Though some of the members of the Legislative Advocacy Committee were most vocal in claiming the prior ECs efforts to promote ARPA lacked transparency and full Board approval, they have not felt the need to seek direction or share specifics of their plans and proposals with the Board. Board Minute 13 of the January Board Minutes envisions a review, reexamination or reappraisal of the ARRLs regulatory and legislative policy with regard to land used policy as part of the plan to withdraw the ARPA.. Since the Board hasnt formulated an proposal it seems reasonable to expect a more specific explanation of which our friends in Congress the LAC representatives intend to see and what they intend to present to them as ARRLs new legislative proposal. All we know now is that they plan to spend several days in Washington D.C. Director Hopengartens analysis provides one perspective of the withdrawn Amateur Radio Parity Act, but it is neither a Board approved position nor a proposal for future action to provide relief to amateurs stymied by Homeowner Association restrictions or CC&Rs. The simple courtesy of answering the questions posed in my ODV of September 5 would be a start to a transparent process as to the LACs specific objectives and proposals. Additionally, it would provide some assurance those objectives and proposals have Board approval. If the visit is simply an opportunity to renew contacts with legislators who supported ARPA that is also worthwhile information for the Board.
