FYI (from the CGC Communicator #533)...73/Fried(º¿º) FCC CHAIRMAN POWELL OUTLINES CRITICAL ELEMENTS OF FUTURE SPECTRUM POLICY FCC Chairman Michael Powell has outlined critical elements for future spectrum policy initiatives at the Commission. Basically, he envisions more efficient use of existing spectrum (getting "more use out of spectrum that 80 percent of the time lies fallow"), cites a need for the continued use of unlicensed bands, asks for a shift from a "command and control" model of regulation to market-based mechanisms and favors the concept of spectrum sharing between commercial and government users.
