An electronic newsletter for members interested in the grass-roots legislative action program was originally scheduled to begin before the end of 2010. Recently, Dave Sumner, Dan Henderson, and I discussed the merits of starting the newsletter in 2010, during the lame-duck phase of the 111th Congress when nothing much is likely to happen, versus the idea of starting the newsletter in January, 2011, when the 112th Congress convenes and the Board adopts the legislative objectives for that session of Congress. Starting the new newsletter in the same month as the new session of Congress and the adoption of the updated set of ARRL legislative objectives made the best strategic sense to me. All three of us agreed to do it this way, but of course the ultimate responsibility for the decision to postpone starting the newsletter was mine. The changes in Washington and the League's revised legislative objectives will yield the kind of newsletter content that will get members' attention and prepare them for action as our legislative action plans develop. 73 - Kay N3KN
