer Resources Committee. The year, thus far, has been an extremely busy on for the VRC. The committee has had two in-person meetings thus far, one in January, the second in June. One more is scheduled prior to the Board meeting on July 18, 2002. In addition, ten one-hour teleconferences have been held. A document containing the minutes of all 2002 meetings thus far is available from the Chair, upon request. 1. Minute 35 of the 2002 Annual Meeting Minute 35 reads as follows: 35. On motion of Mrs. Craigie, seconded by Mr. Walstrom, it was unanimously VOTED that the following resolution is adopted. WHEREAS, Amateur Radio's emergency communications capability ranks first among the bases and purposes of the service set forth in the FCC's Rules; and WHEREAS, non-emergency public service communications events are training experiences which prepare Amateurs for service in both natural and man-made disasters; and WHEREAS, since the founding of our League, the ARRL has sponsored programs which train, organize, and enable Amateur Radio volunteers to provide emergency communications support to charitable agencies and government authorities; and WHEREAS, in these challenging times not only for our country but also for the entire civilized world, it is essential for Amateur Radio to offer the most efficient and effective emergency communications systems, including support for Homeland Security; NOW, THEREFORE, BE IT RESOLVED, that the ARRL's Volunteer Resources Committee is directed to perform an in-depth study of the League's programs related to emergency communications and non-emergency public service communications, and to report recommendations for modernizing, streamlining, and increasing the effectiveness of these programs to the Board at the Annual Meeting in January, 2003. Our response to Minute 35 is still under development. A number of significant steps have been taken, however. A. As a result of several committee discussions, a list of issues has been prepared, appended to the June 8, 2002 VRC meeting Minutes. Among the more significant conclusions thus far are a) ARES needs to be more focused on training; b) We need to project an image of greater professionalism than we do at present; c) ARES training materials needs to be updated; d) As a result of more local and national interest in Homeland Security we will in the future have opportunities to serve a wider mix of agencies than in the past; e) We must identify those new agencies and build sound relationships with them; and f) In order to build sound relationships we must improve our ability to "sell" ourselves. B. In support of these conclusions the VRC has urged, by written letter, that HQ develop a booklet, similar in quality and size to the 7MHz booklet prepared last year. The purpose of the booklet is to inform potential "customers" of the services that Amateur Radio can provide C. Also in support of these conclusions Director Race has prepared a PowerPoint presentation and CD which indicate the scope of Amateur Radio services already provided to a wide range of government agencies. Director Race will provide a briefing and sample CDs at the Board meeting as part of this report. 2. Structure of the F&ES Department As a result of a request by 2001 A&F Committee chairman Walt Stinson, the VRC is reviewing the organizational structure of the F&ES Department. No conclusions are available at this time. 3. Section News The VRC has become concerned with the proposal to remove Section News from QST, and to rely instead on the web to provide local Section information to members and others. At the June 8 in-person meeting the committee took the position that a) the development of Section News on the web should continue, but that b) Section News should remain in QST for the time being, and that c) alternatives to removing Section News should continue to be studied. This position is still under review. A brief questionnaire was released on the SM reflector (smlist) on July 10. At the moment, July 13, 41 (of 71) SMs have responded, with 82.9% opposing removal of Section News from QST. 4. Other Activities A variety of other topics has been studied by the VRC, of which the following are the most significant. A. ARES apparel. HQ staff designed and VRC reviewed, an ARES apparel line consisting of a vest and windbreaker. B. Several comments have been received following the Board's approval of the Rules and Regulations of the ARRL Field Organization in January, as well as the revised criteria for the Public Service Honor Roll. The committee decided that it was premature to recommend additional changes, preferring instead to give the new rules a longer tryout before considering new changes. C. An increase in the stipend for the Hiram Percy Maxim award from $1000 to $1500 was discussed. A motion to increase the stipend will be introduced at the July Board meeting. D. A concept by Director Walstrom was discussed, which would increase the stature of the ARRL web site by designating it "The Official Internet Journal of the ARRL. It will be further discussed at the July VRC meeting, and may also be introduced at the July Board meeting. E. The functions and responsibilities of the State Government Liaison and Local Government Liaison were discussed, and a survey related to the matter was released to the ARRL SM reflector (smlist) on July 1. Wilson. The issues uncovered will apply to many smaller communications sites, so sit back and read this entire Special Report. The views expressed in the following Letter to the Editor are those of the author and do not necessarily reflect the views of CGC. The author is an experienced broadcast engineer known to CGC, and his or her name has been withheld upon request. ****************************************************************** MT. WILSON - FCC TAKES HUMAN EXPOSURE TO RADIO FREQUENCY MEASUREMENTS Today [Friday, July 12, 2002], the FCC, in an unprecedented move, shut down every Los Angeles FM and TV station operating from Mt. Wilson in a surprise RF hazard inspection. The situation seems to have started a few weeks ago with the attempted installation of a new antenna for station KDOC, CH-56. KDOC is located in the ground floor of the building known as the "Post Office." The KDOC antenna was to be mounted on a 150' pole [actually a 226' pole -Ed.] directly West of the Post office. KDOC engineers had calculated the stations that needed to reduce power and had sent out requests. When it came time to climb the pole, the tower crew found that the RF levels were still too high. They eventually found that the offending signal was from an FM station that was not on the KDOC list of stations that needed to reduce power. The station's engineer was called and asked to reduce power to 80%. He was willing to comply but was overruled by a corporate engineer saying, "I can't reduce power while everyone is listening to my morning man!" (Note that the FCC order obliges stations to comply with requests to lower power as a safety matter and without regard to ratings or revenue issues. The corporate engineer may not have known that he was exposing his company to many thousands of dollars in fines.) The FM station, after a week of negotiating, finally agreed to cooperate. Yesterday, a team of six FCC "agents" arrived at Mt. Wilson. Their first step was to perform a field intensity survey of their own. They located a site that, according to their instruments, did not meet the safety levels for public access. The site is the KMEX driveway as it rises up behind KBIG and until it reaches the KMEX building. Since there has been considerable construction in that driveway over the past few years, the gate has long since disappeared. Since there is no gate, the driveway is publicly accessible and therefore in violation. It would not have been a violation if there had been a chain across the driveway and a "No Trespassing" sign. Today, the FCC showed up ready to find out who was responsible for that hot-spot in the driveway. They had called the Chief Engineers of every station to meet at Mt. Wilson at 12:00 noon.... They set up their meter at the hot-spot and then asked each station to shut down completely, one-by-one, just long enough to make another measurement. Most stations were off for from 20 seconds to 40 seconds. This process actually took hours to complete as communications was difficult between each transmitter and the man taking the measurements. The Fox-lot stations were then asked to do the same thing for another hot-spot over there. After all of the measurements were done, everyone met at the Mt. Wilson Pavilion to discuss the situation. The agents said that they were not able to review the measurements in the field. Once they were reviewed at the office, there would be Notices of Violations and Notices of Liability (fines.) Many of the Chiefs felt that the stations exceeding the limits would probably be a handful of close-by FMs. The agents then spent a considerable time explaining the rules and the FCC's expectations. They said that the rules have been in place for several years now, and that they were no longer warning people, but enforcing the law. There was also a Q&A time. There was also considerable talk about a group of stations joining to have a new, comprehensive field study done by a qualified engineering firm. Such studies are required for licensees under the new rules. The last time this was done was in 1998 by Hammett & Edison. While some stations have shown little interest in joining the group, there is clearly a cost and accuracy benefit in having as many stations as possible join the group. Perhaps this incident will change the minds of the stations that show little interest. They are still looking for bids and there is not yet a cost estimate. Most observers there did not buy this. The agents seemed to have arrived poorly prepared for the inspections, as though they had been called to Mt. Wilson at the last minute. According to some who had spoken to them on Thursday, they were very well aware of the KDOC incident. Perhaps they did not want to pursue the KDOC incident but just make a statement that was loud and clear. If so, their statement was indeed loud and clear. In any case, this incident should alert us to the fact that we have a new responsibility that cannot be ignored any longer. ****************************************************************** RESPONSE FROM READERS An advance copy of the above Letter to the Editor was circulated to a few broadcast engineers for their comments and opinions. The opinions received are divided into two groups, as follows. ****************************************************************** ABOUT THE MT. WILSON/FCC INSPECTION I think (the above story) pretty much sums things up. It will be very interesting to see what comes of this. The inspector would not give any indications of exactly what (the FCC) might do. - Radio Station Engineer ____ Perhaps this is a technical point, but there has never been a gate at the KMEX driveway as far as I know (back to at least 1984). There's always been a chain there with a RF warning sign on it, and there is another warning sign on the side of the KMEX-TV building. But alas, (when the FCC arrived) the chain was unlocked and down. And the sign was laying flat on the ground. It probably wasn't the KMEX folks that dropped the chain, rather the tower folks dealing with KDOC. That's only my guess. The chain was up and locked the day before. I (check the chain) every time I can. - TV station engineer ____ The fact that the FCC made a surprise inspection is not really a surprise. They have stated this would likely happen on several occasions during that past 12 months. Most recently, at the IWCE convention in Las Vegas, in April, one of the FCC's Enforcement Officers stated that we should not be surprised to see the issuance of Notices of Violation and Notices of Liability during the remaining part of the year as the FCC was gearing up to illustrate some examples of violations of their RF rules. The FCC did this last year on Lookout Mountain west of Denver. - Consulting Radio Engineer ****************************************************************** ABOUT GENERAL HUMAN EXPOSURE TO RF ISSUES ON MT. WILSON Seems that a few broadcasters are not very enthusiastic about human exposure to RF compliance issues. When asked to reduce power to facilitate tower work on Mt. Wilson, these excuses are sometimes heard: "I'm unavailable that day" - "I'll be on vacation then" - "How about if we reduce power from, say, 1 to 4 a.m.?" Since multiple stations may be involved in power cut backs to permit tower work, sometimes it's a miracle any work gets done at all. One tower maintenance company complained that after a power reduction was finally accomplished on Mt. Wilson, a TV GM ordered his engineer to RESUME FULL POWER operation immediately. Full power operation was resumed, without warning, and with climbers on the tower structure! Obviously, too many people do not understand the absolute necessity of cooperating and complying when it comes to human exposure to RF signal issues. Compliance with the FCC's exposure rules is the law, and failure to comply could lead to serious liability consequences, to say nothing of FCC sanctions. Much more could and probably should be said on this topic, and we hope you will send us your thoughts. ****************************************************************** YOUR COMMENTS ARE INVITED Written comments from broadcasting professionals on any of the above issues are welcome, and invited. Hi All: I've been meaning to write on this topic of the Section News for awhile. I agree with Jim Maxwell in ODV:3790. 1.) Recall that I had a motion at the last Board meeting for someone to be desginated at HQ to coordinate the effort to educate the SM's on this issue. I pulled it after talking to some of you. My concern proved true as we have had no coordinated effort of info and reasoning with the Sm's except for a blurp in QST by Sumner. 2.) My SM's are against the removal of Section News. I respect that some of your SM's think otherwise. It's like I've have seen before on some issues in th past. Across the geographic state or division line can be like night and day sometimes. At a hamfest several months ago on the border of Arkansas (my Division) and Oklahoma (Coy's Division), a survey was taken at the ARRL Forum on this issue. Both the AR and OK SM's were present and stood in front of the crowd and polled the attendees. All of the OK hams said it was fine to remove Section News from QST, yet all of the AR hams said do not remove it, and were quite vocal to me afterwards about it. Two sections, two divisions, adjacent to each other and 180 degrees apart. 3.) There is a figure we have been quoting from a survey of the percent of hams that are on email/internet. It is high, what, something like 90%? I say, no way is that correct. I know it is not correct in my division. I've polled too many club meetings, and too many hamfests. I am concerned about those that don't have such capability. 4.) Now that it's been several months, I'd like to ask Sunner if it is still necessary to remove Section News. The average gift remains high at $59. The W1AW Endowment campaign test is underway. Thanks to Tom Hogerty and Jon Bloom the web pages went active July 1, including the ad design created by Sue Fagan for the August QST. The goal is to raise $150,000. The 2001 Annual Report will be mailed this week to major donors listed in the report, including those wishing to remain anonymous. Copies will also be sent to those who have made commitments of planned gifts. Education proposals are on-going. Media Relations The 2001 Annual Report has returned from the printer. Copies were sent to all Board members and a case was shipped to Chwat and Company for use on the Hill. The McGan Award nominations for this year were mailed to the PRC members for their review. The VRC will review the committee's recommendation prior to the Board meeting. Jennifer was interviewed by a reporter from the Star Ledger in New Jersey. The New Jersey DX Association was making plans to host famous DXer Tom Christian, VR6TC, and the reporter was very interested in how ham radio operators become friends and how common it is for them to visit hams in other countries. Jennifer received a call from the Connecticut Post. A reporter couldn't make it to the June 18th press conference announcing the UTC grant, but the paper is interested in covering the story after the fact. Sales & Marketing Marketing The next edition of Advertising Matters has been submitted to Production for composition. A handful of new fraction ads were created for products carried by ARRL, to be placed in upcoming issues of QST. Bob conducted an audit of ongoing service difficulties involving the administration of carrying RSGB products. A laundry list of items was shared with their commercial manager. Bob is hoping to establish more effective communication and service expectations with RSGB, as the two organizations prepare to collaborate on future projects. A follow-up email solicitation was sent to members on July 3, to stir up additional online sales throughout the Independence Day holiday weekend. Sales Two new publication dealers have placed orders (pre-paid) with Lisa Tardette. Additionally, a handful of stores have contacted Lisa to begin carrying QST, or to increase the quantity of copies they carry each month. ARRL Lab The Lab has been asked to conduct field tests of the interference potential of 5.8 GHz wireless LAN devices. Transverters have been purchased from Down East Microwave and we are selecting some IEEE 802.11a WLAN cards and access points to do the testing. This project will be a high priority in the Lab between now and early August. With Rod Stafford's blessing, a new reflector, EMCIARU(a)arrl.org <mailto:EMCIARU@arrl.org> has been set up to allow those working on EMC for their national societies to easily communicate with each other and share information. Ed Hare reports that the list has been active. John Phillips reports that this week, he received 5 new power-line cases, drafted one letter for Riley Hollingsworth to send and sent out two letters from ARRL HQ to power-line CEOs. He has also been continuing to coordinate the RFI Services course to be held at ARRL HQ in August. With the advice of several outside consultants or Technical Advisors, Ed Hare and Mike Tracy have been investigating the best ways to test and report on the keying modulation products that produce key clicks as transmitters are keyed. The Lab has also been looking closely at the way ARRL tests and reports the third-order intercept point on receivers. The online soapbox for Field Day is sparking interest. Over 40 submissions having been posted, with interesting photos and stories. The checked results for the 2001 10 Meter contest were received from the log checking team, and work on preparing that article has begun. QSL Branch QSL Service Status: Current. Cards mailed as of 07/07/2002: 1,095,400. No cards mailed this week. Janet spent 5 hours conducting tours around HQ. W1AW Scott worked on slow and fast code practice runs for the latter part of the month of July. He also handled some evening phone sales in the 5 PM to 8 PM time slot. He worked the early afternoon shift on Monday through Wednesday for a vacationing Joe Carcia. W1AW Telephone Sales year to date (2002): $5,311. Field & Educational Services C-CE Jerry Ellis reports that 50 folks registered for the new on-line C-CE satellite course, filling it up. Jerry recruited and solicited Mentors for them. He is sporting a new call sign -- WS1K! Regulatory Information John assisted amateurs with local zoning problems in Gresham, OR (KG7HT); Loveland, OH (N8RTY) and Pemberton Township, NJ (KA1AOR). John re-wrote the reciprocal operating information on file for the Bahamas, and he spoke to a number of amateurs about HR 4720. Field Organization/ Public Service Team On the holiday weekend Steve networked with the FCC and Brennan to announce the Emergency Declaration protecting Texas net frequencies handling flood messages. Steve had just worked with the FCC to rescind the Emergency Declaration protecting Arizona net frequencies for fires. Colorado SM Ryan received compliments for Pikes Peak ARES and Mountain Amateur Radio Club from the Teller County OEM for hams' work in the fire effort. Steve forwarded to SMs, via the SM Reflector, a VRC questionnaire asking them to evaluate the SGL/LGL positions; he forwarded to the VRC the initial responses. He was in touch with 5 SMs regarding use of their Section Web Page. The WMA SM encouraged SMs this week via the SM Reflector, saying: "If you didn't get out to the various clubs FD sites why not solicit for digital photos and put them on your sections ARRL web page...I'm hoping to get many photos to put on the WMA ARRL site. Remember, one photo is worth a thousand words." Leona set up for the four new Section Managers (IL, IN, OR, VT) starting July 1, their "arrl.org" e-mail addresses along with proper notation on their Section Web sites. She is in the process of sending out quarterly budget reports to the SMs. Also, she entered 17 appointments into our database along with other cancellations/updates. The Big Project In order for Jerry Hill to check on his home in Hawaii and take care of other personal issues there, he will work from Hawaii on July 8 through August 16. His e-mail address remains jhill(a)arrl.org. In particular, he will concentrate on finalizing the curriculum he is working on, besides handling routine Big Project duties. Because Jerry will be away for the Board Meeting, he will have a display set up to show Directors progress related to The Big Project. Jean Wolfgang assisted with the creative aspects of this display. Field & Educational Support Team Gail Iannone sent 3 hamfest approval letters to the sponsoring committees confirming the Division Director's approval of the events as ARRL-sanctioned, processed 9 door prize orders, 3 label requests and sent 13 handout packages for upcoming events; she also sent 3 initial hamfest application packets to the sponsoring clubs requesting ARRL-sanctioning. Margie Bourgoin sent 6 new club applications to the EC for a vote on affiliation with ARRL, and one club affiliation application to the Director/SM for approval. She sent the monthly report on new hams in the locale to Clubs. In Jo-Ann's absence, she has kept up with club updates and has sent out some orders. Jean Wolfgang wrote and submitted her QST article about JOTA, and began a list of things people would like for us to provide for future JOTA events. Some of this can be accomplished by downloads and links from our scouting web pages. Jean also received and responded to two applications for an ARISS contact. She and Margie handled the shipping of complimentary copies of Ham Radio...Planning for the Future to authors whose articles were included in the new edition. Rosalie submitted material about ham radio activity at Western states' fires to NVOAD, who plans to forward information on this from all its members' to FEMA. Rosalie and Margie worked logistics revolving around the C-CE review course to be held at Boxboro. Kay, I read your report with interest, and as you can imagine, appreciation for your comments about Development. I hope you can reiterate them during the Board meeting. We still don't have 100% participation from the Board and at the risk of being overbearing and repetitive the financial leadership of the Board is vital to our continued success. Thanks.
